1.1 Scope

This document describes the GBFD-111609 Enhanced BCCH Power Consumption Optimization
feature, including its technical principles, related features, network impact, and engineering
guidelines.
This document covers the GBFD-111609 Enhanced BCCH Power Consumption Optimization
feature.
1.2 General Statements

Purpose
Feature Parameter Description documents are intended to acquaint readers with:
• The technical principles of features and their related parameters
• The scenarios where these features are used, the benefits they provide, and the impact

2 Overview

2.1 Introduction

In the GSM system, to prepare for possible cell selections, cell reselections, and MS handovers,
all timeslots on the BCCH TRX always transmit signals at the configured power, regardless of
whether the timeslots are idle or not, to ensure that MSs can accurately measure the downlink
receive level in a cell. Therefore, the radio frequency (RF) module housing the BCCH TRX is
one of the base station components that consume the most power.
To decrease the power consumption of the base station, Huawei introduces the Enhanced BCCH
Power Consumption Optimization feature. With this feature, the transmit power of timeslots
assigned for dedicated control channels or traffic channels on the BCCH TRX can be decreased.
2.2 Benefits

This feature provides the following benefits:


• Reduces the BTS power consumption.
• Reduces the network interference and allows tighter frequency reuse patterns by
reducing the transmit power of timeslots assigned for dedicated control channels or
traffic channels on the BCCH TRX.

3 Technical Description

This feature provides the following functions:


• Power reduction in idle timeslots: reducing the transmit power of idle timeslots
assigned for dedicated control channels or traffic channels on the BCCH TRX
• Power control in the occupied timeslots: performing downlink power control on
occupied timeslots assigned for dedicated control channels or traffic channels on the
BCCH TRX
For a GBTS, function 1 automatically takes effect after MAINBCCHPWRDTEN (BSC6900,
BSC6910) is set to YES(Yes). This parameter specifies whether to enable the Enhanced BCCH
Power Consumption Optimization feature. Function 2 is optional and is specified by the
MAINBCCHPWDTACTCHEN (BSC6900, BSC6910) parameter.
For an eGBTS, the two functions take effect after MAINBCCHPWRDTEN is set to YES(Yes).
After the transmit power of timeslots assigned for dedicated control channels or traffic channels
on the BCCH TRX is reduced in a cell, the downlink receive level measured by MSs camping on
a neighboring cell becomes inaccurate. This affects handovers to the cell. To minimize the
adverse impact on MS handovers, the NcellPwrCompValue (BSC6900, BSC6910) parameter is
introduced to compensate the measured downlink receive level.
If this feature is used for energy saving, power is generally increased or decreased by 3 dB or
less, without requiring compensation for signal level of neighboring cells. This feature brings
insignificant gains in daytime when traffic is heavy. Therefore, it is recommended that this
feature be enabled at night when traffic is light and many timeslots on the BCCH TRX are idle.
The MAINBCCHPWRDTSTIME (BSC6900, BSC6910) and MAINBCCHPWRDTETIME
(BSC6900, BSC6910) parameters specify the time when this feature starts and stops, respectively.
If this feature is used for reducing interference in 900 MHz tight frequency reuse pattern during
refarming, it is recommended that this feature be enabled all day. If power is increased or
decreased by more than 3 dB, compensation for signal level of neighboring cells is required.

Power Reduction in Idle Timeslots

When some timeslots assigned for dedicated control channels or traffic channels on the BCCH
TRX are idle, this feature decreases their transmit power, as shown in Figure 3-1.

When MAINBCCHPWRDTEN (BSC6900, BSC6910, eGBTS) is set to YES(Yes), and the current
time is between MAINBCCHPWRDTSTIME (BSC6900, BSC6910, eGBTS) and
MAINBCCHPWRDTETIME (BSC6900, BSC6910, eGBTS), the BTS decreases the transmit power
of idle timeslots assigned for dedicated control channels or traffic channels on the BCCH TRX
by ΔP, which is specified by the MAINBCCHPWRDTRANGE (BSC6900, BSC6910, eGBTS)
parameter.

Power Control in the Occupied Timeslots

When some timeslots assigned for dedicated control channels or traffic channels on the BCCH
TRX are occupied, this feature performs downlink power control on them, as shown in Figure 3-2.

To enable this function for a GBTS, set both MAINBCCHPWRDTEN (BSC6900, BSC6910) and
MAINBCCHPWDTACTCHEN (BSC6900, BSC6910) to YES(Yes). To enable this function for
an eGBTS, set MAINBCCHPWRDTEN to YES(Yes).
When this function is enabled and the current time is between MAINBCCHPWRDTSTIME
(BSC6900, BSC6910, eGBTS) and MAINBCCHPWRDTETIME (BSC6900, BSC6910, eGBTS), the
BTS performs downlink power control on occupied timeslots assigned for dedicated control
channels or traffic channels on the BCCH TRX at a maximum step of ΔPmax, which is specified
by the MAINBCCHPWRDTRANGE (BSC6900, BSC6910, eGBTS) parameter.

Compensating Downlink Receive Level After Power Control

Assume that cells A and B are a pair of neighboring cells, and cell A is enabled with this feature,
that is, MAINBCCHPWRDTEN (BSC6900, BSC6910, eGBTS) is set to YES(Yes). An MS in cell
B measures the downlink receive level of cell A before performing a handover to the cell.
• If the MS measures a timeslot assigned for a broadcast channel or a common control
channel on the BCCH TRX in cell A, the measured downlink receive level is the
initial value before power control is performed in the cell.
• If the MS measures a timeslot assigned for a dedicated control channel or a traffic
channel on the BCCH TRX in cell A, the measured downlink receive level is the value
after power control is performed in the cell. This value is less than the initial value.
To ensure that an MS in cell B can be handed over to cell A in a timely manner, the
measured downlink receive level needs to be compensated. The compensation value,
which is specified by the BSC parameter NcellPwrCompValue (BSC6900, BSC6910),
must not exceed ΔPmax. The BSC makes a handover decision based on the sum of the
measured downlink receive level and the compensation value.

5 Network Impact

5.1 System Capacity

5.2 Network Performance

Reducing the power of timeslots assigned for dedicated control channels or traffic channels on
the BCCH TRX has the following impacts on network performances:
• In areas covered by both GSM and UMTS/LTE networks, the number of UEs that fall
back or are handed over from UMTS/LTE networks to GSM networks may decrease.
As a result, services are migrated to UMTS/LTE networks, and the traffic volume on
GSM networks decreases.
• In interspersed deployment scenarios, services may be migrated to surrounding cells.
As a result, the traffic volume decreases in cells enabled with this feature.
• The coverage area shrinks, which affects access- and handover-related counters.
• The measured downlink receive level of the cell becomes inaccurate, which affects
cell selections, cell reselections, and handovers to the cell.
The impact on handovers to the cell can be minimized by configuring the
compensating downlink receive level after power control function, as described in
Table 5-1.

6 Engineering Guidelines
6.1 When to Use Enhanced BCCH Power Consumption Optimization

If this feature is used for energy saving, it is recommended that this feature be enabled at night
when traffic is light, and power be generally increased or decreased by 3 dB or less. It is
recommended this feature be deployed for continuous areas with good coverage. For example,
you can use this feature when the inter-site distance is less than 1 km and the traffic volume per
hour is lower than 0.4 ERL in each cell.
If this feature is used for reducing interference, it is recommended that this feature be enabled all
day. If power is increased or decreased by more than 3 dB, compensation for signal level of
neighboring cells is required. You can use this feature in the following scenarios: (1) Spectrum
resources are less than 6 MHz on the 900 MHz frequency band. After GU 3.8 MHz refarming,
less than 12 ARFCNs are available on the GSM 900 MHz frequency band, and spectrum
resources are sufficient on the GSM 1800 MHz frequency band. (2) In common or densely
populated urban areas, this feature can be enabled in a large area to reduce intra-network
interference of GSM900 networks and the interference of GSM900 networks on UMTS900
networks. In counties or suburbs, this feature can be enabled in cells that use small-spacing
frequencies (GSM frequencies adjacent to UMTS 3.8 MHz frequencies) to reduce the
interference of GSM900 networks on UMTS900 networks.

6.4.3 Activation

Using MML Commands

After the transmit power of timeslots assigned for dedicated control channels or traffic channels
on the BCCH TRX is reduced in a cell, the downlink receive level measured by MSs camping on
a neighboring cell is inaccurate. This may affect handovers to the cell. The compensating
downlink receive level after power control function enables the BSC to more accurately evaluate
the downlink receive level of the cell and therefore enables MSs to more accurately perform
handovers.

1. Enable the Enhanced BCCH Power Consumption Optimization feature to enable the
BTS to decrease the transmit power of idle timeslots assigned for dedicated control
channels or traffic channels on the BCCH TRX. In this step, run the BSC MML
command SET GCELLOTHEXT and set the parameters as follows:
• Set Power Derating Enabled to YES(Yes).
• Set Power Derating Start Time and Power Derating End Time. If
Power Derating End Time is smaller than Power Derating Start Time,
the power derating terminates the next day.
• Set Power Derating Range to specify the decrease in the transmit power.
2. (Optional) To perform downlink power control on occupied timeslots assigned for
dedicated control channels or traffic channels on the BCCH TRX, run the SET
GCELLOTHEXT command with Power Derating Active Channel Enabled set to
YES(Yes). The maximum power control step is determined by Power Derating
Range in 1.
3. (Optional) Configure the compensating downlink receive level after power control
function by running the MOD G2GNCELL command with BCCH TRX NoBCCH
TS PC Neighbor Cell HO CMP Value set to an appropriate value.
• If the value of Power Derating Range is 3 dB or less, use the default
value (0 dB) of BCCH TRX NoBCCH TS PC Neighbor Cell HO CMP
Value.
• If the value of Power Derating Range is greater than 3 dB, set BCCH
TRX NoBCCH TS PC Neighbor Cell HO CMP Value to 1/3 to 1/2 of
ΔPmax.

6.4.4 Activation Observation

Observing the gains brought by Enhanced BCCH Power Consumption Optimization is difficult
on live networks because traffic loads change in various ways at long intervals and the power
consumption is likely to fluctuate. Therefore, select site models in several different areas, for
example, densely-populated urban areas, suburbs, and rural areas, to observe the feature gains in
a laboratory.
You can use either an external instrument or the intelligent power consumption detection
function. You are advised to monitor the performance on 2 days with similar traffic volume.

• Ensure that batteries are fully charged before observing the gains brought by this feature. This is
because battery charging affects power consumption.
• The power consumption measured by using the intelligent power consumption detection function is a
little different from the actual power consumption. In addition, this function has special requirements
for the power system. Therefore, use this function based on site conditions. For details about the
intelligent power consumption detection function, see Intelligent Power Consumption Decrease Feature
Parameter Description.

Using an External Instrument

1. Do as follows without enabling Enhanced BCCH Power Consumption Optimization:


a. Use a current measurement instrument and a voltage measurement
instrument to continuously measure the BTS current and voltage,
respectively.
• Measure the voltage only once because the voltage is stable.
• Measure the current for a 24-hour period at a fixed interval,
such as every 5 minutes, because the current fluctuates from
time to time.
b. Record the measured values. Use the average current in an hour as the
current value for the hour, and then calculate the power consumption in
each hour by multiplying the average current and voltage.
2. Enable Enhanced BCCH Power Consumption Optimization, and repeat the
operations in 1 to obtain the power consumption per day.
3. Compare the power consumption before and after Enhanced BCCH Power
Consumption Optimization is activated.
Expected result: The power consumption decreases after this feature is activated.

Using the Intelligent Power Consumption Detection Function

1. Run the BSC MML command SET BTSOTHPARA with Whether to Enable
Energy Consumption Measurement set to YES(YES) and Energy Consumption
Measurement Point set to DC(DC).
2. Subscribe to the counters listed in the following table on the MAE-Access to observe
the power consumption counters before and after Enhanced BCCH Power
Consumption Optimization is activated.
Expected result: The values of the power consumption counters decrease after this
feature is activated.

6.5.3 Activation

Using MML Commands

After the transmit power of timeslots assigned for dedicated control channels or traffic channels
on the BCCH TRX is reduced in a cell, the downlink receive level measured by MSs camping on
a neighboring cell is inaccurate. This may affect handovers to cell. The compensating downlink
receive level after power control function enables the BSC to more accurately evaluate the
downlink receive level of the cell and therefore enables MSs to more accurately perform
handovers.

1. Enable the Enhanced BCCH Power Consumption Optimization feature to enable the
BTS to decrease the transmit power of idle timeslots assigned for dedicated control
channels or traffic channels and perform downlink power control on occupied
timeslots assigned for dedicated control channels or traffic channels on the BCCH
TRX. In this step, run the BTS MML command SET
GLOCELLENERGYMGTPARA and set the parameters as follows:
• Set Power Derating for BCCH TRX Non-BCCH TS Allowed to
YES(Yes).
• Set Power Derating Start Time for BCCH TRX Non-BCCH TS and
Power Derating Terminal Time for BCCH TRX Non-BCCH TS. If
Power Derating Terminal Time for BCCH TRX Non-BCCH TS is
smaller than Power Derating Start Time for BCCH TRX Non-BCCH
TS, the power derating terminates the next day.
• Set Power Derating Range for BCCH TRX Non-BCCH TS to specify
the power decrease range for idle timeslots and the maximum power
control step for occupied timeslots.
2. (Optional) Configure the compensating downlink receive level after power control
function by running the MOD G2GNCELL command with BCCH TRX NoBCCH
TS PC Neighbor Cell HO CMP Value set to an appropriate value.
• If the value of Power Derating Range for BCCH TRX Non-BCCH TS
is 3 dB or less, use the default value (0 dB) of BCCH TRX NoBCCH TS
PC Neighbor Cell HO CMP Value.
• If the value of Power Derating Range for BCCH TRX Non-BCCH TS
is greater than 3 dB, set BCCH TRX NoBCCH TS PC Neighbor Cell
HO CMP Value to 1/3 to 1/2 of ΔPmax.

6.5.4 Activation Observation

Observing the gains brought by Enhanced BCCH Power Consumption Optimization is difficult
on live networks because traffic loads change in various ways at long intervals and the power
consumption is likely to fluctuate. Therefore, select site models in several different areas, for
example, densely-populated urban areas, suburbs, and rural areas, to observe the feature gains in
a laboratory.
You can use either an external instrument or the intelligent power consumption detection
function. You are advised to monitor the performance on 2 days with similar traffic volume.
• Ensure that batteries are fully charged before observing the gains brought by this feature. This is
because battery charging affects power consumption.
• The power consumption measured by using the intelligent power consumption detection function is a
little different from the actual power consumption. In addition, this function has special requirements
for the power system. Therefore, use this function based on site conditions. For details about the
intelligent power consumption detection function, see Intelligent Power Consumption Decrease Feature
Parameter Description.

Using an External Instrument

1. Do as follows without enabling Enhanced BCCH Power Consumption Optimization:


a. Use a current measurement instrument and a voltage measurement
instrument to continuously measure the BTS current and voltage,
respectively.
• Measure the voltage only once because the voltage is stable.
• Measure the current for a 24-hour period at a fixed interval,
such as every 5 minutes, because the current fluctuates from
time to time.
b. Record the measured values. Use the average current in an hour as the
current value for the hour, and then calculate the power consumption in
each hour by multiplying the average current and voltage.
2. Enable Enhanced BCCH Power Consumption Optimization, and repeat the
operations in 1 to obtain the power consumption per day.
3. Compare the power consumption before and after Enhanced BCCH Power
Consumption Optimization is activated.
Expected result: The power consumption decreases after this feature is activated.

Using the Intelligent Power Consumption Detection Function

1. Run the BTS MML command SET ECMP with Energy Consumption
Measurement Point set to DC(DC).
2. Subscribe to the counters listed in the following table on the MAE-Access to observe
power consumption counters before and after Enhanced BCCH Power Consumption
Optimization is activated.
Expected result: The values of the power consumption counters decrease after this
feature is activated.

6.7 Parameter Optimization

If KPIs are significantly affected after Enhanced BCCH Power Consumption Optimization is
enabled, optimize the parameters as follows:
• Modify MAINBCCHPWRDTSTIME (BSC6900, BSC6910, eGBTS) and
MAINBCCHPWRDTETIME (BSC6900, BSC6910, eGBTS) based on the traffic
distribution so that this feature takes effect when traffic is light.
• Decrease the value of MAINBCCHPWRDTRANGE (BSC6900, BSC6910, eGBTS).
• Appropriately adjust the value of NcellPwrCompValue (BSC6900, BSC6910).
6.8 Troubleshooting
In continuous deployment scenarios, if the traffic volume on the GSM network decreases, you
are advised to analyze traffic volume-related counters of the UMTS/LTE networks covering the
same area as the cell enabled with this feature to check whether services are migrated.
In interspersed deployment scenarios, if the traffic volume of the base station enabled with this
feature decreases, you are advised to analyze traffic volume-related counters of adjacent GSM
base stations and UMTS/LTE networks covering the same area as the cell enabled with this
feature to check whether services are migrated.
