14.0 LEADING AND LAGGING INDICATORS IN THE MVS PROCESS

Leading indicator measures that “drive” or lead to the performance of lag measures; normally
measuring intermediate processes and activities.

Lagging indicator Measures focusing on results at the end of a time period, normally
characterizing historical performance. Also referred to as Key Results Indicator (KRI).

Leading indicators:
Safe Driving:
Drivers are instructed & trained from BASIC Management in several times for maintaining safe
driving. For attaining yearly target of 100% safe driving, it is mandatory to maintain the under-
mentioned safe driving criteria:

Please put tick (√) mark if yes otherwise (X) on the following status:

Sl# Safe Driving Criteria Remarks
Yes No
Driving with good mental and
1
physical condition.
2 Wearing seat belt
3 Maintain allowable speed limit
Keep safe distance from front/
4
side/ rear vehicles.
Provide space to other vehicles
5
to merge and change lanes
Skip unnecessary or risky
6
overtaking.
7 Never consume alcohol, drugs.
Aware about volume of traffic,
8
weather etc.
Never use cellular phones,
9
read or write SMS/e-mail
Control fatigue & take rest

after driving 2 to 2.50 hours.

For every criterion, we count ‘10 points (if Yes)’ otherwise ‘0 point (if No)’. During whole year,
Supervisors are monitored the activities in every trip & keep record after necessary checking. By
the following calculation, we found %YTD,

% of safe driving = X 100

.

Drivers Training:
BASIC Management always strict about drivers training. No drivers are allowed to drive even a
vehicle without completion satisfactory training. BASIC Management implements different
training program during Drivers whole service periods including refresher & defensive driving
training which are mandatory before starting job.

As per above format, our HES Officer/ Supervisor fill up with necessary checking against each
Driver & keep record. As per calculation, we found the % of Drivers Training completion which is
given below:

% of Drivers Training completed = X 100

Safe driving behavior:
BBS at driving directly influences the safe driving. Safe driving behavior affects the yearly 100%
target of incident free driving. For such, BASIC monitors drivers through following behavioral
activities format:

For every criteria, we count ‘10 points (if No)’ otherwise ‘0 point (if Yes)’. During whole year, Our
Supervisors are assigned to monitor the activities in every trip & finally review the complete format
for keep record. By the following calculation, we found %YTD,

Lagging indicators:
Any recordable incident/ crash occurred during whole year recorded for future reference & review
the condition of safe driving. BASIC Management always aware about yearly target of 0%
incident. By following equations, we found the % of incident occurrence or yearly actual
achievement.

Vehicle Collision Rate = {(No. of Collisions) X (100)}/ Vehicle Exposure

Vehicle Exposure = Avg. No. of Vehicles X (No. of Months/ 12)
Example: Fleet is 35 Power Units. Total no. of 3 collisions occurred in first 12 months of the
annual term.
Thus: Vehicle Exposure = 35 (power units) X (12 months/ 12) = 35.00
Vehicle Collision Rate = {3 (collisions) X 100}/ 35.00 = 8.57
Vehicle Crash frequency Rate = {(No. of Collisions) X (1,000,000)}/ Miles Driven

Yearly Actual
Lagging Indicators Remarks
Target % achievement %
Vehicle collision rate
Motor vehicle crash frequency rate

No. of light, serious, devastating, fatal crash:

Our BASIC HES Officer/ Supervisor keep record of any crash i.e. light, serious, devastating & fatal
& by which we can realize the situation about no. of crash occurred during year.

Light Serious Devastating Fatal
