INVITATION
The Chilean Chess Federation and the Chess Confederation of the Americas (CCA) are
pleased to invite all the Federations of America to the Pan American Sub 20, which will be
held in the city of Santiago de Chile from June 23 to 30 of 2024.
Santiago is the capital of Chile and is the largest city. It is located in a valley surrounded by
snow-capped peaks of the Andes and the Chilean Coastal Mountains.
The city of Santiago is considered the nerve center of the country and where the greatest
economic, administrative, cultural, commercial, industrial and political activity in Chile has
historically been concentrated.
It has diverse and multiple alternatives to ensure a good stay, high-class hotels, restaurants
with all types of food, shopping centers, among others.
General Rules
The Pan American Under 20 Championship will be held in accordance with the FIDE Chess
Laws and the Chess Confederation of the Americas Regulations for Regional Youth Events.
You will also have the following general conditions:
Two tournaments will be played, one absolute and one female. If there are not enough
participants in any of the tournaments, the organization may merge the tournaments to
meet matchmaking requirements.
Only Federations affiliated with FIDE-CCA can participate. All participants must be
registered by their respective Federation.
Each National Chess Federation may register any number of players, upon payment of the
registration fee, accommodation, food and transportation, which are its responsibility or
that of its Federation.
BLITZ
The BLITZ tournament is open to all players who meet the age requirements. So it is not
exclusive to tournament participants at standard pace.
Game System
STANDARD
It will be played by the Swiss System in nine (9) rounds or Round Robin, depending on the
number of players and at the discretion of the Main Referee.
The pace of play will be ninety (90) minutes for the entire game with an increment of
thirty (30) seconds per move from the initial move. The tournaments are valid for
International Titles and FIDE rating, in accordance with the provisions of the FIDE
regulations.
BLITZ
It will be played by the Swiss System in nine (9) rounds or Round Robin, depending on the
number of players and at the discretion of the Chief Arbiter.
The pace of play will be three 3+2 three minutes for the entire game, plus an increment of
two (2) seconds per move, starting from the initial move.
The rating used in the competition is the FIDE BLITZ. If there is no rating, the FIDE
STANDARD is considered.
Participation cost: US$20
The tournament will be valid for FIDE Rating Blitz, in accordance with FIDE regulations.
The final classification will be decided by the points obtained by each player. The player
with the most points will be declared champion. In the event of a tie, the winners will be
decided by applying the following tie-breaking systems in the order mentioned:
1. Results of the direct match between tied players (applies only if all tied players have
played against each other)

Fair Play measures will be applied in accordance with FIDE anti-cheating rules.
It is not allowed to carry electronic and communication devices within the playing area
(for example, Smartwatch, Tablet, Mobile phone).
It is not allowed to bring bags, purses, backpacks, briefcases to the playing area.
Failure to comply with these measures will be punished with the loss of the game.
The tolerance time will be 30 (thirty) minutes for Standard, and 3 (three) minutes for Blitz.

Distinctions will be awarded to the best in each category below the U20. (Medals for first
place in category and digital Diplomas).
RIGHTS The winners of the championships have the personal right to participate in the
next Pan American U20 Championship, as long as they meet the requirements.

08) Everyone will receive medals and digital certificate of participation.

The organization will cover 60% of the accommodation expenses (in a double room) and
food (Breakfast, lunch and dinner from June 23 to 29) for all official players by category
and gender of each Federation, according to the financial regulations of the CCA and must
pay their extra expenses such as: registration, transportation, accreditation, etc.
For registration purposes, these participants will be called Official Players. The other
players must be responsible for all their full registration, transportation, food,
accreditation and accommodation expenses at the official hotel and will be called Extra
Players.
REGISTRATION DEADLINE
OFFICIAL PLAYERS: Official players may register until May 31, 2024 by depositing the
corresponding payment into the CHILEAN CHESS FEDERATION account.
The Federations must complete the Form for their athletes and will be responsible for the
registration of each of them.
After that date, they will be able to register with a late registration fee of US$100.00 and
subject to availability at the official hotel.
EXTRA PLAYERS AND COMPANIONS They may register until June 9, 2024 by depositing
the corresponding registration payment into the Federation account. After this period,
they will be able to register with a late registration fee of USD$100.00 and subject to
availability at the official hotel.
Each Federation must formalize the registration of its participants. They must authorize
and be responsible for the players and companions, officials and extras, in accordance
with the FIDE and CCA regulations. No person may be registered without the approval of
their own Federation.
ACCREDITATION: The credential is the document that identifies and authorizes all the
people who can have access to the gaming room.
TRAVEL INSURANCE: All foreign players must have travel insurance issued in their country
of origin.
Registration Fees
Official and unofficial players: The registration cost for the Pan American U20 2024 will be
US$ 160.00.
This amount includes the CCA fee of US$75.00 for official players and extras, as well as the
accreditation of the athletes.
Companions, coaches and delegates must pay their accreditation equivalent to USD 20 to
have access to the game venue.
PAY
Payment for the registration of all official and unofficial athletes must be made to the
account of the Chilean Chess Federation via transfer or deposit:
TRANSFERS: TRANSFER AIRPORT – HOTEL – AIRPORT USD 80 per vehicle (UP TO THREE
PEOPLE)
Reservations and payments equivalent to 40% of the value for this concept must be made
directly to the hotel - prior registration with the Chilean Chess FEDERATION.
Players who do not stay in an official Hotel must pay a Penalty of USD 125 to the
organization and they must indicate at the time of registration if they will stay in an official
hotel.
The organization is not responsible for the safety of players and companions who do not
stay at the official hotel.

Appeal Committee: It will be formed during the Technical Congress and will be composed
of a president, two regular members and two alternates. The appeal presented to the
organization will be accepted within a maximum period of 30 minutes after the end of the
last game of the round where the event occurred and after payment of the fee of US$
100.00.
