The British High Commission (BHC) in Maputo projects the UK as a force for

to bring some of the poorest people in the world out of poverty, create jobs for
its growing young population and fulfil its potential to become an important
trade and investment partner of the future.

Description
The UK are the third largest bilateral development partner in Mozambique,
with UKAID worth £136m last year, reinforced by our Commonwealth ties.
BHC Maputo is focusing our efforts on ten interlinked priority areas through
our policy, diplomatic, overseas development aid (ODA) and non-ODA
engagement. The UK supports the Government of Mozambique in its efforts
to build state capability in human development.

Mozambique is eighth lowest in the world on the 2020 Human Capital Index,
and ninth lowest on the Human Development Index. 63% of the country’s
population live in extreme poverty. Rapid population growth (with 53% of the
population under 17) and the poor allocation of limited public funds has
worsened regional disparities and inequality, and COVID-19 has worsened
both poverty and inequality. Education underpins human capital as it is
necessary for prosperity, stability and the demographic transition. However,
education outcomes are poor with significant challenges in access,
completion and quality and only 6.3% of children in standard 3 with basic
reading competencies. The UK has committed to invest £430 million for girls
education worldwide.

BHC Maputo emphasises achieving our objectives by collaborating and


influencing policy, and we have shifted towards having less large human
development programmes to do more with less. We will focus on improving
systems, leveraging development partners who fund service delivery,
improving the value for money of our sizeable share of multilateral spend, and
innovating and taking risks to try new things that might work where major
spend has had limited effect.

COVID-19 threatends to reverse the development gains made in


Mozambique. The education sector has attempted to mitigate these by
investing in infrastructure to ensure continued learning with physical
distancing, water and hygiene measures in place. Despite this, low
vaccination rates and the highly contagious Delta variant closed most schools
in July 2021 for the second time this year.

Purpose of Job
The UK has substantial investments in education in Mozambique:
multilaterally through the World Bank (Global Partnership for Education),
centrally through the Pathways for Girls Education (PAGE)) programme to be
implemented by UNICEF, and bilaterally through our Demographic
Transitions Programme.

This post provides an exciting and rewarding opportunity to help the UK


achieve greater than the sum of our parts through better coherence of our
education investments in Mozambique.The post-holder will participate in the
education sector dialogue where there is a strong culture of collaboration and
alignment. There will also be opportunities to explore other partnerships that
may be beneficial to achieving the UK’s education objectives.

The £34 milion Demography Transition Programme takes a multisectoral


approach to address the drivers of the demographic transition by investing in
preventable deaths, voluntary family planning, girls’ education and the
prevention of early and forced marriage. It will also strengthen the generation
and use of data for decision-making in the social sectors.

As a programme funded post, the post-holder will have the opportunity to


focus on collaborating and influencing others to drive delivery, ensuring funds
get to the intended beneficiaries and excluded groups such as girls are not left
behind. The post-holder is expected to dedicate 80% of their time outside
BHC Maputo and 20% to the office.

The post-holder will be an integral member of the dynamic Human


Development, Humanitarian and Climate Change (HDHC) Team. This allows
strong support on strategy from the Team Leader and effective delivery
through a highly capable programme management team. The post-holder will
be managed by the Health Adviser who is the Senior Responsible Owner of
the Demographic Transition Programme.

Key Responsibilities and Accountabilities


At BHC Maputo all have a responsibility to embrace change as the mission
undergoes a period of transition. This provides an opportunity to build the
culture we want to see in how we lead and behave towards others.

In this role you will also be responsible for:

 Policy Engagement and Influencing: i) scanning, mapping and


prioritisation of education sector policy issues, with special reference to
key UK priorities and manifesto commitments - especially girls’
education.
ii) ensuring that evidence and best practice from UK-supported
education programmes in Mozambique and globally are incorporated
into the GoM policy development and planning; iii) coordinating with
wider UK diplomatic activities to communicate UK policy priorities and
showcase British expertise in education.

 Sector Coordination: i) ensuring the BHC in Maputo effectively


engages and influences policy dialogue in the education sector by
communicating with stakeholders, monitoring implementation and
liaising with strategic stakeholders including the GPE secretariat and
the Education Troika;
ii) liaising with the GoM by engaging with the sector working groups in
education and other working groups that may be relevant such as the
Youth Partner’s Forum;

iii) Proactively consulting and networking with other partners including


UNICEF, World Bank and local NGOs to ensure co-ordination and
coherence of programming and policy influencing.

iv) Input into and draw lessons from the women’s empowerment
component of the demography programme so that it informs broader
education policy.

 Lead Technical Adviser: i) applying knowledge and expertise to


ensure that education programmes are as effective and efficient and
utilise the best available international experience and evidence; ii)
providing technical advice and making substantial evidence-based
input into wider BHC in Maputo/FCDO work; iii) providing timely
response to requests for policy briefings and responses to corporate
returns, parliamentary questions etc as required; iv)Keeping abreast of
education sector experience in other countries, UK policy and relevant
developments in the global evidence base.
 Contributing to wider BHC in Maputo programmes and strategy: i)
contribute to cross-office activities and work closely with colleagues to
ensure synergies are made between our programmes across the
mission; ii) deputise for other team members as required in their
absence; iii) ensuring that key developments, successes and UK policy
priorities in the education portfolio are effectively communicated using
appropriate media; uphold and champion BHC’s values by playing an
active role in supporting the working environment and overall
performance.

 Education policy: Influence education reform through a combination


of evidence-based knowledge and thinking politically. Determine the
optiomal mix of financing instruments based on the context and mix of
development partners. Adjust programmes and decision making to use

ii) Global Education policy: Describe and explain the structure, policy
and approach of key multinationals and global funds (World Bank,
United Nations, European Union, Global Programme on Education,

with different partners .

Equity and education: Deliver advise and practical proposals for


Governments for reforms to ensure education systems accommodate
needs of the most marginalised children particularly girls and children
with disability. Policy and programming influencing at national and bloal
level to improve learning outcomes and effective teaching at scale in
fragile, conflict affected environments.

iii) Excellent communicaton and negotiation skills to be able to


work with and influence different stakeholders who have different
backgrounds and skills. Able to communicate clearly and confidently to
different audiences in both English and Portuguese and to establish
relationships with government, civil society and other donor partners.

iv) Ability to make decisions, be confident and have the drive to


see thing through. Will have to be able to work under pressure use
existing evidence some of which may be insufficient to develop creative
responses to complex problems.

v) Organised and able to work independently while coming up with


solutions, manage competing demands and meet deadlines.

vi) Research, evidence and innovation: Find, appraise, interpret and apply
relevant research and impact evaluation to policy and practice.
