THE STATE OF CHILDREN’S REPORT

Children of San Fabian, fellow public servants. ladies and gentlemen good morning!
‘Once again, we are celebrating the “Children’s Month” with its’s theme; “HEALTHY, NOURISHED,
and SHELTERED: ENSURING THE RIGHT TO LIFE FOR ALL”,
Indeed, the Local Government of San Fabian confirms its commitment to the welfare and
Protection of our children in San Fabian, particularly on their rights to survival, development,
protection, and participation. Such rights have become reality in the lives of our children of our
beloved children through the implementation and delivery of basic social programs and services.
‘As we celebrate this year’s children month, | would like to share the results of our concerted
efforts in the promotion and protection of our children’s rights.
PARTICIPATION
Our Local initiatives are geared towards the welfare and best interest of our children. The Local
Children’s Code is our gift to them that even when our children will become leaders too, such
initiatives that we have started will be sustained.
For this month-long celebration, the Child Development Workers and the Local Youth
Development Council richly contributed in the formulation and planning of activities. True
enough that their participation right was exercised.
There are 41 child development center, 49 child development workers and child development
learners together with their parents who participated in the Children’s Congress last November
24, 2023 prior to last November 10, 2023 was the launching or kick-off activity through parade
and hanging tarpaulins together with the municipal employees, Philippine National Police,
Bureau of Fire Protection and DILG remarks the start tarpaulins. The contest among the
preschoolers provides opportunity for our children to experience, learn and participate in their
‘own development. Let us continue providing ways and opportunities in which we could
effectively address to the emerging and diverse needs of our children.
RIGHT TO DEVELOPMENT
Education is one of the top priorities in my administration. While it is true that the Department
of Education (Depéd) is committed to provide quality education for all our children in the
Municipality, my support for the department has always been there.
We have 942 scholar who receives incentives monthly for the scholars who maintains 90 percent
and above in their average.
Per record of the Department of Education for the school year 2021-2022 the participation rate
in elementary was 81% while the school year 2022-2023, participation rate was increased 88.12%
1a tho unlimited action, activities and program.

Increase in the enrollment can be drawn from the initiatives and interventions like GO’s NGO's
4Ps, Brigada Eskwela, Feeding Program, Milk Feeding Program and adopt a school program and
which makes public schools a more than 100% enrollees.
Participation in High School were also increased due to the scholarship programs and incentives
received by all students who maintains with honors.
Lucky enough that there were 41 Child Development Centers within 34 Barangays and catered
by 49 service provider or the child development workers for the school years 2022 - 20223 in
Partnership with the DSWD FO1, LGU San Fabian and MSWDO.
Capacity Building and continuous education pravided for 49 Child Development Workers twice a
year and other relevant trainings that they may be in Quality Day Care Service.
SURVIVAL RIGHT
On infant mortality rate, _O casein 2021,__0 2022, and _0 _ 2023 which shows that there
is a quality maternal health care provided by the health workers together with information
dissemination,
Presence of 1 Birthing Facility which is 100% functional caters the low-risk pregnant mother on
the onset of their delivery.
On malnutrition rate it was obviously decreased. This is to sustained and continuous
micronutrient supplementation, Immunization, and deworming, backyard vegetable, gardening,
kitchen in the garden, nutrition education classes attended by mothers in the barangays,
promotion of exclusive breastfeeding, timely introduction of complementary feeding,
garantisadong pambata, implementation of infant young child feeding to mothers of
malnourished children and pregnant and lactating mothers, growth monitoring using the child’s
growth standards, reactivation of barangay and Municipal nutrition committees, promotion of
Pabasa sa nutrition per Barangay and functional Nutri-village where rehabilitation of
malnourished children and mothers education are done regularly.
PROTECTION RIGHT
On cases of abuse committed against children, there is a slight decrease that can be attributed
to the concerned efforts of the stakeholders, NGO's, NGA’s and LGU along information/education
laws at all levels, Campaign on Child protection laws at all levels, as well as the functionality Local
Councils for the Protection of Children.
Referral system is established where gender-based violence can be easily tracked. Advocates had
been capacitated with the help of active NGO's in the municipality.
CONCLUSION
My dear children, friends’ ladies and gentlemen; in my administration, it is my desire to invest
program and services to our children. As your Municipal Mayor, | encouraged everyone to
continually and unselfishly create opportunities for the promotion and protection for the rights
of our children. This generation may pass but our investment remains and continue building
brighter future for our children.

NATIONAL CHILDREN’S MONTH CELEBRATION 2023
‘The Municipality of San Fabian joins the celebration of National Children’s Month 2023 which was
celebrated every month of November with a theme “Healthy, Nourished, and sheltered: Ensuring the Right to
life for all. ”. This celebration is one of the major activities conducted by the Child Development Workers
promoting the Rights of the Child and their holistic growth and development. It is also an important reminder
the role of children in Nation Building, and our commitment to ensure the provision of their basic needs to
development into healthy, capable and productive Filipinos free from the shackles of poverty.
This year the celebration focuses special opportunity to show appreciation for, celebrate, and meet the
needs of children, especially those who are trapped in a cycle of poverty. Whether advocating for the
government, helping out with a children’s charity or volunteering locally, there are plenty of opportunities for
making a difference on this celebration and all throughout the year.
In our municipality the Child Development Workers conducted activities like launching or the kick-off
through parade and hanging of tarpaulins participated by 42 Child Development Center, 46 Childe
Development Workers, and Child Development Leamers together with their parents last November 10, 2023
around the vicinity of the municipal hall with placards held in their hand containing the rights of the child. Last
November 24, 2023 the Municipal level Competition was held at De Venecia Civic Sports complex, San
Fabian, Pangasinan with 3 categories:
One is the Draw and tell Competion which learners were given an hour to draw and five minutes to
explain or narrate the content of his\her drawing. The winners received medal with cash and the luckiest
children to take home the bacon were; Campion, Ace Cyrell D. Gacusan from Inmalug Sur, CDC, 2™ Place
Aubreille V. Quiros from Mabilao CDC, 3 Place Charmaine D. Catalan from Aramal CDC, 4" Place
Aubrielle Maxine T. Bugarin from National CDC Aramal and the 5" Palce, Neisha Faith M. Baltazar from
Tempra-Guilig CDC.
Second cafegory is the Singing Competition where leamers sing a one piece OPM Song entitled
“Pangarap na Bituin” the winners also received medal and cash, Champion Jheynne Anne P. Sendaydiego
from Mabilao CDC, 2™! Place Jayziah Riona S. Advento from Inmalog Sur, San CDC, 3" Place Marion Kyle C.
Edubas from Poblacion CDC, 4" Place and the 5" Palce was Athena Faith Biala from Anonang CDC.
The third category is Mass Demo Group Dance Category: the winners received certificate and cash,
the Champion were hatched by the Garnet Group Leamers, 2" Place Sapphire Group Learners, 3" Place Pearl
Group Learners, 4" Place Emerald Group Leamers and 5" Place were Ruby Group Leamers.
We also participated in the Culminating activity in the Provincial Level lead by our beloved Governor
Ramon Mon-Mon Guico III which the ceremonial distribution of Manipulative Toys were participated by 44
Municipalities and 3 Cities. The event was also highlighted by “Mother and Child Bulilit Cooking Contest”
which has 6 contenders from I to VI district of our province. It was our pride that we are able to present the 4*
District of Pangasinan. During our meeting and planning it was been agreed that the National Child
Development Center in Aramal, san Fabian through our very dedicated and capable Child Development
Teacher who is Ms. Donna narie Hernando trained her mother and learner who will compete on the said event
which was held in Provincial Training Center, Lingayen, Pangasinan and triumphed last November 29, 2023,
and Luckily, we won the 3" place among the 6 districts of Pangasinan.
