Please be informed that NBOO is requiring the number of violence against women (VAW) and
violence against children (VAC) cases reported to the barangay with the following deadlines:

Relative to this, kindly facilitate and ensure the compliance of the LGU in your area by
accomplishing the monitoring forms provided in the link: httpsN/bit.ly/jeQzzrl. Be guided on
the attached Advisory from Usec. Jalosios in accomplishing the forms. Data from said report
will form part of the accomplishment of the Department for inclusion in the State of the
Nation Address (SONA) by the President on July 2020.

SUBJECT MONITORING OF INGDENCE ON VIOTENCE AGAINST

WOMEN AND CHITDREN AT THE COMMUNTTY IEVEL
DURING THE COVID-19 PANDEMIC

Please be advised that the Department is in the process of gathering significant

accomplishments to form part of the Department's report for inclusion to President
Rodrlgo Roa Duterte's State of the Nation Address (SONA) come July 2020.

Among those identified by the Department are the efforts and initiatives employed
by the local government units (LGUs) during the COVID-19 Pandemic through the
Barangay Violence Against Women (VAW) Desk and the Barangay Council for the
Protection of Children (BCPC). These local mechanisms perform crucial roles and
functions in addressing possible cases of abuse among women and children.

An Advisory was issued in April 2020 to direct LGUS to ensure the functionality of
Barangay VAW Desk and BCPC during the community quarantine. The Department
and the Council for the Welfare of Children (CWC) also issued Joint Memorandum
Circular No. 2020-001 to reiterate the roles of LGUs in reaching out to children,
including those in street situationg in need of special protection, at risk and in
conflict with the law during the community quarantine.

Relative to the above directives, all DILG Regional Directors and the BARMM Minister
of Local Govemment are advised to submit to the National Barangay Operations
Office (NBOO), the number of violence against women (VAW) and violence against
children (VAC) cases reported to the barangay.

The timelines for the submission are as follows:

The Monitoring Forms:

a) Violence Against Women (VAW)

VAW Form No.4 - Regional Summary

b) Violence Against Children (VAQ

VAC Form No. 1- Barangay Data Capture Form
VAC Form No.2- City/Municipal Summary
VAC Form No. 3- Provincial Summary VAC Form No.4 - Regional Summary

Guidelines in Accomplishing the Monitoring Forms:

a The DIIG City and Municipal Officers shall:

- Disseminate VAW and VAC Form Nos. L to barangays. Require only
barangays with cases on VAW or VAC to accomplish the form;
- Encode entrieslnformation from Barangay Data Capture Form using VAW
and VAC Form Nos. 2 in the official google drive which will be shared by the
DILG Regional Office.

a The DILG Provincial Officers shall consolidate VAW and VAC Form Nos. 2 using
VAW and VAC Form Nos. 3.

a The DlLG Regional Focal Person shall:

- Disseminate to all DILG City and Municipal Offices VAW and VAC Form Nos.
1 - the data capture forms for the barangay level;
- Upload the prescribed VAW and VAC Monitoring Form Nos. 2-4 in the
official google drive, and share its link to the DILG Provincial and
City/r4unicipal fi eld offices;
- Consolidate all the data using VAW and VAC Form Nos. 4; and
- Submit the accomplished VAW and VAC Form Nos. 2-4 to NBOO by sharing
