relative to the attached Memorandum Circular 2021085 signed by DILG Secretary
Atty. Benjamin C. Abalos, Jr., dated June 5, 2023, C/MLGOOs are hereby
requested for assistiance in enjoining all Local Govemment Units (LGUs) to properly
display the Philippine Flag and other promotional materials which can be accessed
thru the link : bit.ly/lndependenceDaytlaterials in their respeciive localities from

1. Background

1 .1 Republic Act No. 4166 (An Act Changing the Date of Philippine
lndependence Day lrom July 4 to June 12, and Declaring July 4 as
Philippine Republic Day, Further Amending for the Purpose, Section 29 ol
lhe Revr.sed Admins;tratirc Code), proclaimed the 12th day of June as the
Philippine lndependence Day

1.2 Spearheaded by the National Historical Commission of the Philippines

(NHCP), in collaboration with other government agencies, local government
units, and private sectors, this year's observance caries the therne,
" Kalayaan, Kinabukasan, Kasaysayan".

2. Purpose
This Memorandum Circular is issued to enjoin all local government units (LGUs)
to support the observance of the 125th lndependence Day.

3. Scope/Coverage
All Provincial Governors, City Mayors, Municipal Mayors, Punong Barangays,
DILG Regional Directors, BARMM Chbf Minister and Minister of lnterior and

4. Poli'cy Content arrd Guidclines

4.1 ln support of the observance, all concerned local government units are enjoined
to support the simultaneous flag-raising and wreath-laying, Pampamahalaang
programa at Serbisyo, Kadiwa ng Pangulo, Klinikalayaan Serbisyong Kalusugan
Pari sa Bayan, Static Dsplay, rnilitaryand eivic parade, concert, and others.

4.2 All tocal govemment units are enioined to property display the Philippine flag and
other promotional materials which may be accessed thru this link:

their respective localities from May 28 to June 12, ?f.23-

4.3 All DILG Regional Directors and the BARMM Minister of Local Government are
