dated September 11,2023, please be informed on the Memorandum Circular No.2023-133
from the office of SILG Atty. Benjamin C. Abalos, Jr., regarding the above-mentioned subject.

ln line with these, C/MLGOOs and Provincial Office Personnel are hereby directed to join the
clean-up drives in their respective area of responsibility on September 16,2023.

Further, you are also reminded to sta( preparing for your respective clean-up drive activities
and to perform the following:

I . ldentify clean-up sites, and coordinate with Local Government Units concerned,
where DILG Regional and Provincial Employees will be participating in.

2. Coordinate with the respective local offices of BFP, BJMP and PNP about their
participation and possible assistance during clean-up activities, within your respective
jurisdictions.

3. lnvite provincial offices of partner national agencies and civil society organizations
to the regional and provincial clean-up drives.

4. lssue directives to local government units, particularly barangays, to join the


simultaneous activity on September 16,2023.

5. Coordinate with local media outlets for the coverage of their respective clean-up
drive activities.

6. Disseminate advocacy materials to inform and encourage participation among local


government units, civil society organizations and the general public of the

Attached is Memorandum Circular No. 2023-133 from the office of SILG Atty. Benjamin C
Abalos, Jr., relative to the subject.

ln line with these, C/MLGOOS and Provincial Office Personnel are hereby directed to join
the clean-up drives in their respective area of responsibility on September 16,2023.

Further, you are also reminded to start preparing for your respective clean-up drive
activities and to perform the following:

1. BACKGROUND

The 1987 Philippine Constitution stipulates that it shall be the policy of the state to
"protect and advance the right of the people to a balanced and healthful ecology
in accord with the rhythm and harmony of nature. Consequently, the Local
Government Code of 1991 mandates that all local government units shall ensure
and support the right of the people to balance ecology and preserve the comfort
and convenience of their inhabitants, among others, to promote general welfare.
Further, RA 9003 or Solid Waste Management Act directs all LGUs to adopt and
implement a "systematic, comprehensive and ecological solid waste program".

Among others, the Department implemonts the Manila Bay Clean-Up and
Rehabilitation Program for LGUs along Manila Bay area, including activities such
as the proper implementation of solid waste management and the conduct of
regular clean-up drives to reduce the amount of solid waste ending up in bodies
of water.

The Department acknowledges that the problem of solid waste manag€ment is


not limited to coastal areas, like Manila Bay. The Supreme Court Rulin-g1 dirocts
LGUs to clean and rehabilitate Manila Bay, and states that,'the right to -balanced
ecology need not be written in a constitution for it is assumed like other civil and
political rights guaranteed in the Bill of Rights. Even assuming the absenc€ of a
categorical legal provision specifically prodding petitioners to clian up the

future generations of Filipino people to keep the waters of Manila Bay clean and
clear as humanly possible'

Relatedly, the Department of Health (DoH) recorded the continuous increase in


dengue cases reaching up to 80,318 cases reported as of July 15, 2023. There is
a need for concerted efforts to address dengue cases, and communityJevel
prevention ls proven to be one of the effective ways to combat and control dengue
cases.

Hence, DILG launches the "Barangay at Kalinisan Day (BarKaDa)', a nationwide


community-based clean-up drive program, anchored on the cullure of bayanihan,
that aims to maintain and provide a healthy and safe environment for the people
through proper solid waste management. With reduced, if not eradicated wastes
in various waterways, the program also aims to contribute to mitigating the impacts
of flooding, as well as malntaining a clean sunounding to prevont the spread of
diseases, such as dengue,

2. PURPOSE

Generally, the purpose of this Circular is to provide guidance in the conduct of


regular clean-up drives at lhe barangay level.

3. SCOPE/COVERAGE

All Provincial Govemors, City and Municipal Mayors, Local Sanggunian Members,
Barangay and SK Officials, and concerned govemment ofiicials and employees of
DILG and its attached agencies and others concerned.

4. POLICY CONTENT'GUIDELINES

4.1. NANONAL LAUNCHING


4.'t.1. A national launching of the program will be held on September 16,
2023, with a
theme 'Buhayin ang Diwa ng Bayanihan;
Mag-volunteer Tayong Lahat pan sa Kalikasan", as a kick-off
activity in the celebration of Clean-up Week2, as well as obseryance of
the lnternational Coastal Glean-up Daf.

4.1.2. The venue forthe national launching will be conducted within Metro
Manila, while all Local Govemment Units are expected to conducl a
simultaneous clean-up drive Wthln their locality. Provincial,
citylmunicipal and barangay governmsnts shall separately conduct a
clean-up drive in different sites within their area of jurisdiction on
September 16, 2023, which should be participated by their respective

local govomment employeos, partner organizations and the private
seclors.

4.2. WEEKLY CLEAN.UP DRIVES

4.2.1. All barangays ar6 h6r€by axpected to conduct a ws€kly clean-up drive,
prererably overy Saturday lo sncourage public participation, withln th6ir
Premlsss.

4.2.2. Barangays 6long Manila Bay shsll contioue with their weekly cl€an.up
drivos schgduls, whil€ the resl of ths barangays shall daclar€ one day
oftha wEek as Barangay Clsan-Up Daythrough a Barangay Ordinance
or Rosolution.

4.2.3. ln case s dsclarsd Barsngay Clean-up Day falls under a regular holiday
or sp€cial non-working holiday, the baEngays may opt to resohedule
the clean-up drive on any other day of lhe wesk of lheir regular
sch6dule.

4.3. CLEAN.UP SITES

4.3.1. The Barangays, through th€k Barangay Ecological Solid Wasts


Manag€msnl Committee (BESWMC), shall id€ntify the Egular clean-
up sites within th6ir lurisdiction. Sites shsll not bs limiled to coastal
areas, waterways, creBks, but shall also lncluds public parts,
streets/roads and vacant lots and other public spacss within tho
barangays.

4.4. CLEAN-UPACTIVITIES

The following aro suggest€d to ba undodaksn by barangays during


Barangay Cl6an-Up Day:

4.4.1. Coastal Clsan-up;


4.4.2. Dradging of clogged canals, esteros and olh6r waterways;
4.4.3. Pruning thick bushgs or boo branchss:
4.4.4. Oraining o, r€c€ptacles containing stagnant waters;
4.4.5. Dismantling all possibls bro€ding places of mosquitoes;
4.4.6. Community gard€ning; and
4.4.7. lnformalion drive on solid waste managemgnt, donguo prsvontion,
and community gardoning.

4.5. PUBLICPARNCIPATION

4.5.1. All levels ot local gov€mment unlls are €xpect€d to conduct a massivo
information drivs/campaign lo encourage the public and the Civil
Socioty Organizations (CSOS) to partlcipats in tha woekly Barangay
Clsan-up Day.

4.5.2. BarEngays are also onjoined to coma up with strategies to encourago
housshold-lovsl participation in the clsan-up program.

4.5.3. City,/municipaland provinci8lgovemments shallenjoin thelr employees


to particlpat8 in the clean-up drive in theh rospectivo barangays.

4.6. ROLES AND RESPONSIBILIIIES

the barangays to the weekly clean-up drive.
b. Submit national compliance report to the SILG.
c. Develop collaterals for the upcoming national launching.

4.6.4.2. Through Human Resource Management and Development


(HRMD):

lssue a Circular to enjoin all Central Office employees to


participate in the national launching on September 16,2023.

5. FUNDING

The local sanggunian shall provide allocation to implement this Memorandum


Circular at the local government level.

This Memorandum Circular shall take effect immediately
