dated September 11,2023, please be informed on the Memorandum Circular No.2023-133
from the office of SILG Atty. Benjamin C. Abalos, Jr., regarding the above-mentioned subject.
ln line with these, C/MLGOOs and Provincial Office Personnel are hereby directed to join the
clean-up drives in their respective area of responsibility on September 16,2023.
Further, you are also reminded to sta( preparing for your respective clean-up drive activities
and to perform the following:
I . ldentify clean-up sites, and coordinate with Local Government Units concerned,
where DILG Regional and Provincial Employees will be participating in.
2. Coordinate with the respective local offices of BFP, BJMP and PNP about their
participation and possible assistance during clean-up activities, within your respective
jurisdictions.
3. lnvite provincial offices of partner national agencies and civil society organizations
to the regional and provincial clean-up drives.
5. Coordinate with local media outlets for the coverage of their respective clean-up
drive activities.
7. Submit a report on the participation in the simultaneous activity using this prescribed
template on or before October 06, 2023 thru this link:

1. BACKGROUND
The 1987 Philippine Constitution stipulates that it shall be the policy of the state to
"protect and advance the right of the people to a balanced and healthful ecology
in accord with the rhythm and harmony of nature. Consequently, the Local
Government Code of 1991 mandates that all local government units shall ensure
and support the right of the people to balance ecology and preserve the comfort
and convenience of their inhabitants, among others, to promote general welfare.
Further, RA 9003 or Solid Waste Management Act directs all LGUs to adopt and
implement a "systematic, comprehensive and ecological solid waste program".
Among others, the Department implemonts the Manila Bay Clean-Up and
Rehabilitation Program for LGUs along Manila Bay area, including activities such
as the proper implementation of solid waste management and the conduct of
regular clean-up drives to reduce the amount of solid waste ending up in bodies
of water.
2. PURPOSE
3. SCOPE/COVERAGE
All Provincial Govemors, City and Municipal Mayors, Local Sanggunian Members,
Barangay and SK Officials, and concerned govemment ofiicials and employees of
DILG and its attached agencies and others concerned.
4. POLICY CONTENT'GUIDELINES
4.1.2. The venue forthe national launching will be conducted within Metro
Manila, while all Local Govemment Units are expected to conducl a
simultaneous clean-up drive Wthln their locality. Provincial,
citylmunicipal and barangay governmsnts shall separately conduct a
clean-up drive in different sites within their area of jurisdiction on
September 16, 2023, which should be participated by their respective

local govomment employeos, partner organizations and the private
seclors.

4.2.3. ln case s dsclarsd Barsngay Clean-up Day falls under a regular holiday
or sp€cial non-working holiday, the baEngays may opt to resohedule
the clean-up drive on any other day of lhe wesk of lheir regular
sch6dule.
