the Philippines (VMLP) 28ft National Annual Convention on April 10-13, 2024 at
the Almont lnland Resort, Butuan City, Agusan Del Norte.

Attached is the above-mentioned Circular dated March 20, 2024, from

Secretary, Atty. Benjamin C. Abalos, Jr., relative to the conduct of the Vice Mayor's
League of the Philippines (VMLP) 28th National Annual Convention on
April 10-13, 2024 at the Almont lnland Resort, Butuan, City Agusan, Del Norte.

ln accordance with the foregoing. and upon the request of the National Officers of the
VMLP, all City and Municipal Mayors are encouraged to allow the attendance of their
Mce Mayors in the said activity, on official business.

NATIONAL ANNUAL CONVENTION ON APRIL 1O-13,2024

Article Vlll, Sections 1 and 4 of the Vice Mayors' League of the Philippines (VMLP)
Constitution and By-Laws. provides that. "There shall be (an) Annual National
Convention within each term of the National Ofi'cers (Sec. t)" and "fhe venue of the
AnnualNationalConvention shall be determined by the NationalOffice and approved
by the National President aN the slfe a rotated among the major is/ands of Luzon,
Vrsayas, and Mindanao (Sec 4)"

With the theme. "Futurc-proofing the Local Legislature. Scaling Up Towards Smart
Local Communities", the VMLP will hold its 28tn National Annual Convention on April
10-13. 2024, at the Almont lnland Resort, Butuan City. Agusan del Norte.

The activity aims for the participants to acquire a better knowledge of the cultural and
natural resources of the CARAGA Region, leam from the region's best practices. and
find stronger resolve to implement smart technologies for a more efficient delivery of
government services and effectiye govemance.

In view of the above, and upon the request of the National Ofiicers of the VMLP, all
City Mayors and Municipal Mayors are hereby encouraged to allow the attendance of
their vice Mayors to the said national convention, on official business.

The payment of corresponding traveting expenses and registration fee, if any. to defray
the cost of hotel accommodaton, meals, and actrvity materials. per participant
including incidental expenses, may be authorized. chargeable against the local funds,
in accordancewith. and subjectto: a) applicable limitations prescribed in COA Circular
No.2012-003 dated October 29,2012; b) tne usual accounting and auditing
requirements; c) austeri$ measures; and d) all pertinent laws, rules and regulations-

The VMLP NaUonal President shall submit a Post-Activity Report. to the Secretary of
the lnterior and Local Government, through the Bureau of Local Government
Supervision (BLGS), within fifteen (15) days after the conduct of the said activity, with
the following prescribed format:

ll. List of Participants;
lll. Outputs of Technical Sessions;
lV. lssues and Agreements and Recommendations. if any:
V. Total Fees and Disbursements;and
Vl. Appendices, if any.
