SUBJECT MEMORANDUM RE OFFICIAL DIRECTIVE IN MAINTAINING


THE NON-PARTISAN NATURE OF CIVIL SOCIETY
ORGANIZATIONS (CSOs) AND LOCAL PEOPLE'S COUNCIL
(LPCs) DURING THE BARANGAY AND SK ELECTIONS
(BSKES)

Per memorandum issued by DILG Regional Director Jonathan Paul M. Leusen, Jr., CESO
lll dated September 8, 2023 regarding the above-mentioned subject, kindly reiterate to all cities
and municipalities in your area of jurisdiction the following provisions from various CSO-related
policies:

Sections 5. 7 and 5. 8 of DILG Memorandum Circular No. 2022 - CSOs to guarantee the
autonomy of their organizations by preventing any influence or use for partisan
political purposcs;
Section 4.10 of the same MC - All provinces, cities, and municipalities under their
jurisdiction ar€ encouraged to adopt their own system of addressing related
concerns in close coordination with the DILG Field office; and
Section 6.3.3.6 of DILG Memorandum Circular No. 2022-1054 - Guarantee the
autonomy of the People's Council and its member organizations by not allowing it
to be influenced or used for purposes of partisan politics or religious purposes.

Anent to this, violations of the above provisions posed by any LGU-accredited CSOs/Local
People's Council stand as grounds for the revocation of their accreditation.

Adherence to these rules is necessary to uphold the non-partisan status of CSOs and LPCs as
well as the independence and validity of our election procedures.

Per BLGS Memorandum dated September 6, 2023, relative to the upcoming Barangay
and Sangguniang Kabataan Elections (BKSE) scheduled in October this year, the
following provisions from various CSO-related policies are strongly reiterated to all cities
and municipalities in your area of jurisdiction:

a Secflons 5.7 and 5.8 of DILG Memorandum Circular No. 2022-083 - CSOS to
guarantee the autonomy of their organizations by preventing any influence
or use for partisan political purposes;

ln light of the upcoming Barangay and Sangguniang Kabataan Elections (BKSE)


scheduled on October this year, this level would like to highlight the provisions
articulated in Section 4.9.1 4 ol Memorandum Circular (MC) 2022-083. entitled
"Gwdelines on the Accreditation of Civil Society Organizations (CSOs,) and Selection
of Representatives to lhe Local Special Bodies", which explicitly prohibits CSOs from
engaging primarily in, or utilizing their organization primarily for. partisan political
activities. as violations of these provisions stands as grounds for the revocation of their
accreditation,

Furthermore, Sections 5.7 and 5.8 of the same Memorandum emphasize that CSOs
must ensure the autonomy of their organizations by preventing any influence or
use for partisan political purposes.

ln accordance wth these directives, all DILG Regional Offices instructed to reference
Section 4. 10, Nationa I and Local Feedback Mechanisms and remind all provrnces,
cities, and municipalities under their jurisdiction to establish their own mechanisms
for addressing instances of non-compliance with the aforementioned
provisions. in close coordination with their respec{ive DILG Field Offices.

It is important to note that these instructions are equally applicable to the Local
People's Councils (LPCs), as specified in Memorandum Circular 2021{54, entitled
"Establishment of Civil Smiety Organization Desk and lnstitutionalization of People's
Council in the Local Govemment Units."
