upon concurrence of the respective LGus, the conesponding Joint RIATF-RTF xl
Resolution adopting the unified guidelines shallthen be issued.
Anent thereto, respectfully requesting your offae to endorse the attached Resolution
to
the Provincial Governors and HUC Mayor in your respective areas for them to provide
commenusuggestion and concurrence within seven (7) days upon receipt. The

WHEREAS, per RIATFXI Resolutjon No, 1 Series of 2020, the RIATF-XI adopted
the
Nauonal IATF roles including ensuring uniformity in the implementation
policies and isuances by regularly monitoring performance
of tRff dirwtives,

XI;
WHEREAS' the RIATF-)C is the regional policy-making body, while the RTF-XI
is
concerned with the operations and implementauon of the polici& issGo;

WHEREAS' RIATF-$ coordinates with the RTF-XI in carrying out its


objectives,
directives and o$rer related functions during this period of national hiatth
emergenry;
WIIEREAS, corcidering fte surge of cases in other areas of tte country,
as an
additional measure, the RIATF-xIseesthe need to regulate non-essentiaf

inb the Region and rciterate the guidefines set forth-by the IATF;

WHEREAS, Afticle II, Section 15 of the 1987 Constitution provides

WHEREAS, per IATF Resolution No. 107-4 dated March zg, ZCIZl placed
Davao City
under General Community Quarantine, and the Provinces of oayao
Oe-o1b, oavao del Sur,
Davao Occidental, Davag0rienbl, and Davao del Norte under
Modified general Community
Quarantine until Apfll 30, 2021 without prejudice to declaration of localized Enhanced
Community Quarantine in critical areas;

WHEREAS' the IATF issued the Omnibus Guidelirm on the Implementation

communrty Quarantine in the Philippines with Amendnenb as of

be applied to all regions, provinces, cities, rnunicipalitie and tjarangiln, placed

community quarantine;

WHEREAS' the Regional Inter-Agency Task Force - XI (RIATF-)fi) and the Regional
Task Force against COVID-l9 XI (RTF-)C) find it necessary b provide a region-wide border
control guidelines to regulate movement into and from Region )fi as an additional and
preemptive measure agairst srrge of COVIF1g c:ses in the Region;

ilOW THEREFORE, in consideration of the premises set forth, the RIATF)0 and
RTF-)0 issue these guidelines which shall be applied to all border control points within Region
XI:

SECTIOI{ tll
- Movement of the following authorized person outside of residence (APOR)
shall be allowed:

a) Health and emergency fronuine services and uniformed personnel,


b) Govemment officials and employees on official travel and official business,
c) Duly-authorized humanitarian assishnce actors (HAAs), especially those
transporting medical supplies and laboratory specimers related to covlD-l9,
and other relief and humanitarian assistance,
d) Persons baveling for medical or humanitarian reasons, (such as but not limited
to attendance to burial of next of kin, watchens of medicat patienB takerc of
boad/licensurcleligibility exams, accompanying familylrelauve in tmnspofting
human rernains, persns accompanying the elderly or those with frail
conditions, and other similar instances),
e) Persons going to and from the airport,
D Anyone crossing zones for work or business permitted in the zone of
destinaUon, and going back home, and
s) Public utilty vehicle operators,
and others that may be provided for by the PNP thru their updated list of ApORs. provided
further that they present identification card (ID) or certifimtion of employmen! travel order
or iUnerary and must pass symptom-screening at ports of entry.
SECTION I2l - Returning residents of Region )o that are non-APORs (dffie not listed in
Section t hereof) shall be required to present ldenUfication card (ID) showing residence or
any other proof of residence and Negntive RT-PCR test results bken within 72 hours.

ROFs shall be fetched aaordingly by the LGU of dstination.


SECTIOI{ t3I - EssenUal travel of nonresidents (such as, but not limited to accessing of
essential goods and services, medical consultaUons, etc.) shall be atlowed entry provided
that any one (1) of the following is presented:

a) Proof of appointment;
b) Pledical prescription/referral; or
