(EDN) 14.00 14.00.01 14.00.03 14.00.04 PARTICULAR SPECIFICATIONS LIGHTING AND ELECTRICAL WORKS (May 2010) General The lighting and electrical works shall be in accordance with the requirements of Section XIV, Lighting and Electrical Works of the General Specifications for Kuwait MotorwaylExpressway System, August 2004 and as speciied in this Particular Specfications. Should there be any difference between the General Specifications, Contract Drawings and the Particular Specifications, then the requirements of the Particular Specifications shall prevail Scope The Electrical Subcontractor shall note that the street lighting system for the project shall be provided with energy saving features by emoloying dual power dimming ballasts in order to reduce the lumens output of the lamps from 100% to 50% ata pre- sel time during the night so as io achieve a saving of eneray by approximately 35 to 40%, The Electrical Subcontractor shall also note thal the street lighting system for the foject_shall be provided with total outdoor lighting controlimanagement (tele management) solution as specified and he has is to supply, install, connect, proaram, test, commission and maintain all necessary equioment for a centralized operation and control of the network, remote monitoring of the tolal lighting performance through je0qraphical information system (GIS), fault_analysis & their interpretation, maintenance forecast of the network and so on, All necessary lighting management hardware and software shall be provided. Itis extremely important therefore that both the Main Contractor and the Electrical Subcontractor shall study the tender specications very carefully before submiting the bi for this tender. Maintenance of New Permanent Lighting Systems after Compl The Electrical Subcontractor shall maintain the entire new permanent lighting systems Under the Contract for period of two (2) complete years as a warranty to his works from the date of completion ofthe project. Penalty for Failure to Complete Electrical Rectification Works, The Electrical Subcontractor shall complete all ighting works, including all rectification works within 90 days of Substantial Completion. In the event the Electrical ‘Street lighting. B-T 14.00.05 14.01 14.01.03 ‘Subcontractor falls to complete such rectification works to the Engineer's approval within the above specified time, he shall incur a penalty of Kuwait Dinars One Hundred and Fifty (KD.1504) per day until the Works are completed to the Engineer's satisfaction. Shop Drawings ‘The Electrical Subcontractor shall submit for approval of the Ministry of Electricity & Water (MEW) Engineer, detailed shop drawings. Shop drawings shall be prepared in 1:1000 or 1:2000 scale as directed by the Engineer, in A-1 size only and submitted in three (3) copies minimum, Works at site must not be started until and unless approval is gained for al the shop drawings and detalls from the Engineer. The Electrical Subcontractor shall obtain the latest lists of approved equipment manufacturers from the Ministy of Electricity & Water, as soon as the Contract has been awarded to the Contractor by the Central Tenders Committee. However, the calculations shall be worked out in accordance with the recommendations of C.1.E. Publication No.30(TC-4.6) andlor the latest such recommendations of the C.LE. as far as applicable. Computer calculations shall be submitted giving lighting levels for all areas as and where required by the MEW Engineer. The complete technical submission shall also be made available in electronic format along with the hard copies. ‘The Electrical Subcontractor shall submit all materials along with full technical details for the approval of the MEW Engineer before placing any orders. Only materials from MEW approved list of street lignting manufacturers will be considered, All major items cof equipment shall have manufacturer's Serial No, printed on the name plate of the ‘equipment, Any equipment not having a serial number will be rejected, All internal and external screws for fixing different components of various lighting ‘equipment shall be ftom stainless steel of adequate size, The manufacturer shall submit a written quarantee to state that the fixing screws will not corrode during the life time of the equipment and twenty-five (25) years as a minimum, In case any of the fixing screw will undergo problem of corrosion or any other form of deterioration, the ‘same will be replaced and fixed free of charge throughout the lifetime of the equipment, Field Performance Tests The Ministry of Electricity & Water shall be notified at least four (4) weeks in advance before any field performance tests or inspection works on the permanent lighting works are to be carried out. The Electrical Subcontractor shall provide to the Ministy of Electricity & Water Engineer as-built working drawings and all current, voltage, insulation resistance and earth resistance readings in three (3) complete sets before he will proceed for any inspection, He shall make available all tools, test equipment including luxmeter, luminance meter, theodoltes, necessary transport and ladder Vehicles, labourers, etc, to the MEW Engineer during carrying out of the inspection works. Removal and Disposing, Salvaging or Resiting of Existing Lighting Units, Lighting Control Cabinets/Feeder Pillars, Foundations and Cables General Further to the requirements of Clause 1401.13.1 of the General Specifcations, the following shall apply to this work ‘Street lighting. B-7 14.01.13.2 14.01.13.3, ‘AI existing lighting units, lighting control cabinets/feeder pillars and underground cabling being replaced by new work under this Contract shall be removed and salvaged for later reuse by the Employer, unless otherwise directed by the Engineer or shown on the Drawings. The Electrical Subcontractor shall obtain the Engineer's, approval prior to the removal of any such existing work. ‘Al materials designated for reuse in this Contract shall be stored off the ground and adequately protected to the satisfaction of the Engineer. The method and location of storage of such materials shall be to the approval ofthe Engineer. Al recovered materials designated for returning to MEW store shall be salvaged, temporatly stored, loaded, hauled, unloaded and stored where directed by the MEW. ‘Al materials shall be stored off the ground and adequately protected to the satisfaction ofthe MEW. ‘AI foundations of existing lighting masts, poles and control cabinelsifeeder pillars which are to be removed and not replaced by refurbished units shal be removed and disposed ofn accordance with Section II of the Specifications, Removal of Existing Lighting Units and Feeder Pillars The Electrical Subcontractor shall remove the redundant street lighting units and feeder pilars in accordance with the requirements of Clause 1401.13.2 of the Spectications. ‘As part of his obligations the Electrical Subcontractor shall make all necessary arrangements with the Ministry of Electrcty & Water for the disconnection of power supply tothe lighting units and feeder pillars Refurbishing and Relocating Existing Lighting Units The Electrical Subcontractor shall refurbish and relocate the existing lighting masts and poles as indicated on the drawings and as specified in the Contract Specifications. All ‘existing high masts and light poles shall be carefully dismantled and transported to contractor's workshop for refurbishing, The refurbishing work ofthe existing lighting units shal include, but not be limited to the following 1. Thorough cleaning of the exterior and interior of each lighting unit and omponents therein 2. Repairing damage to paint work as specified in Clause 1401.13.3. For galvanized rmasts and poles, treating of any damage with cold galvanizing materials, ‘Street lighting. B-8 14.01.13.4 3, Reconditioning of the hoist assemblies and control equipment for high masts, 4, Furnishing and installing of new street lighting lanterns and lamps for all resited lighting units. 5. Furnishing and installing new control gear panels incorporating dual power dimmimg ballasts for saving energy, capacitors, outdoor lightingluminaire controllers for teleemanagement, ete, as specified. 6. Rewiring the installation of new component parts where specified andlor when directed and the rectification of al deteriorated and damaged parts 7. Furnishing and installing new cable for rested units as well as for connections, if any, between resited units and the existing units. 8. Furnishing and installing new grounding and lightning protection systems for high rmasts and 22 m lighting units. 9. Furnishing new grounding systems all lighting units. 10, Fumishing and replacing gaskets on mast and pole doors. 11. Furnishing and replacing locking arrangements on mast and pole doors. Refurbishing and Relocating Existing Lighting Control Cabinets/Feeder Pillars ‘The Contractor shall refurbish and relocate the existing lighting control cabinets/feeder pillars as indicated on the drawings and as specified in the Contract Specitications., All existing control cabinetsfeeder pillars shall be carefully dismantled and transported to ‘contractor's workshop for refurbishing, The refurbishing work of the existing lighting control cabinets/feeder pillars shall include, but not be limited to the following 1. Thorough cleaning of the exterior and interior of each cabinet and all components therein 2, Repairing damage to cabinet paint work as specified in Clause 1401.13.3. 3. Fumishing and instaling new component parts such as circuit breakers, contactors, Photo-cll, astronomical time switch, etc, when directed and rectifying damage to any part of the equipment to the satisfaction of the Engineer. 4, Furnishing and installing group/segment controllers and other accessories as necessary for operation and control of energy saving and telemanagement systems. ‘Street lighting. B-9 14.01.43.5, 14.01.13.6 14.01.13.7 5. Rewiring the installation of new component parts where specified and/or when directed and the rectification of all deteriorated and damaged parts, 6. Furnishing and replacing trunking covers. 7. Furnishing and installing new cable for resited control cabinetsifeeder pillars as well as for connections, if any, between resited units and the existing units. 8. Furnishing new grounding systems for control cabinets/feeder pillars, 9. Furnishing and replacing gaskets on cabinets doors. 10. Fumishing and replacing locking arrangements on cabinet doors New Foundations for Li ts/Feeder Pillars ing Masts, Poles and Control Cal The Electrical Subontractor shall construct new foundations at each relocated lighting unit and control cabinetfeeder pillar location, All such foundations shall conform with the requirements of Clause 1403 of the General Specifications. The Contractor shal furnish and install new anchor bolts, to match existing anchor bolts being removed. New bolts shall be of the same material, diameter, dimensions and configuration ofthe ‘existing bolls and shall be as approved by the Engineer, The new foundations for refurbished units shall be the same size as those being provided for new installations. Resetting of Existing Lighting Units and Control Cabinets/Feeder Pillars The Electrical Subcontractor shal install new cable and reset the existing ligating units and control cabinetsifeeder pillars on new foundations. The Contractor shall install all new underground cable and complete all connections and terminations. for ‘lecttication of these relocated units. Removal of Electric Cables Upon completion of the installation of the new cable and final connection of the same andlor when directed by the Engineer and the MEW, the Electrical Subcontractor shall hand excavate, remove and salvage existing redundant underground cables under the supervision of and to the salsfaction of the MEW and 2s directed by the Engineer. The Electrical Subcontractor shall furnish and utilize pulleys or other approved devices to prevent any damage to existing cables being removed and salvaged, The Electrical ‘Suboontsactor shall recover intact each ful length of existing redundant cable unless otherwise directed by the Engineer. Salvaged cables shall be cut at either end of the length removed and no intermediate cuts will be permitted unless approved by the Engineer. The Electrical Subcontractor shall fumish drums upon which he shall wind the salvaged cable. Each reel shall be tagged or marked to identiy the cable voltage, type and length wound on their respective drums. Street lighting B-10 14.02 14.02.03 The Electrical Subcontractor shall carefully handle the salvaged cable, cable cover tiles and al other appurtenances and other materials to prevent any damage to same, All excavation and backfill in removal and salvage of existing electrical material shall comply wth the applicable requirements of Section Il of the General Specifications Trench and Backfill Underground Cable Installation in UPVC Cable Ducts Al street lighting cables within the limits of works of the contract shall be installed underground in 100 mm. diameter UPVC cable ducts having minimum wall thickness of ‘3.2mm. at a depth of 75 om. The Electrical Subcontractor shall submit for approval of the MEW Engineer cable duct and handhole layouts for the entire street lighting systems with al necessary details and no works shall be started at site untl and unless the Engineer's approval is gained on the same. The cables shall be continuous between lighting columns without any joint and ‘concrete handholes shall be provided at all bendings of the UPVC ducts, at both sides of al the road crossings, at the base of allghting columns and also between al spans of ducts having lengths 60 metres and above, in order to facilitate drawing of the cables through the ducts, There shallbe a minimum of 2 Nos, of UPVC ducts between hand-holes throughout the length of the duct runs, of which one will remain as spare duct. Additional cable ducts shall be provided whenever the runs of cables is more than two and the spare duct shall not be used for this. The ducts shall be encased at the joints by one (1) metre and at the center by 80 cm, of concrete mixture, The concrete blocks shall be castin-situ and shall have an envelope of minimum 10 cms, at the top and bottom and 7.5 oms. on the two sides. The overall dimensions of the handholes shall be 830 mm. (L} x 680 mm. (W) x 950 rm, (D) with a clear opening of 600 mm x 450 mm, The handholes shall be pre-cast from Class K-300 concrete and frames and covers shall be from Polymer Matrix Composite materials, The frames shall have minimum 4 Nos. of suitably sized robust anchors for anchoring with the concrete. The casting of the handholes shall be performed together with the frame at one time and separate fixing of the frame at site willnot be accepted The Polymer Matrix Composite frames and covers shall be medium duty type, able to carry a load of minimum 180 KN and must withstand Kuwait's maximum temperature Under the open sun, which reaches up to a maximum of 848C, The covers of the handholes shall be lockable type, provided with necessary slots with lifing handles and shall be inscribed with letters “MEW-SL" of minimum 50 mm. height and engraved of 5.0 mm deep, The covers shall also be embedded with a suitably Street lighting, B-11 14.03 14.03.03 14.03.04 sized metal piece at the centre position in order that the handholes can be easily located in case buried under the sand, The manufacturer shail guarantee the Polymer Matrix Composite frames and covers for a period of minimum ten (10) years against any dafect and discoloration The Electrical Subcontractor shall submit sample of reinforcement steel form for the handhole along with a sample of complete handhole with Polymer Matrix Composite frame and cover for the Engineer's approval. No works shall be started at site unti and Unless the Engineer's approval is gained on the samples. The handholes shall be installed with their tops aligned with the finished pavements. However, for unfirished ground levels, the top of the handholes shall be at 10 cm. from the ground level andlor as directed by the Engineer. A length of 1.0 metre spare cable loop shall be provided at each handhole, ‘Al the works of excavation of trench, laying of cable ducts, casting and installation of handholes, earth-pits, etc, shall be inspected by the MEW Engineer before the cables and wires are permanently trained in the cable ducts, handholes, earth-pits or lghting Units, Warning tapes shall be provided at the depth of 30 om, and wamning notice shall be written on the warning tapes. Foundation for Light Poles and Masts Location of Foundations The locations shown on the Drawings forall high masts and conventional ighting units are indicative only. The Electrical Subcontractor shall submit working drawings with full dotails and al stations for approval by the MEW Engineer. Positioning and Aligning of Lighting Masts and Poles on Concrete Foundations. ‘The high lighting masts installed along the median of the motorways shall have their head frame assembly fixed in such a way that for the 6-lantern configuration, 2 nos. of lanterns are at right angles to the carriageways and the remaining 4 nos. at 60 degrees, 2 nos. on either side. Instalatons with lanterns positioned along the centre line of the median, whether for 6-lanten or 4-lantemn configurations, will not be accepted. The doors ofthe lighting masts and poles installed along the medians shall be directed towards Northward or Eastward except where the existing lighting installation at the interfaces in having a diferent arrangement. In all cases, however, the MEW Engineer's approval must be obtained before erecting any lighting mast or pole along the medians. All lighting masts and poles erection and before any grouting is performed shall be vertically aligned. The Electrical Subcontractor shall have in his possession to theodolites for this purpose, which he shall simultaneously employ to have bearings Street lighting, B-12 14.04 14.05 14.05.01 14.07 14.07.01 from two rightangled directons while correcting the vertical alignment of the masts and the poles. The Ministry of Electricity & Water reserves the right to reject part or whole of the instalation in case masts and poles are not aligned properly. Electric Cables Earth Bonding and Grounding General Earth continuity conductors for conduit wiring systems shall be of the same type as specitied under Clause 1404.03 of the General Specifications and shall be sized in accordance with the relevant Ministy of Electricity & Water Regulations. Lighting Masts Materials, Lighting Masts 25m to 40m High. Each individual section of a high mast shall be one piece only and sections jointed by welding will not be acceptable. The masts shall be hot-dip galvanized, both intemally and externally to BS EN ISO 1461: 1999, except that the mean coating thickness of galvanizing shall be 85 microns as a minimum. All brackets and foundation bolt frames shall be hot-ip galvanized. ‘The base compartments shall be fitted with an over-lepping type hinged doors and high heat resistant silicon rubber gaskets having @ minimum thickness of 4 mm. shall be provided all around for weather-proofing to comply with the protection category of minimum IP 33 to IEC: 60528, The door openings shall be siffened by minimum 80 mm, wide and 10 mm. thick substantial steel frame all around projected inside and ‘outside and continuously welded throughout. The galvanized steel hinges shall be minimum 3 mm. thick and 3 Nos, of 80 mm, long hinges shall be provided for each door. The dia. ofthe hinge pin shall be minimum 5 mm. and the hinge leaves shall be ‘continuously welded all around to the body of the mast and the door in an aesthetic, manner subject to Engineer's approval. The centre hinge shall be reversed to make the doors non-removable, ‘Stainless steel hinges may be considered by the Engineer provided they are ofa very high quality and the Electrical Subcontractor is ready to submit a guarantee stating that the hinges will not corrode in 25 (twenty-fve) years time and if any corrosion occurs or any hinge breaks within this period at whatever site conditions it may be, they wil replace and re-fx all hinges at no extra cost whatsoever. The stee! hinges shall be of the same dimensions and thickness as stated above for the galvanized steel hinges and shall be fitad to the body of the mast and the door by atleast 2 nos. of 6 mm. high ual stainless hexagonal socket head stee! bots, two nuts and necessary plane and spring washers. Street lighting, B-13 14.08 14.08.03 ‘Atemative design for door hinges which meet the above requirements as a minimum may be submitted for the MEW Engineer's approval. The flange plate of the 36 metre and 30 metre high masts shall be continuously welded to the mast ftom inside and outside in an approved manner. Adequate number of suitably dimensioned gusset plates shall be fixed tothe flange plates of the high masts. The Manufacturers name, date of manufacture and the Contract No. shall be marked atthe front side ofthe lange plates with minimum * mm. deep engraving or punching, The masts shall be provided with an additional earth terminal same as the grounding system terminal for connecting the lightning protection conductor. ‘The Electrical Subcontractor shall submit a quarantee from the manufacturer stating that the designed life time of the high lighting masts is for minimum twenty-five (25) years at Kuwait's extreme weather and wind conditions stipulated and if any lighting mast fails within this period, the same will be replaced free of charge. Without the ‘guarantee, the high lighting masts will nol be accepted. ‘The manufacturer shall also submit a guarantee stating that the galvanized steel hinges will not break within a period of twenty-five (25) vears and if any hinge breaks within this period, the same will be replaced and refixed free of charge, AAllhigh lighting masts shall be numbered with black coloured, non-removable and best ually stickers or spray paints to a position as directed and approved by the Engineer. The stickers or paints shall be fully suitable for Kuwaits extreme temperature and ‘weather conditions and shall not be damaged or deteriorated within a period of five (5) years. The Electrical Subcontractor shall also submit a writen guarantee for this, Light Poles 16m and 22m. General requirements for 16m and 22m poles, The 16m and 22m light poles including all base compartment doors, brackets, anchor bolts, frames, etc, shall be fabricated from high quality structural steel equivalent to or better than Euronorm 25-72 Grade Fe 510B, The Grade of steel as per BS:4360 shall be minimum 50B and the steel shall have a minimum tensile strength of 490 Nisq.mm. and yield strength, 355 Nisq.mm, All poles shall be hot-dip galvanized, both internally and externally to BS EN ISO 1461: 1999, except that the mean coating thickness of galvanizing shall be 85 microns as a minimum. The flange plate shall be continuously welded tothe pole from inside and outside in an approved manner and adequate number of suitably dimensioned qusset plates shall be fixed to the flange plates of the 22 metre light poles. The size of the gusset plates for 16 metre light poles shall be 180 mm x 90 mm x 10 mm (Th) which shall be ‘continuously welded to the body of the pole and the flange plate. (Th) for 12 & 10 metres and 130, mm x 80 mm x 8 mm. (Th) for 8 metre light poles, which shall be contnuously welded to the body of the column and the flange plate. The Manufacturer's name, Contract No. and date of manufacture shall be marked at the front side of the flange plates with minimum 1 mm. deep engraving or punching Street lighting, B-16 14.40 14.10.01 ‘The Electrical Subcontractor shall submit a quarantee from the manufacturer stating that the designed Ife time of the light poles is for minimum twenty-five (25) years at Kuwait extreme weather and wind conditions stipulated and if any laht pole fails within this period, the same wil be replaced free of charge. Without the auarantee, the light poles will not be accepted, ‘The manufacturer shall also submit a guarantee stating that the galvanized steel hinges will not break within a period of twenty-five (25) years and if any hinge breaks within this period, the same will be replaced and refixed free of charge. All 8m, 10m and 12m light poles shall be numbered with black coloured, non- removable and best quality stickers or spray paints to a position as directed and approved by the Engineer. The stickers or paints shall be fully suitable for Kuwait's ‘extreme temperature and weather conditions and shall not be damaged or deteriorated within a petiod of five (5) years. The Electrical Subcontractor shall also submit a written guarantee for tis Lanterns for 25M to 40M Mounting Height General Requirements The lanterns shall be aesthetic in design and shape, from a modern concept and shall have a degree or protection, minimum P65 to IEC 60529 against the ingress of dust and moisture under all operating conditions. The Electrical Subcontractor shall submit a quarantee from the manufacturer stating that the material used for the glass cover will be from high heat and shock resistant tempered glass of adequate thickness that will not break easily and will be free from effects of aging or discoloration throughout the service under the rigorous climatic conditions mentioned in this specification. The guarantee shall also state that the lantern is well designed for proper heat dissipation when used with a 1000 watt high pressure sodium lamp at Kuwait’s extreme ambient temperature conditions and there wil be no undue temperature rise inside during operation of the lantern leading to the breaking of the lass cover, any loosening/softenina/melting of the silicon pastelaaskets used, failure of dearee of protection, shortening of the lamp life and/or damage of any other parts or components of the lantern, Any lantern that will underao any such problem andlor breakage, damage or deform of any ather kind within a period of five (5) years from the date of instalation wil be replaced free of charge, Without the guarantee, the lanterns will not be accepted The Ministry of Electricity & Water reserves its full right to_ask the Electrical ‘Subcontractor to provide Mis, GE, USA manufactured 1000W high pressure sodium high mast lantern, Type- HMAAO1SYA1GMC3143 (with IP65 degree of protection) for the 35m and 30m high mast lighting units under the project and he must provide this lantern for all units without raise of any question, Street lighting, B-17 14.10.04 1000W High Pressure Sodium Lamps The 1000 watt high pressure sodium lamps for the 35 metre and 30 metre high lighting masts shall be suitable for operation in conjunction with an aulo-regulalor ballast manufactured by General Electric (GE) USA, having the following operating characteristics 1000 Watts HES 1. Ballast ANSI Code $52 2. Rated Voltage 240 Volts 3. Voltage input Range + or 10% 4, Rated Frequenoy 50 Hz 5. Lamp Regulation spread 20-30% 6. Power Factor 90+ fo 65% 7. The Electrical Subcontractor shall submit a guarantee from the lamp manufacturer stating that the offered lamps will correctly and fully satisfactorily operate with an auto regulator balast (GE Make) having operating characteristics as specified above. The lamps shall be manufactured to the best modem practice and shall fully comply with the latest relevant ANSI specifications. ‘The Electrical Subcontractor shall submit a quarantee from the manufacturer of the lamps to state that any lamp that will fail or bum out within a period of two (2) years of ‘operation from the date of installation will be replaced free of charge, Without the quarantee, the lamps will nt be accepted. The Electrical Subcontractor shall maintain with him a minimum stock level of 20% of the total lamps from each type under the contract fo replace any failed or bumt out lamps within maximum two (2) weeks of a written intimation, In case ne fails to replace the lamps within the specified time period, a penalty @ KD.2.000/Lamo/Day will be imposed on him, ‘The Ministry of Electricity & Water reserves its full right to ask the Electrical ‘Subcontractor to provide Mis. High Pressure Sodium Lamp, Type-LUCALOX LU1000 for the 35 & 30 Metre lighting units under the project and he must provide this lamp for all the 35 & 30 Metre units without raise of any ‘question, Street lighting, B-18 1441 14.11.02 1411.02.41 Lantems from 8 M to 22 M Mounting Height. 400 Watt High Pressure Sodium Lanterns, Arm Mounted General Requirements The lanterns shall be aesthetic in design and shape, from a madern concept and shall have a degree or protection, minimum IP65 to IEC 60529 against the ingress of dust and moisture under all operating conditions. The nominal overall dimensions of the lantern shall be 750 mm (L) x 360 mm (W). Acceptance of any minor tolerances in the overall dimensions of the lantern is at the sole discretion of MEW. An Ignitor suitable for 400 watt high pressure sodium lamps shall be installed inside the control gear compartment of the lantern complete with all internal wiring The body ofthe lantern shall be pressure die cast from a very high grade of aluminium alloy and shall be of minimum thickness 2.0 mm.. The reflector shall be in one ‘complete piece from high purity polished and anodized aluminium having a minimum thickness of one (1) millimetre. The cover of the lantern shall be clear, high heat and shock resistant, tempered glass bow or a glass dish and the optical assembly of the lanterns shall be totaly sealed without the use of any gaskets. The glass cover shall be minimum 4 mm. thick, ‘encased in a stainless steel or die cast aluminium alloy frame with substantial hinges and catches. Covers made from acrylic or polycarbonate materials and flat glass covers will not be accepted. ‘The lantern shall be designed for lamp replacement from the backside with the use of a lamp holder cassette and a lockina unit, Such components shall preferably be from ‘non-corrosive metal fabrications. However, components made of high quality and high temperature resistance plastic materials may be considered provided such materials ate quaranteed for_a period of ten (10) years against any deform and damage, but ‘again, is al the sole discretion of the Engineer and may be rejected also, Fully detailed material specifications and test cerificates ofthe plastic shall be provided. Without the details and test certificates the offer may be rejected. The cassette shall have a collar and fited to the reflector with the use of adequate nos, of stainless steel screws and high temperature resistance silicon rubber gasket, ‘An instruction manual giving full details ofthe installation and maintenance procedure of the lantern shall be provided with each lantern carton. ‘The Electrical Subcontractor shall submit a quarantee from the manufacturer stating that the material used for the glass cover will be from high heat and shock resistant tempered glass of adequate thickness that will not break easily and will be free from effects of aging or discoloration throughout the service under the rigorous climatic ‘conditions mentioned in this specification, The guarantee shall also state that Street lighting, B-19 1441.02.1.1 14.11.02.2 the lantern is well designed for proper heat dissipation when used with a 400 watt high pressure sodium lamp at Kuwait's extreme ambient temperature conditions and there will be no undue temperature rise inside during operation of the lantern leading to the breaking of the lass cover, any loosening/soflenina/melting of the slicon paste/support gaskets used, failure of degree of protection, shortening of the lamp life andlor damage of any other parts or components of the lantern, Any lantern that will undergo any such problem andior breakage, damage or deform of any other kind within 2 period of five (5) years from the date of installation will be replaced free of charge 400 Watt High Pressure Sodium Lamp The 400 walt high pressure sodium lamps shall be manufactured to the European standard practice. The lamps shall comply with the IEC Publication No. 60662 and shall be fully suitable for operation in conjunction with a Ballast having operating characteristics as specified in this IEC, andior IEC Publication No. 60923 except that the Rated Voltage shall be 240 vols instead of 220 volts. The lamps shall be tubular in shape with £40 cap and clear type. The H.P.S. lamps shall operate in conjunction with an external ignitor and lamps with built-in ignitors wil not be accepted The Average Rated Life or the Life Expectancy of the lamps shall be considered as the number of burning haurs at 10 hours/start which have elapsed when 50 (fy) per cent cof lamps from a large batch have failed. The Electrical Subcontractor shall submit a quarantee from the manufacturer of the lamps to state that any tamp that wil fail or bum out within a period of two (2) years of ‘operation from the date of instalation will be replaced free of charge. Without the ‘quarantee, the lamps will nt be accepted. ‘The Electrical Subcontractor shall maintain with him a minimum stock level of 20% of the total lamps from each type under the contract to replace any failed or bumt out lamps within maximum two (2) weeks of a written infimation, In case he fails fo replace the lamps within the specified time period, a penalty @ KD.2.000/Lamp/Day will be imposed on him, Control Gear The thickness of the aluminium plate forthe tipple type control gear assemblies shall be minimum 4mm and the capactor mounting supports for all panels shall be from rrinimum 2mm thick aluminium plates, The dual power dimming ballasts shall be fully in accordance with the IEC Publication Nos. 60922 and 60923 in regard to the general, safety and performance requirements and shall be resin encapsulated, independent type and single lamp ballasts for instaling in the base compartments of street lighting columns. The balasts shall ‘operate on 240 volts, 1-phase , 50 Hz., supply. Street lighting, B-20 14.11.04 1441.04.41 1441.04.4.4 The dual power dimming ballasts shall be designed in order that the lumens output of the lamps can be reduced from 100% to 50% at a pre-set time during the night through luminaire controler to achieve a saving of eneray by approximately 35 to 40% Ballasts shall have metal name plates as specified in the standard specifications, Name plates made of olastic material, or paper printed labels will nt be acceptable. Alternatively, the particulars and connection diagram shall be direcly printed on to the resin encapsulation with a permanent and non-removable type of ink. The Electrical Subcontractor shall submit a guarantee from the ballast manufacturer to state that the offered type of eneray saving ballast and associated control equipment will give continuous trouble free service al Kuwait's extreme ambient temperature and weather conditions and any ballasticontrol equipment that will fil or bum out within a period of 5 (five) years wil be replaced free of charge, Without the quarantee, the ballasts wil not be accepted, The Electrical Subcontractor shall maintain with him 2 minimum stock level of 20% of the total eneray saving ballasts and switching devices from each type under the contract to replace any failed or burnt out items within maximum two (2) weeks of a written intimation, In case he fails to replace the items within the specified time period, a penalty @ KD.10,000/Ballast or Switching Device/Day will be imposed on him, 250 Watt High Pressure Sodium Lanterns, Arm Mounted General Requirements This lantern shall be the same in all respects as specified in Cl. 1411.02.1 of the General Spocications for Kuwait MotorwaylExpressway Systoms and the CL 14.11.02.1 above for 400 watt high pressure sodium lanterns, except that the lighting Unit shal be designed to accommodate only 250 wat high-pressure sodium discharge lamps tubular in shape with E-40 cap. 250 Watt High Pressure Sodium Lamp The 250 walt high pressure sodium lamps shall be the same in all respects as specified above in Cl. 14.11.02.1.1 for 400 watt high pressure sodium lamps, except that the ignitor shall be suitable for 250 walt high pressure sodium lamp, The lamps shall comply with the following specifications and requirements: i) Powerinto amp 250 watts il) Total luminous flux (after 100 hours) 27,500 lumens ii) Average life to burn out to exceed 16,000 hours iv) Athalflife, the maintained luminous flux shall be minimum of 75% of the initial luminous flux. Street lighting, B-21 14.11.04.2 14.11.05 14.11.05.4 Control Gear The control gear assemblies for 250 watt high pressure sodium lantems shall be the same in all respects as specified above in Cl. 14.11.02.2 for 400 watt high pressure sodium lanterns, except thatthe dual power dimming ballasts and capacitors shall be suitable for 250 watt high pressure sodium lamp. +100 Watt Metal Halide Flood Light with Coloured Filters for Pier Lighting General Requirements The 100 watt metal halide flood light shall be designed to operate on a supply voltage of 240 volts, 50 cycles and to accommodate a 100 watt high pressure metal haide lamp, tubular in shape with E-27 cap. Necessary Red and Green coloured fters shall be provided as indicated in the ighting layouts and as approved by the Engineer. It shall permit adjustment and training of the flood light in both the horizontal and vertical planes and suitable heavy duty galvanized or stainless steel sti-up with a scale shall be provided for thi. ‘Al internal wiring between lamp-holder and terminal block shall be in silicone rubber insulated cables. Gaskets shall be capable of withstanding the high temperature, radiation, moisture and other conditions to which they may be exposed, and when fited to exclude dust, water, etc. They shall be attached in such a manner that they will be retained in position when the flood light is opened for maintenance and the seal shall be adequate to maintain the degree of protection specified The contractor shall submit full technical details, catalogues and all salient information about the flood light controlgears-and the lamp offered, Street lighting, B-22 14.11.05.2 14.11.05.1.4 1442 14.43 14.13.01 Control Gear The controlgears for the operation ofthe 100 watt metal halide lamp shall be integral to the flood light and these shall comprise of choke, power factor correction capacitors to improve the power factor to 0.85 and igniter 100 Watt Metal Halide Lamp The 100 watt metal halide lamps shall be suitable for operating in conjunction with controlgears that permit normal reignition and on a supply voltage of 240 volts, 50 cycles. The lamps shall be tubular in shape with an E-27 lamp-cap and shall comply with the following specifications and requirements: i) Power into lamp 100 watts i) Total luminous flux (after 100 hours) 9,000 lumens il) Average life to burn outto exceed 12,000 hours iv) Athalf lif, the maintained luminous flux shall be minimum of 75% of the initial luminous flux The performance Requirements for Lighting Systems The performance requirements for lighting systems installed under the Contract shall be as follows: Project Area ‘Average Maintenance Road Surface Luminancedlluminance Mainline Elevated Roads 2.0 cdim2 Mainline Existing Roads at Grade 45 cdim2 All interchanges 30 Lux Service Roads and Ramps 4.5 cdim2 The above levels of lighting are the maintained values of the average road surface luminance and illuminance. In order to maintain these levels, a depreciation (maintenance factor) as approved by the Engineer shall be used. Lighting System for Underpasses Scope The Electrical Subcontractor shall supply and install hot dip galvanized steel junction boxes embedded in abutment walls with circuit breakers, galvanised steel raceway with all accessories, galvanised steel conduits and high pressure sodium under crossing lanterns al of the types and sizes shown inthe Bills of Quantities, Street lighting, B-23 14.44 14.14.08 The Electrical Subcontractor shall alow for the supply of all material, plant and labour and perform all activities as necessary to complete the works as specified and instructed by the Engineer. Lighting Systems for Overhead Guide Signs Alteration of Existing Overhead Guide Signs The Electrical Subcontractor shall supply and install complete lighting systems for the overhead signs as listed in the Bills of Quantities and as specified and instructed by the Engineer, The Electrical Subcontractor shall allow for the supply and installation of heavy duty rain-tight safety switches complete with poles and fuses, wire sign lighting installations complete with cables and steel conduits. Pedestrian Bridge and Bridge Mounted sign lighting installations complete with cables and steel conduits, and high pressure mercury vapour sign lanterns. The Contractor shall allow for the supply of al material, plant and labour and perform all activities as necessary to complete the works as specified and instructed by the Engineer Where existing sign gantres are to be retained but the sign face panels replaced, the Electrical Subcontractor shall disconnect the existing lanterns and shall install new lanterns in the locations indicated on the Drawings. The Electrical Subcontractor shall include for the provision of all necessary trunking, junction boxes, conduit, cabling etc, from the existing safety switch to provide a complete lighting installation for the new sign face panels. The Electrical Subcontractor shall inspect and test, in the presence of the Engineer, the existing electrical circuitry to be retained and shall carry out any required repair work to the existing installations. The Electrical Subcontractor shall prepare, for the approval of the Engineer, the necessary drawings, indicating all components, fixing details and cabling arrangements etc. All proposals and materials shall be in accordance with the requirements ofthe relevant Clauses of the Specifications, ‘Any damage to the galvanized finish of the sign gantries resultant from the Electrical Subcontractor's operation shall be made good by the Electrical Subcontractor in accordance with Clause 1401 13.3 of the Specifications, The existing installations (lanterns, conduit, ete) shall be abandoned unless their removal is necessitated by installation ofthe new lighting facilites Street lighting, B-24 1449 14.19.01 Control Cabinets/Feeder Pillars Materials for Control Cabinets/Feeder Pillars The overall dimensions of the control cabinets without canopy shall be 1700 mm (H) x 1000 mm (W) x 500 mm (D) and the sloping type canopy shall have a minimum depth of 100 mm. at the centre. The control cabinet shall be fabricated ftom pre hot dip galvanized sheet steel of minimum thickness 3 mm. having a zinc coating thickness of minimum 285 am/sa.m_(40 Microns), The enclosure shall be in one piece without any horizontal joint at the bottom from outside and a substantial base frame shall be provided at the bottom with all welding from inside only. All four sides of the canopy shall be bent inside and welded continuously with the body in an aesthetic manner. ‘Any stitch welding for this wil notbe accepted, The equipment mounting panel shall be fabricated from pre-hot dio galvanized sheet steel of minimum thickness of 3 mm. and inside the control cabinet, a full length second door from minimum 1.5 mm. thick pre-hot dip galvanized sheet steel with necessary slots for the operating knobs of the MCCBs and MCBs, to prevent any accidental contact with bus-bars or other live material during maintenance. The single leaf door shall be hinged to the body on its left hand side by at least 4 Nos. of substantial stainless stee! hinges and shall be closed on the right by gal. steel captive sorews. The incoming and outgoing moulded case circuit breakers shall comply in al respects to the IEC Publication No.60947-2 and the value of the Breaking Capacities specified shall be the Rated Service Short Circuit Breaking Capacity as per this IEC. The electro-magnetic contactor shall fully comply tothe IEC Publication No.60947-4-1 Each lighting control cabinet shall be provided with a groupisegment controler and other required devices for outdoor lighting controlimanagement (tele-management) as specified under Cl. 14.19.03, ‘A high quality 13 Amp. power socket for maintenance and test equipment shall be installed at an accessible location and shall be wired and connected together with a single pole, 16 Amp. rated circuit breaker for protecting from overload, Also, one (1) No. of 16 Amp. single pole and one (1) No. of 16 Amp. triple pole miniature circuit breakers (MCB's) shall be provided for 24-hour power supply. Each control cabinet shall be provided with a 120 mm. x 50 mm. non-corrosive metal name plate at the front of the lett had side door, engraved with details, like Type, Rating, No. of outgoing ways etc. and Manufacturer's Name, Ref. No. for easy identfcation, Adcitionally, two (2) Nos. of 200 mm, x 150 mn. electrical danger signs of approved type, also from non-corrosive metal plates shall be fixed on the control cabinets, one on the right hand side door and the other at the back side ofthe contral cabinet Street lighting, B-25 14.19.03 All fixing screws for the different components shall be from stainless steel of adequate size, ‘The control cabinets after fabrication shall be applied with a two-component polyamide ‘sured zinc-rich epoxy primer (Hempadure Zine 15360 or equivalent) to a dry film thickness coating of minimum 40 microns and then witn a final coat of paint by using slectrostatic dry powder epoxy polyester method of painting to a film thickness of 50 microns, ‘The Electrical_Subcontractor_shall_submit_the following guarantees from_the manufacturer ofthe lighting control cabinets a) Guarantee to state that all the ighting control cabinet components ike MCCBs, MCBs, Contactors, Selector Switches, Photo-cells, grouplsegment controllers, etc. will dive continuous trouble free service at Kuwaits extreme ambient temperature and weather conditions and any component that _will fal malfunction or burn out within a period of 2 (two) years will be replaced free of charge. b) That the various fixing screws for different components are from high quality slainless steel, which will not corrode during the fife time of the control cabinets and in twenty-five (25) years as a minimum, In case any of the fixing screw will undergo problem of corrosion or any other form of deterioration, the same will be replaced and fixed free of charge throughout the lifetime ofthe control cabinets. ©) That if the painting of the control cabinets is damaged or deteriorated within a period of 5 (fve] years, all control cabinets will be repainted free of charge. Without the guarantee, the control cabinets will not be accepted Outdoor Lighting Control/Management System The street lighting system for the project shall be provided with total outdoor lghtin Controlimanagement (tele-management) solution and the contractor has to supoly instal, connect, program, test, commission and maintain all necessary equipment for a centralized operation and control of the network, remote monitoring ofthe total lighting performance through geographical information system (GIS), fault analysis & their interpretation, maintenance forecast of the network and so on. All necessary lighting management hardware and sofware shall be provided, In general, an outdoor lightingluminaire controller shall be provided at the base compartment of the lighting columns for each luminaire, mounted on the conralgear panels of the luminaries and a group/segment controller shall be provided in the steet lighting contvol cabinet to communicate to the outdoor lightinglluminaire controllers through the existing power line grid andior radio frequency. The group/segment controller shall communicate to the outdoor lighting controlimanagement software through TCP/IP protocol. The outdoor lighting management system shall be fuly configurable to make provision of energy saving, enhance the maintenance efficiency Street lighting, B-26 14.19.03.1 14.19.03.2 and provide the flexibility to adapt to changes in use. It shall be capable of delivering all features as set out in this specifications The manufacturer of the outdoor lighting controlimanagement system shall be fully Tesponsible for the complete design of the system, which must be approved by the Ministry of Electricity & Water (MEW) Engineer. The manufacturer must also be ful responsible for the manufacture, supply, installation, commissioning and a fully reliable ‘operation of the outdoor lighting controlimanagement system as specified General System Requirements The software architecture of the outdoor ighting controlfmanagement system shall be web-based and as follows, ‘Administrators and the end users shall be able to work with the software from anywhere at anytime in a secured manner. The administrator shall be able to manage multiple sites from a single service center. The system shall provide tools for commissioning and configuration of the outdoor lighting/uminaire controllers installed on controlgear panels at the base compartment of the lighting columns and the groupisegment controllers installed inside the street lighting control cabinets The system shall provide tools for data collection, agoregation, analysis, storage and reporting, The tools shall enable managing such as light points status monitoring and other functionalites as specified. The system shall make the data gathered available and meaningful to existing 3rd party applications like asset management tools, geographical information system, data and energy analysis and billing systems. (depending on the system an interface software dedicated for 3rd party may be required) The software tools to be provided with the system shall be built on open and standard technologies. Any proprietary language will not be accepted. Only languages and technigues that are proven in the IT market and that are open and known world-wide shall be accepted Description of Components ‘All_components of the outdoor lighting controlmanagement system shall be fully suilable for Kuwait's extreme weather and temperature conditions as specified The outdoor lighting controlimanagement system shall in general comprise of the following components, which shall provide all the required functionalities, The system components described shall also deliver their own capabiliies and functionalities independently of the rest of the system, Street lighting, B-27 14.19.03.2.1 Outdoor Lighting/Luminaire Controller The outdoor lightingluminaire controller shall have the following basic configuration: a). The outdoor lightingiluminaire controller shall be able to switch on and off a lamp- gear combination system of up to 2X400W. (ta 75°C - day time & 45°C — night time) b) Itshall have the possibilty to store lamp-gear system parameters with information ‘on nominal values for the lamp type used. Based on those parameters the outdoor lighting control/management system shall know ifitis working correctly or not } The outdoor lighting/luminaire controler shall have @ digital input available to Connect a photocell. This input will be used either as a safe guard mechanism or as a local daylight control (switch on/off} input. There will be the opton to disablelenable this functionality ) When the outdoor lightingluminaire controller local photocell input is used, two different backup scenarios shall be selectable: i) Outdoor lightingfluminaire controler input enabled for failsafe functonality (only when communication with the groupisegment controller is not possible). i) Outdoor lightingfuminaire controler input enabled for daylight control functionality. In that case, the photocell shall have priority, the outdoor lighting controlimanagement software shall be able to know if photocell is switching ON or OFF and when. ) When no photocell is connected to the outdoor lightng/luminaire controle, it shall provide a different fail safe mechanism, To do it the outdoor lightingluminaire controller shall be able to run a local clock regularly updated with real time and based on it decide to switch onloff when no messages are arriving from the groupisegment controler f} The outdoor lighting/luminaire controller shall be able to count the burning hours. g) It shall be able to measure the electrical parameters (current, consumed power, ‘mains voltage and power factor) and based on those shall be able to trigger status messages to inform about regularities, h) It shall be able to trigger status messages as indication of the light point not conform to the pre-set-up parameters such as deviations in the power supply, consumed power, amp failure and unreliable communication i) It shall have adequate numbers of press buttons with indication LED's for configuration, Sending the ID number ofthe outdoor lighting/luminaire controller. |) Test made: Switching ight point ON and dim fora certain period, Service: To set a status that service button has been pressed, k) Itshall store the last 2 status messages with time stamp. Street lighting, B-28 14.19.03.2.2 14.19.03.3, Group/Segment Controller: The group'segment controller shall control a minimum of 100 outdoor ightingfuminaire controllers connected tothe same power grid or radiofrequency coverage. a) Itshall have a remote network interface with integrated web server that will provide access to the outdoor lighting/luminaire controllers from private IP netwarks or the internet. b) It shall be capable of status management, scheduling and logging, ©) Itshall make accessible both its dala and the outdoor lighting/luminaire controler data to the outdoor lighting contralimanagement system d) It shall provide SOAPIXML web services interface for use and integration with enterprise applications/databases ) It shall be able to gather information from the outdoor ightingfluminaire controllers on scheduled dates and hours. f) It shall store switch ON/OFF sequences executed. Q) It shall be able to create daily and weekly schedules, as well as exception schedules based on realtime or related to sun-set and sun-rise h) It shall have buil-n digital inputs and built-in digital relay outputs, which can be sed for extra functionality, i) It shall host web pages that allow the network to be viewed and modified in an easy and application oriented way, as well as providing web access to the data legging, alarming and scheduling applications. j) It shall be able to manage downloading software to the outdoor lightingfluminaire controllers thus being an automated process that does not need human presence once it has been initiated. Outdoor Lighting ControlManagement Software: The system shall include all necessary software for the outdoor lighting controlimanagement system. The software shall cover the functions, like data gathering, data storing, data treatment, data visualization and data presentationireporting It shall be used for gathering historical data from the group/segment controler and shall be capable to analyze the data that has been previously gathered. Street lighting, B-29 14.19.03.3.1 It shall give results of diferent data treatment procedures, Ike automatic calculation and display of energy consumption per geographical zone, automatic calculation of number and ratio of failure identified per geographical zone and monthly business indicators, ete Graphical User Interface: The outdoor lighting controllmanagement software shall provide navigation using a tree of hierarchical geographical zones and a map based dala presentation view. a) It shall use maps created by using the GIF, JPEG and PNG formats, b) Itshall provide list based data presentation view, sorting a list per address, lamp type or any other available data of alight point in ascending and descending order. ) It shall provide an edit function to change the device properties of a fght point and import lamp information in the software from a CSV fle d) Each outdoor lightingluminaire controller shall be identified by an icon on the ‘outdoor lighting controlimanagement software map view. ) The software shall display the geographical position, lamp status, burning hours, power consumption, lamp type, etc in ist view: f) ts map view application shall cisplay outdoor lightngluminaire controller's historical data on maps. The end-user shall be able to selects a date and the system displays the last value of the selected data type (e.g. burning hours, voltage, etc...) forthe time selected, forall uminarias displayed on the map. Q) Is fallure identification web application calculates and displays the total number of luminaires for each geographical zone, the number of luminaires in failure and the ratio, h) Its business indicators shall provide monthly energy savings and monthly falures ina web application for managers i) ts dri down function shal first display the number of failures per high-level group. When clicking on a group, the software shall display in which sub-group the failures are, down to the luminaires in failure, j) It shall provide priority manual control in case of emergency by easy to identify procedures. Street lighting, B-30 14.19.03,3.2 14.19.03,3.3 1) It shall provide information on the so called ‘Availabilty of the outdoor lighting (show when a group replacement must be done according to a percentage of faulty lamps out ofthe total) rm) It shall display energy consumption in list view between a selectable time interval per outdoor lighting/luminaire controller, per group and per geographical zone. 1) It shall cisplay all devices with an error User Password and Protection: The outdoor lighting controlimanagement software shall have the possibilty to control and determine user access. The user access is to be differentiated. Different users shall have various rights in the systems, thus different desktops of the outdoor lighting controlmanagement software shall be presented When logging i, it shall ask for named users identfied with user name and pass word. It shall restict features to some user profle, like allow only administrators to reset burning hours and energy consumption. By using the outdoor lighting controlimanagement software the user with administration rights shall be able to create, modify, delete user profiles such as ‘administrator, operator and integrator Commissioning & Configuration Software: The system shall provide an easy and application oriented software tool to perform commissioning and configuration tasks of a group/segment controller and its related ‘outdoor lighting/uminaire controllers. This software shall be Windows Explorer based and thus has to be based on a WEB user interface (GUI) This communication & configuration software shall be available either within the groupisegment controler web server or remotely installed in a PC. Therefore, changes shall be able fo be made locally but also remolaly or even oftine. Using the communication & configuration software, one shall be able to download the configuration data in the group/segment controller and after that the group/segment controler shall manage the commissioning process autonomously, thus not requiring anybody to be present during this process. During the commissioning process, the communication & configuration software shall be able to find and identfy outdoor lightingluminaire controllers given in the downloaded file and give them the name and an identification within the network. Street lighting, B-31 14.19.03.4 It shall be able to set the outdoor lighting/luminaire controllers control parameters and to set up the schedulers. It shall be able to replace an outdoor lighting/luminaire controller or a group! segment controller. It shall be able to replace @ lamp-gear data for a specific outdoor lightingluminaire controller. It shall be able to include additional description and data assigned to an outdoor lighting/luminaire controler such as: geographic zone, location, type of pole, number of pole, type of gear tray, tye of lamp Using the software, one shall be able to reset the buming hours and energy consumption of a lamp and to define the configuration of each outdoor lightingluminaire controler. System Architecture: The outdoor lighting contromanagement system shall be Windows computer based and as follows. a) The communication between the outdoor lighting/luminaire controler and a groupisegment controller shall be through the power line and based on the LonTalk protocol or through radio frequency. b) A groupisegment controller shall manage groups of outdoor lightingluminaire controllers connected to the same mains ©). The grouplsegment controller shall provide a communication path in two directions (upstream to the remote PC and downstream to the outdoor lightingluminaire controls) 4) The outdoor lighting controlmanagement system shall provide a full graphics display, reflecting the lighting layout within the street lighting plans to facittate the management ofthe outdoor lightingluminaire controls. ) It shall function within the MS Windows XP or Vista operating system and be both mouse and keyboard driven f) It shall be using an existing Internet connection which will allow it to be connected to the outside world via the TCP/IP protocol. 9) The typical communication media between PC and group/segment controllers shall be RF (GPRS), Fibre Optics or telephone line, Protocols used SOAPIXML over TCPIIP. Street lighting, B-32 14.19.03.4.1 14.19.03.4.1 h) The outdoor lighting controlImanagement system shall be able to manage all the groupisegment controllers as a complete network Communication Channels And Standards: The system shall be based on power line technology thus using the existing power grid to send command from the group/segment controller to the light points andlor radio frequency based. The frequency spectrum it uses for communication shall comply with regulations. Power line signaling must be confined to the 125kHz - 140kHz frequency range. This spectrum is called the C-band and it i assigned to consumer applications using the CENELEC protocol ENS0065. The groupisegment controler shall have a WEB browser, if Internet is available then it willbe possible to manage the instalation from a distance by using WEB pages. The system shall remain working even if the central PC is switched off or isn't on-line linked with the system. The groupisegment controller together with the outdoor lightinglluminaire controllers shall be equipped with a Dynamic Repeating Technology. If the group/segment controller is nat able to communicate with the outdoor lightingiluminaire controllers in his segment because of long distances, noise signal ratio, signal drop or altenuation (for example in combined networks) an inteligent repeating system shall be automatically activated to ensure reliable communication, IF communication problems are detected in the power line network, the system shall provide the possibilty to installa filters and couplers to improve system performance Software Architecture: The outdoor lighting controlimanagement software architecture shall be separated into different modules each responsible forthe different tasks. The software architecture shall provide an M2M Data Collect Module. This software module shall collect data coming from the group/segment controller installed on site, This module shal also fiers the data, aggregates it per group and pre-calculates other information before storing the resultant data in a central database where the history is kept The M2M Data Collect Module shall be able to send the data to 3rd party data bases as Oracle $i and Microsoft SQL server 2005, The software architecture shall provide as an option a Web Portal Server module: this software module is in charge of hosting web applications and web reports, securing access to applications and to outdoor lighting/luminaire controllers and groups of outdoor ightng/luminaire controllers in the database, manage users and their access Street lighting, B-33 14.19.03.4.2 authorization. This module is necessary to provide access to information and applications. This software shall provide the tools to configure its capabilities. The software architecture shall provide as an option Web Application for end-users to Use the system and to cients the functionalities described It shall provide as an option a Web Application for administrators to configure and Commission the system. Itshall be developed using open and non-proprietary software Technologies. It shall be based on the open database engine and free of use MYSQL. Functionalities: The outdoor lighting controlmanagement system shall provide all the following different functionalities, These functionalites might reside in one of the system components or within the combination of different components. General Functional Constant Light Output (CLO): It will be possible to dim a lamp at the beginning ofits service period at, for example, 85%, and incvease this percentage to 100 as the service period runs to it end, For tis the system shall use a database with information of individual burning-hours. Virtual Power Output (VPO}: It enables the typical design over-dimensioning effects to be corrected by, for example, adjusting 150 W lamps to make them virtual 137 W lamps. This would make an annual energy saving of 10% possible. The outdoor ightngluminaire controller shall store data. Data stored in it shall be gathered by the group/segment contoller on scheduled intervals, The groupisegment controller shall store data, Data stored in it shall be regularly sent by e-mailto the outdoor lighting controlimanagement software database. Data stored in the group/segment controller shall also be sent to the to the outdoor lighting controlmanagement sofware database if the group/segment controler memory is about to be full Data stored in the groupisegment controler will also be sent to the to the software database if the groupisegment controller detects more than a configurable percentage oflights off (while they should be on). The system shall be able to schedule switch ON/OFFidimirelease status for the lamp outputs. Street lighting, B-34 The system shall allow scheduling the switchidim command, In addition to that, the system scheduler shall meet following requirements, It shall be possible to select week days as well as weekends. It shall be based on 24 hour clock (no am/pm). It shall support week number. The first day of the week shall be configurable, This is because first day of the week has consequences on week numbers. li shall be able to handle any date between 2000 and 2098. It shall be possible to copyipaste or exportimport scheduler configuration from one {group to another or from one lamp object to another lamp object within the device. It shall have enough accuracy to work properly up to 70 degree centigrade latitude north and south, The system shal allow scheduling swilch/dim commands based on real time clock. Back up scheduler: If for whatever reason there is no communication between the groupisegment controlers, then a software scheduler shall be provided in the outdoor lightingluminaire controller, resulting that i can keep on working in case of a communication interupt to avoid day bumers and night amp OFF situation The system shall allow scheduling switchidim commands based on the relative sunrise or sunset time. The system shall support astronomical scheduler. An astronomical scheduler is an extension to the standard scheduler. In contrast to create an event on absolute times, an astronomical scheduler is able to create an event based on the relative times (sunset and sunrise). The time can be defined as an interval before or after the sunrise or sunset. The system shall support exception scheduling. Using exception scheduling, it is possible to overrule the normal schedule for the duration of the exception, The exception schedule shall have higher priaiy than the normal schedule, For example, If normal and exception schedule are defined for same date and time in the same year, then the normal schedule is never executed. Information on how that installation was has to be provided Street lighting, B-36 14.19.03.5, Map Based Historical Data Presentation: The outdoor lighting controlmanagement software shall have a map base way of visualization historical data. It shall be possible to select which data have to be shown cumulated from now toa selectable date Administration: The outdoor lighting controlmanagement software shall have the specific administration functions, password protected. The administration functions shall be to create, change & delete users and user profes, geographical zones, light points, group/segment controllers, shown variables, alarms and also to enable & disable failure variables. Data Base: The database is to receive and store all data generated in both outdoor lighting/luminaire controllers and group/segment controler. The database shall be MySQL. The database shall store all the data used by the application, Documentation and Training: The system shall include full documentation on all deliverables. The data, installation and application sheets shall be available for the Outdoor lightingluminaire controllers, Groupisegment controller, Controling/Managing software and Configuration sofware ‘Accomplete system manual shall be available and a complete training on all the system aspects shal be provided to the MEW personnel The delivery shall include software with licenses, configuration, testing, training and documentation. The software shall be splitted in two separate tools, one being a Commissioning tool and the other being a tool to gather, analyse and present data Guarantee: The Electrical Subcontractor shall obtain and submit the following guarantees from the manufacturer of the outdoor lighting controlmanagement system for street lighting i. Guarantee to state that all the system components, like outdoor lightinglluminaire controllers and group/segment controllers, etc. will give continuous trouble free service at Kuwait's extreme ambient temperature and weather conditions and any component that wil fail, mafunction or burn out within a period of two (2) years will be replaced free of charge, li, Guarantee that the manufacturer will be fully responsible for a reliable operation of the system as per the specified programme, controls and functionalities and all associated programming/software forthe system will be provided, Street lighting B-37 14.19.03.5, 14.20 ii, Guarantee that the _manufacturer_will_maintain_the outdoor lighting ontrovmanagement system for a period of two (2) years from the dale of ‘commissioning of the project without any extra cost whalsoever, Spare Parts: The Electrical Subcontractor shall maintain with him a minimum stock lovel of 20% of the total outdoor lghtingluminaire controllers and group/seament controllers and other ‘components under the contract to replace any falled or faulty item within maximum two 2) weeks of a written intimation, In case he fails to replace the item within the specified time period, a penalty @ KD.50,000/ltem/Day will be imposed on him. Foundations for Lighting Control Cabinets The concrete foundations of all lighting control cabinets and lighting control cabinets shall be from Class-K300 concrete, of rectangular shaped and solid block type (except those in the median barriers only) with 150 mm, and 100 mm. dia, UPVC sleeves for incoming and outgoing cables along with a manhole to facilitate drawing of cables through the UPVC pipes, all as shown in the Contract Drawings, ‘The top of the concrete foundation shall be at 50 cm. from the finished ground level and the sides of the foundation shall be grouted and sloped after erecting the control cabinet or feeder pillar on it The overall dimensions of the manhole shall be 1000 mm. (L) x 1000 mm. (WW) x 1200, ‘mm. (D} witha clear opening of 700 mm x 700 mm. The manhole shal be pre-cast from Class K-300 conerete and frame and cover shall be ‘rom Polymer Matrix Composite materials. The frame shall have minimum 4 Nos. of suitably sized robust anchors for anchoring with the concrete. The casting of the manhole shall be performed together with the frame at one time and separate fixing ofthe frame at site will not be accepted. The Polymer Matix Composite frame and cover shall be medium duty type, able to carry a load of minimum 180 KN and must withstand Kuwait's maximum temperature Under the open sun, which reaches up to a maximum of 84°C, The cover of the manhole shall be lockable type, provided with necessary slots with lifting handles and shall be inscribed with letters “MEW-SL" of minimum 50 mm. height and engraved of 6.0 mm deep. The cover shall also be embedded with a suitably sized metal piece at the centre position in order that the manhole can be easily located in case buried under the sand The manufacturer shall quarantee the Polymer Matrix Composite frame and cover for a period of minimum ten (10) years against any defect and discoloration, ‘The manholes shall be installed with their tops aligned with the finished pavernents. However, for unfinished ground levels, the top of the manholes shall be at 10 cm. from Street lighting, B-38 14.25 1426 14.25.04 the ground level andior as directed by the Engineer, A length of 1.0 metre spare cable loop shall be provided at each manhole. The Electrical Subcontractor shall submit samples of reinforcement steel forms for the control cabinetfeeder pillar foundations and the mannole along with a sample of ‘complete manhole with Polymer Matrix Composite frame and cover for the Engineer's, approval, No works shall be started at site until and unless the Engineer's approval is gained on the samples. The manhole for the control cabinets and the lighting control cabinets shall not be used as an earth-pt and a separate 500mm (L) x 500 mm (W) x 650 mm (0) earth pit with Polymer Matrix Composite frame and cover shall be provided for all control cabinets and lighting control cabinets for earthing purposes. A sample of complete earth-pt must be submitted by the Electrical Subcontractor for approval The protective crush barrier for the control cabinets shall be constructed with stee! bollards as shown in the Contract Drawings, Concrete Encased Duct The Contractor shall excavate trench manually or mechanically in all types of material, supply and lay 100mm and 150mm diameter UPVC ducts at various depths, provide protection to the ducts using Class K140 concrete encasement when required, and backfil trench with approved material all in accordance with the Drawings and Specifications and as listed in the Bils of Quantities and instructed by the Engineer. Final Acceptance Inspection As-built Draw ‘As-buit drawings shall be prepared with AutoCAD and submitted as indicated in the Standard Specifications (One mother print of diaze polyester fim and three white Paper prints) to the same scale as the working drawings. The Electrical Subcontractor shall also submit the drawings in three (3) sets of Compact Discs. He should maintain a continuous record of all the field deviations ‘tom the working drawings, if any, as approved by the Engineer and shall incorporate these into the as-built drawings. The locations of all handholes, road ducts, routing of cablesicable ducts, their distance from the kerbsides as well as feeding details of the lighting control cabinets, ke Sub- station No., LT feeder, eto. shall be all clearly indicated on the drawings. The drawings of all major items of equipment shall also be provided together with a schedule detaling make, type rating etc. of all the equipment and components therein. The Electrical Subcontractor shall also provide as-built drawings to scale 1:2000 when asked by the Engineer. Street lighting, B-39 14.25.05 14.25.06 14.25.07 Micro-Film ‘The Electrical Subcontractor shall supply the Ministry of Electricity & Water, with three (3) sets of 35 mm. Silver Halide micro-fim aperture cards made from (as fitted or bul) original drawings. The front face of these aperture cards should be left blank and on the reverse face, details ike, Electrical Subcontractor’s Name, Contract No., Project and Drawing Titles, Drawing No., Reduction Ratio and Date shall be printed or typed directly on the cards. Two samples of processed micro-fim aperture card shall be submitted to the Ministry for approval prior to final submission. Inventory Information on Computer Diskettes The Electrical Subcontractor shall prepare a complete and fully detailed inventory of each and every item of street lightng equipment, accessories, drawings, etc employed for the lighting installation of the project and provide these information on computer diskettes in three (3) complete sets. Maintenace of Permanent Lighting Systems The Electrical Subcontractor shall maintain the entire permanent lighting installations under the Contract for period of TWO (2) YEARS AS A WARRANTY TO HIS WORKS from the date of completion of the project. The maintenance works will be supervised by and will be under the full control of the Ministry of Electricity & Water. ‘The Electrical Subcontractor shall carry out day and night maintenance and survey patrol on daily basis and hence, provide one patrol vehiole with driver, one electrician and basket crane and other vehicles as and when necessary for this purpose throughout the maintenance period of the contract The Electrical Subcontractor shall carry out al repait works including attending to and rectfying all faults and damage, howsoever they be caused and shall be responsible for the replacement of all wear and tear items of all equipment, Any parts, accessors, cables, control gears, control cabinetifeeder pillar components, lamps, fuses etc, which have been put out of service or otherwise damaged due to the Electrical Subcontractors negligence or which have failed or become defective due to material or manufacturing faults shall be rectified andlor replaced by the Electrical Subcontractor at no extra cost whatsoever. The Electrical Subcontractor shall dismantle and transport to the Ministry of Electricity & Water store any accidented lighting rast, pole or contral cabinetfeeder pilar and callect from its store and erect replacement mast, pole or control cabinetfeeder pillar complete with all accessories as directed by the Engineer, all at his own expense. ‘The maintenance works will be supervised by and will be under the full control of the Ministry of Electricity & Water and in case of failure on the part of the Electrical ‘Subcontractor to carry out any maintenance work in a proper manner and on time, Street lighting, B-40 1427 14.28 14.29 penatties willbe imposed in accordance with the terms and conditions stipulated in the Ministry's Maintenance Contract Spectications for different Governorates, Reinstatement of Power Supplies The Electrical Subcontractor shall reinstate power supplies to any existing lighting instalations which are interrupted by the removal of redundant installations. This work, which shall include the installation of through joints and the extension of existing cables as required, shall not be measured or paid for separately but will be considered as a subsidiary obligation ofthe Electrical Subcontractor Spares ‘Additional items for supply of spare paris for electrical equipment are enumerated in the Bill of Quantities for Section XIV. All spare parts and units shall be suitably boxed or crated and placed in storage with adequate protection from adverse weather, where directed by the Employer, in Kuwait. All spare parts and units shall be identical to and by the same manufacturer as the units approved by the Engineer for use under this Contract. The Electrical Subcontractor shall provide all labour, tools, equipment and appurtenances to carefully lad, transport, unload and place all spares in storage and Utimately to hand over to the Ministry of Electricity & Water, No materials boxes or crates shall be stored directly on the ground or similar horizontal surface, The Electrical Subcontractor shall provide all wood or concrete blocks as approved by the Engineer under all materials, boxes or crates. All materials, crates or boxes shall be suitably identfied as “Spares for Street Lighting - Contract No. RAXXX - Design-Build and Maintenance of interchanges and Elevated U-Turns at Nawaseeb Road” Penalties and Violations 1. Inthe event of absence of the Electrical Subcontractors engineer or supervisor, KD.100# (Kuwaiti Dinars one hundred only) shall be deducted per each day of absence. In the event of absence or delay of any of the required manpower mentioned in the schedule of manpower approved by the Ministry, the daily ‘wage shall be deducted according to the daily wages of the manpower stated in the schedule. 2, Inthe event where the Electrical Subcontractor does not provide a first aid kit to any of the teams, an amount of KD. 100i: (Kuwait Dinars one hundred only) shall be deducted from the Electrical Subcontractor’s entitements. The penalty shall be doubled in the event of repetition. 3. The penalty shall be doubled in the event of repetition. In the event where the Electrical Subcontractor appoint any manpower for the completion of the contract works, not approved by the Ministry, these manpower shall be registered in the file of manpower as rejected by the Ministry, with the deduction of KD.100/- (Kuwaiti Dinars one hundred only) from the Electrical ‘Subcontractors entitlements. The penalty shall be doubled in the event of repetition, In the event where the Electrical Subcontractor does not provide a Signboard mentioning the contract particulars, KD. 100/- (Kuwaiti Dinars one hundred) shall be deducted from the Electrical Subcontractor’s entitlements, The penalty shall be doubled in the event of repetition. In the event where the Electrical Subcontractor does not provide a communication means forthe Contract's engineer or supervisor daily throughout the validity period of the contract, KD.20/- (Kuwaiti Dinars twenty only) shall be deducted from the Electrical Subcontractor’s entitlements per day and per one means. The penalty shall be doubled inthe event of repetition. In the event of replacement, dismissal or resignation of any of the employees concerned by the Contract, or they take leaves without notifying the Ministry of Electricity and Water offcielly and without obtaining the approval of the Ministry's supervising engineer, the wage of the concerned person shall be deducted from the Electrical Subcontractor’s entitements until approval of the substitute, In the event where it was proved that the Contract's engineer or supervisor works on any other contract, the concerned person shall be rejected from the Contract's works, deducting his wage of 6 months from the Electrical Subcontractors entitlements according to the schedule of manpower. In the event where the Electrical Subcontractor uses invalid cars and vans or the same are not conformant to that required for the performance of the installations works, the Ministry shall have the right to reject these teams (until replacement of the vehicles as required). This shall also be applied in the event of not placing Street lighting B-42 " 12, 13, 14, 16. 16, a sticker indicating the name of the company and the number of the contract onsuch vehicles, deducting KD.50/- (Kuwaiti Dinars fifty only) from the Electrical ‘Subcontractor’s entitlements per each case. The penalty shall be doubled in the event of repetition, In the event where any worker of the instalation teams do not wear the uniform provided by the Electrical Subcontractor, his daily wage shall be deducted according to the schedule of manpower. The penalty shall be doubled in the event of repetition, In the event where the installation works do not start on the time agreed upon with the Ministry's Engineer, an amount of KO. 100/- (Kuwaiti Dinars one hundred only) shall be deducted.
