A BILL
To amend chapter VI of the Food, Drug, and Cosmetic
Act to deem cosmetics containing parabens to be adulterated.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,
3 SECTION 1. ADULTERATED COSMETICS CONTAINING

4 PARABENS.

5 (a) ADULTERATED COSMETICS CONTAINING

6 PARABENS.—Section 601 of the Federal Food, Drug, and
7 Cosmetic Act (21 U.S.C. 361) is amended by adding at
8 the end the following new subsection:

1 ‘‘(h) If it bears or contains parabens, including esters
2 of parahydroxybenzoic acid, which include methylparaben,
3 ethylparaben, propylparaben, butylparaben,
4 isopropylparaben, isobutylparaben, benzylparaben,
5 phenylparaben, and pentylparaben.’’.
6 (b) APPLICABILITY.—The amendment made by sub-
7 section (a) shall apply with respect to cosmetics introduced
8 or delivered for introduction into interstate commerce on
9 or after the date of the enactment of this Act.
