ORDER

Subject: - 2nd Training of Polling Personnel of PC-05 regarding the Roles and Responsibilities
of the Polling Personnel & Hands on Training on EVMs/VVPATs for smooth conduct
of General Lok Sabha Election 2024- reg.

As per ECI planner, 2nd Training of Polling Personnel (Small Team wise Groups) is mandated.

2. Accordingly, 2nd Training of Polling Personnel of PC-05 regarding their Roles and
Responsibilities and Hands on Training of Polling Personnel on EVMs & VVPATs for smooth conduct
of General Lok Sabha Election 2024 is scheduled on 16th & 17th May, 2024 in two Shifts (9 AM to 12
noon & 2:30 PM to 5:30 PM respectively) in Tents 01 , 02 & 03 at the Delhi Technological University
(DTU), Shahbad Daulatpur, Delhi-110042 as per attached schedule at Annexure I.

3. The additional roles/ responsibilities assigned to different officers / officials vide O/o DEO Order
No. F.DEO/NW/SDM(E)/Misc./3910-12 dated 24.04.2024 (Annexure – II) will continue to be in force for all
trainings of polling parties.

4. AROs of respective Assembly Constituency whose Training is scheduled will be Officer In-charge
of respective Tents on the said date & time. Respective AROs are requested coordinate with the Officers /
officials deputed vide aforesaid Order dated 24.04.2024 and also depute & utilize their Sector Officers and
ARO staff for managing / supervising the training effectively and associated arrangements / tasks like
i. Ensuring attendance and communicating the same to Nodal Officer (Manpower), PC05 within an
hour of completion of training of respective AC. A consolidated summary of the attendance of all
the cabins of respective AC is also to be submitted under the signature of ARO concerned.;
ii. AROs shall issue ID-card to Presiding Officers & Polling Officers of their respective AC.
iii. Imparting of effective training including Hands on Training on EVM/VVPATs with the help of
respective Assembly Level Master Trainers(ALMTs). AROs may also Depute ECIL Engineers for
their respective ACs on the day of
iv. Training for Technical Support, if any during Hands on Training of EVMs / VVPAT.
v. ARO shall depute sufficient ARO Staff at Help Desk at two Computer systems with Internet facility
& printer & big Photocopier Machine along with Sufficient Paper Ream for facilitating print out /
photocopy of EPIC (Part No. & Sl. No.) & Appointment Order only for enabling filing of Form 12 &
Form 12A for Postal Ballot & EDC respectively.
vi. Further, the Polling Personnel who had already submitted Form 12 may be advised to cast their
vote through Postal Ballot at the Facilitation Counters for respective PCs provisioned for the
purpose and those Polling Personnels who had submitted Form 12A may be advised to collect their
Election Duty Certificate(EDC) from the AC Wise counters provisioned for the purpose.
vii. Management of Polling Personnel and nominating its staff to ensure proper signage and for guiding
Polling Personnel to their respective Cabin as per Cabin wise sitting plan in respective tent;
viii. AROs shall depute the Sector Officer/s who will be incharge of the respective Cabin in the
respective Tent for all the tasks including:
a) Sector Officer shall take charge of his assigned Cabin in respective Tent / AC, at least one
hour before the scheduled training.
b) To impart hands on training to the Polling Personnel and ensure that all VVPAT Slips
generated are shredded.

c) Taking the attendance of all the Polling Personnel present in the cabins and prepare the
details of number of polling personal present / absentees and submit the same to ARO
concerned immediately after completion of the training session so as to enable ARO to
compile and forward the compiled Attendance of complete AC to Nodal Officer(Manpower)
immediately after completion of training.
d) Inform the Polling Personnel who have been deputed for 2nd training that all
Representations, if any, submitted during 1st Training has been duly examined and
considered by the competent authority and has not been agreed to. The concerned Polling
Personnel is dutybound to perform Election Duty as per RP Act, 1951.
e) Collection of Form 12 & 12A from Polling Personnel and to deposit them at concerned
other Parliamentary Constituency counters and Assembly Constituency counters
respectively at Postal Ballot Tent after segregating the said Form 12(PB) PC Wise and
Form 12A(EDC) AC Wise.
f) In addition to above, the broad Roles & Responsibilities of Sector Officers as already
issued vide Order No. DEO/NW/SDM(E)/GLSE-2024/Training/20 dated 26.04.2024
(Annexure – III) for the Training of Polling Personnel will be in force, as applicable.

iii. Also inform the trainees that Felicitation Centers for those who has submitted Form
12/ 12A for casting of Votes & collection of EDC has been set up as per text
provided by NO(PB).

14. Caretaker of District North West & Nodal Officer (Logistics), PC-05 with request to make
requisite arrangements for approx. 1300 Officers in each Tent (26 Cabins in Tent 1 & 2 and 28
Cabins in Tent 3) etc. for the said training including, proper signage from DTU entry to training
Tents, ensure availability of Assured/ Essential Minimum Facilities like water, sanitation, ambulance
etc. , Tents, proper signage, LED Screens, Computer for PPT / Video Presentation, Good Quality
Speakers, Wired & Wireless Mics, sitting arrangement, 6 Computers with Internet & Printer for
Helpdesks, Cameras, Drone Camera, Computer/ Laptop , 6 Shredder Machines, 3 Big Photocopier
Machines etc. Arrangement for enough Drinking Water for 6000-7000 Officials each day may be
ensured. Tentative requirement of Refreshment, Packed Lunch for deputed field staff officials/
officers & Lunch for Sector Officers, ARO Staff is as per details below
