1. The History of International Liaison Officers in Europe

LEF 1990 – Vienna


The discussion group has decided on the items below;

• There should be an European Leo Officer for every country.


• This position should be taken for two, maximum three years, because the
Leo officer needs quite a time until everyone knows him.
• The address of the Leo Officer should be included in all countries
directories.
• This person will send information concerning other countries events and
activities and give these information to his national magazine or give a
report at the district meetings.

• The name of the Leo Officer will be INTERNATIONAL LIAISON OFFICER (ILO)
• ILO has to send the directory of their country to all other ILOs and has to
inform each other about important events in their countries.
• ILO has to be presented at each Leo Europa PreForum and Forums. After
the official part, they have to organize a special meeting for ILO.
• ILO accepts to force themselves to answer the letters they receive
from other ILOs.
• ILO precises that they don't want to create another structure besides the
Europa Forum, but just improve the relationships in Europe.
• ILO improves the relationship between Oak Brook and the Leos in
Europe.
• ILO declares that they will take all the opportunities to meet eachother at
National Conventions.
• ILO tries to publish a special review "The European Leo News" to develop in
each country the knowledge of other Leos in Europe.

The discussion group had three meetings and took the following decisions :

• ILO should be presented at each Europa Forum and should try to go to


the PreForum. (Changed the point of the PreForum).
• In the official timetable of the Leo Europa Forum have to be twice ILO
meetings.
• ILOs don’t underline being a part of European Leo Council but being the
person
which has all the information about the other countries.

• ILOs prepare a paper in which the structure of the Leo countries will be
explained and this paper should go to the Lions Headquarter in Oak Brook
to show them, how Leoism is in Europe.

PreLEF 1992 - Brussel (Belgium) – February 1992

Attendees: Austria, Belgium, Finland, France, Germany, Greece-Cyprus, Hungary,


Italy, Netherlands, Sweden, Turkey and the United Kingdom & Ireland

• ILOs decided to add an extra chapter to the Leo Europa Forums’


constitution which describes the tasks and responsibilities of the
organizing committee including a description of the tasks of the
International Liaison Officer and the Delegation Leader.

• It was important to establish a structure for ILOs, so that this function


obtains a deeper dimension.

• Some of the ILOs received mail from Oak Brook already with the title ’ILO’.
Their aim was to be accepted by the International Board within the next
few years. They decided that the The European Leo News should be
continued. After the second edition which both have been paid by France,
ILOs decided to publish the News at least twice a year and send it to all
ILOs, DLs, National and International Presidents.

• ILO from Finland started up the idea of collection songs, typical and famous
for each country. These songs will be listed all together in an European Leo
Song Book so that in the future international events, all Leos will have the
lyrics and can sing all together, no matter which nationality or language
they are.

• After talking to a number of European Lions as well as to some Oak Brook


officials, they got the impression that many of them do not have enough
knowledge about the structure of Leos in Europe and Leonism. It was about
two years ago that they decided at Leo Europa Forum to create the
position of ILO. One person from each country is now in charge of
exchanging information within the European Leos and also of providing the
Lions headquarter with all data necessary in order to give them a complete
view on the Europe Leo movement.

• The "European Leo News" is published twice a year by the French Leos to
all European Leo Clubs and the so-called "Eurobike" has been travelling
through Europe, from Club to Club, country to country for more than one
and a half years now.

3. ILO Manual

3.1.Definitons

The following expressions are called in this way hereafter:


Manual of the European and Mediterranean ILO = ILO-Manual
LEO Europa Pre-Forum = LEPF
LEO Europa Forum = LEF
National Convention = NC

3.1.1.The ILO

The International Liaison Officer was created with the intention of maintaining
contact and to exchange information between LEOs in Europe and the whole
world.
The ILO is the main person to be contacted and to pass information about the
national and international LEO movement.

Every European or Mediterranean country has an ILO or an equivalent contact
person.

3.2.The ILO-Manual

The manual defines the function of the European and Mediterranean ILO. It
applies to all European and Mediterranean LEO-movements and their countries as
a recommendation only. So it has been formulated as general as possible in
respect of every national LEO-movement with its typical structure.
The manual can be changed at the ILO-Meetings during the LEPF and LEF.

3.3.Qualifications

3.3.1.Language

The ILO has to have a good knowledge of English; further languages are
advantageous.

3.3.2.Experience

The ILO has to have experience in the national and the European and
Mediterranean LEO-movement (NCs, workshops, LEFs etc.).

3.3.3.Criteria

The ILO has to have been at least club president.

3.3.4.Elections

The ILO has to be chosen according to the corresponding national constitution.

3.4.Duties

The main duties of the ILO are set out below:

3.4.1.Informing

General:
The ILO has to inform his/her country (National Board, clubs) regularly about the
national and international - especially European and Mediterranean - LEO-
movement, e.g.:

• LEO-events (LEF, LEPF, NC, workshops, seminaries, foundations, charter


nights, club meetings, anniversaries etc.),
• LEO-news (topics, activities etc.),
• LEO-situations (structures of the countries, club lives, problems etc.).

The ILO has to inform his/her country about his/her work, e.g.:

• attending national and international LEO-events


• arranging and supplying contacts

The ILO has to inform the foreign ILOs about his/her country, e.g.:

• LEO-events (NC, workshops, seminaries, foundations, charter nights, club
meetings, anniversaries etc.)
• LEO-news
• situation of his/her LEO-movement (structure, problems, activity, etc.)

The ILO has to keep him-/herself informed about the national and international
LIONS-Organization.

The ILO has to prepare a report twice a year, to be distributed to the ILO
secretary. This report should be sent in the first two week after each meeting.
The report consists of two parts:

• Events, discussions etc. in the previous three months


• Events, meetings, plans for the coming months.

Specific:

The ILO has to inform his/her country about his/her current work by writing
reports and participating in LEO-events.
The ILO has to inform his/her Leos at all NC's and complete a written report at the
end of the Leo year. The ILO has to keep his/her European and Mediterranean LEO
Structure book updated and has to maintain the corresponding parts of the other
ILO's Structure book.
The ILO has to respond to the Chairperson's proposals, letters etc. within a
month.

3.4.2.Supporting

General:

The ILO has to support LEOs of his/her country who want to establish contact with
own or foreign LEOs.
The ILO has to support foreign LEOs who want to establish contact with LEOs of
his/her country.
The ILO has to supply the contacts of his/her country's Leos when requested.

Specific:

The ILO has to pass on the National LEO-Directory or at least the main contact
persons addresses of their country to the other ILOs as soon as possible from the
new term of office.
The ILO can be asked by his Chairperson to support him/her in administration at
the LEPF or at the LEF

3.4.3.Contact

General:

The ILO has to be well-connected in the whole world (especially in Europe) to


keep him-/ herself informed about their own and the foreign LEO-movements.
So he/she has to be in good contact with LEOs as:

• the European and Mediterranean ILOs,


• the members of their own and the foreign LEO clubs,

• the members of their own and the foreign LEO National Boards.

The ILO has to have good relations to the LIONS of his/her country.

Specific:

The ILO has to attend national and international LEO-events as:

• the NC,
• the LEPF,
• the LEF,

and as much as he/she can

• foreign NCs,
• foreign and own workshops,
• foreign and own seminaries,
• foreign and own charter nights,
• foreign and own club meetings,
• foreign and own anniversaries.

If the ILO cannot attend the LEF, the LEPF or the NC, he/she has to send a
representative who is well acquainted with his/her work.

3.5.Postion

3.5.1.National

By his/her election the ILO becomes an official representative of his/her country.


He/she represents :

• his/her country to the European and Mediterranean ILO Board,


• the National Board to the clubs.

By the ILO's election his/her country shows officially its confidence in its ILO.
The ILO is elected for at least two and at most three years.
The ILO becomes a member of the National Board in countries where a National
Board exists.

3.5.2.International

The ILO represents the European and Mediterranean ILO Board to his/her
country's clubs.
The ILO is a member of the European and Mediterranean ILO Board.
The ILO can be elected ILO-Chairperson.

3.6.Instruments

3.6.1.National

There are no particular rules how the ILO should organize his/her work in his/her
country.

3.6.2.International

ILO-Meeting : The ILO-Meetings are the official meetings of the European and
Mediterranean ILO Board; they take place at the LEPF, LEF, Lions EF and a Leo-
Event of a country of choice.
European and Mediterranean LEO Structure book : The ELSB is the ILOs' official
handbook about the European and Mediterranean LEO-movement:

The ILO of the hosting country is responsible for providing the material and
printing as well the actual production of the structure book:

• containing the ILO-Manual,


• containing the ILO-Meetings' minutes of the LEPF, LEF, Lions EF and in a
Leo event
• containing the ILOs' reports,
• informing about the European and Mediterranean LEO-movements
(structures, activities etc.).

Motions:

All motions regarding any ILO action towards their own MD, to be voted on in the
ILO meetings at the Forum or Preforum should be sent to all the European and
Mediterranean ILOs at least 90 days before the Europa Forum or Preforum starts.
In order for a motion to be accepted and be included in the ILO manual, it must
receive a simple majority of votes in favour from the ILOs present at the official
meeting.

3.7. The Chairperson

3.7.1.Purpose

The Chairperson co-ordinates and leads the work of the European and
Mediterranean ILOs; he/she is still ILO of his/her country.

3.7.2.Qualifications

The Chairperson has to have been ILO for at least one year.
The Chairperson is an ILO of a country.

3.7.3.Duties

The Chairperson has to lead the ILO-Meetings.


The Chairperson has to keep up the ILO-Manual.
The Chairperson has to inform the European and Mediterranen ILOs about his/her
actions besides the LEPF and the LEF.
The Chairperson has to be in good contact with the LIONS-Organization (e.g.
International Directors, the Multiple Districts etc.).
The Chairperson has to inform, a minimum of 2 times every year (after every
forum and pre forum) or more depending upon his/her judgement, the Lions body
about the activities of Leos in European and Mediterranean countries and also
about matters of Leos interest. For this, he has to hold a very good
communication level with the chair of the Lions Service Activities Committee and
a decent communication level with, at least, all the international Directors
originating from European and Mediterranean Countries.

3.7.4.Positon

The Chairperson is the representative of the European and Mediterranean ILO


Board.
He/she represents the ILOs

• to the LEO-Delegations at the LEPF and the LEF,


• to the LIONS-Organization.

The Chairperson is the ILOs' spokesman at the LEPF and the LEF.
The Chairperson is the manager of the ILO-Meetings at the LEPF and the LEF.
The Chairperson is elected at the LEF by the ILOs for one year; he/she can be re-
elected for one year. A straight majority is required for the election. The
Chairperson's term begins at the LEF when he/she has been elected and ends at
the next LEF.

3.7.5.Support

The Chairperson has to be supported adequately by the European and


Mediterranean countries for his/her expenses caused by his/her administration
work.

3.8. The Deputy-Chairperson

3.8.1.Purpose

The Deputy-Chairperson assists the Chairperson in his/her position; he/she is still


ILO of his/her country.

3.8.2.Qualifications

The Deputy-Chairperson is an ILO of a country.

3.8.3.Duties

The Deputy-Chairperson assists the Chairperson in fulfilling his/her tasks.


The Deputy-Chairperson may fulfill the Chairperson's duties in the absence of the
Chairperson.

3.8.4.Positon

The Deputy-Chairperson may become the Chairperson automatically, if the


Chairperson leaves that position before the term has ended.
The Deputy-Chairperson is elected at the LEF by the ILOs for one year. A straight
majority is required for the election.
The Deputy-Chairperson's term begins at the LEF when he/she has been elected
and ends at the next LEF.

3.8.5.Support

The Deputy-Chairperson has to be supported adequately by the European and


Mediterranean countries for his/her expenses caused by his/her administration
work.

3.9.The secretary

The secretary is appointed by the chairperson among the volunteers for one
periode.
The Secretary is responsible for the ILO-Meetings' minutes.

3.10.Leo International Project

3.10.1.Definiton

The Leo International Project provides one common project/goal for all the
European and Mediterranean Leo countries. It applies to all European and
Mediterranean MD's as a recommendation only.

3.10.2.Purpose

The Purpose of the Leo International Project is to bring Leos closer and strenghten
the Leo honest and ambitious offering to people in need.

3.10.3.Duration

One or more years depending upon the aims and needs of the project and upon
ILOs agreement.

3.10.4.Range

The project may be adopted in MD, District, zone, region or club level based on
each MD structure, will and scheduled activities.

3.10.5.Acceptance

Simple majority is needed to accept a project subject.

3.11.Appendices

3.11.1.Term

The term of office lasts from the 1st July to the 30th June.

3.11.2.Legal Basis

The ILO-Manual is an internal handbook for the European and Mediterranean


ILOs. The individual countries (National Boards, Delegations at the LEF etc.) do
not have overall control of the manual. However, they can be asked for ideas and
advice. Changes (creations of new, alterations of existing or abolition of old
paragraphs) can be done by the European and Mediterranean ILO Board itself;
the countries only have to be informed about new facts (by mail or at the
Delegation Leader - Meetings).

3.11.3.Expectation

The ILO has to invest sufficient time for his/her duties. He/she should not hold the
position of ILO for his/her own advantage, but must commit him-/herself to the

organization of LEO Clubs International. The ILO should set a good example of
promoting the idea of LEO Clubs International.
ILO = Service for LEOs

3.11.4.Support

The ILO has to be supported adequately by his/her country for his/her expenses
that incurre as a direct result of carrying out their official duties (administration,
travel, participation in events etc.).

3.11.5.Issue

This edition has been ratified at the LEO Europa Forum 2007, in Leipzig, Germany
and issued by the European and Mediterranean ILO Board on .....................

AGENDA

- Out of the deepest tombs in Egypt, the dirty little man has arisen. It looks like
he has been working a lot during the past year (Leo-wise) and he looks ready to
take on the ILO board after his former successes in Egypt.

- No less than 17 countries were present at this first meeting of LEF 2006.

- This meeting will go into history as the shortest ILO meeting ever. It took
Christelle no longer than15 minutes to inform everyone on the very long meeting
that will take place tomorrow.

- A special bus will take the ILO-board to a solitary place where the meeting will
be held. According to Christelle, the meeting will start at 9.30 h Italian time. José
already realizes that it will beimpossible for him to be there in time.

- Short interruption by Minna Särelä, the former Finnish ILO (who again left her
husband at home todo the cleaning and stuff while she’s at LEF).

- Burcu has taken a strategic position (next to the secretary). Every 2 minutes,
she’s paying attention on what the secretary is writing down. After being

treathened several times during the past ILOmeetings, the secretary is
considering to ask a restraining order for the Turkish ILO.

- The dirty little man is still candidate for the position of chairman of the ILO-
board. In short, he explains his goals and targets concerning communication, ILO-
manual, website, ILO-magazine, country-reports and so on. At the meeting
tomorrow, we will get detailed information. So far, he has not tried to bribe us
which is quite remarkable, since he is Egyptian. He might struggle to get enough
votes in this way, but he still has POC and breakfast (on bed ???) to make up for
this.

- There are 2 candidates for the position of deputy chairman being Stefanie
Sonnenschein and Marion François. Marion’s intentions are not very clear though.
She keeps on telling that she will vote for Stefanie. In case she would be a
politician, this would be hard to believe.

- Crocodile Dundee will be the secretary for next year.

- Even though the meeting is being held outside in very nice conditions, Agi
breaks the rule of smoking during the meeting. Normally, the chairman gives the
sign for a collective smoking break.

- Burcu keeps on watching the secretary’s notebook with big interest.

To great relief of all of us, Agi officially announces that Romania might be running
for LEF 2009 !!! Congratulations to Romania !!! The little smoking intrusion is
hereby forgiven.

- The dirty little man is eating an apple. Is he trying to distract the new members
of the board by giving a “healthy” impression ?

- The Cayman didn’t say a single word during this short meeting !

- The Yahoo! Group needs to be updated. Many new ILO’s are not on the list yet
and didn’t receive the agenda that was sent.

AGENDA

At 9.57 h, the meeting is opened by the chairperson.

As expected, José didn’t make it in time and is probably still in bed.

1. Country News & Reports :


Round table of past events. For further details, please read the country report of
each country.

Slovenia : Fundraising : Organisation of a theatre play (every club was


present !!!) + selling of Christmas cards (less success than the past years
because of the fact that more people use email nowadays). A new club was
founded in April. At the moment there are 273 Leos in Slovenia.

Poland : There is no national board, only ILO. 3 clubs were lost, 1 new club
chartered. At the moment there are 200 Leos in Poland. Major activities :
Persuading people to donate organs, helping high school and university students,
collecting money and food for homeless people.

Interuption by the Dirty Little Man’s alarmclock-cellphone-agenda going off (at


10.05) to warn him for the current ILO meeting. To give you an idea of Egyptian
time : The meeting should have started at around 9.30 !!!

At 10.06 José enters the meeting. He apparently lives in the Egyptian timezone.

Switserland : Major activity : Telethon. The number of members is growing each


year. For the first time, their national convention will be held during an entire
weekend instead of one day.

Luxemburg : Major activities : Telethon + attracting new members. There’s 2


clubs in Luxemburg, each consisting of around 20 members per club. The age
limit is a major problem at the moment.

Italy : The Cayman made it easy by printing his country report for everyone. This
makes it easier for us to have a good impression of what has been going on in
Italy. After this, Giovanni starts his usual flood of words. For the first time, there
was no hand signaling by the Cayman.

The Cayman hands out an invitation for the first international Leo meeting in
Treviso, and explains what we can expect.

The Italians have had a loss of 500 members. According to Giovanni, they should
rethink the image that Leos are giving in Italy. They will try to attract new
members through radio,television, …

Major activities : Helping at special Olympics + new website (public + private
part)

Germany : Germany consists out of around 2900 Leos, spread over 16 districts
and 173 clubs. Major activities : Leo service day (open to all Leo clubs). Christian
points out that only 34 clubs (out of 173) were present this year. 48000 euro were
collected for Tsunami victims.

It is difficult to get people interested for district or national board in Germany. At


club level, everything is going fine though. Preparations for LEF 2007 are being
made as well. They have a good cooperation with Lions and get a lot of support in
organizing events. The support consists mainly out of a financial support and
passing on of experiences from Lions to Leos and vice versa e.g. Lions organized
Lions Europa Forum in 2005 and are passing on their experiences with the LEF
2007 orgateam.

Portugal : No major changes since MED workshop. To be complete and mainly


for the new members of the ILO board, José explains the situation of Portugal.
José has been the acting ILO for Portugal since ages. Their national convention
will be held on October 27th-28th.
Portugal has 250 Leos and 15 clubs. Portugal’s website : www.leosportugal.org

Alexander Welk was present at the past NC. He tried (together with José) to
convince people to come to international events. The experience of international
events is very learningfull as we all know, but as we all know as well, it is very
difficult to convince people to attend them except for the die-hards.

Romania : The needy information is passed on to everyone by means of CD. The


calendar with different Romanian events is given to the secretary as well. Be
aware : Some of the fileson the CD are very big !!! Major activity : National
Project for blind people (children especially). There is a good relationship with
Lions in Romania although they get little funding from Lions. 67 projects last year
(35 concerning children), were organized last year.

Finland : Finland hasn’t made its country report yet. A new club was founded in
Rovaniemi. Next national convention will be held in Rovaniemi as well. Major
activity: Projects for children : collecting second hand sports equipment for
children of Carelia.

Belgium : The ILO-elect of Belgium is given the presentation because the Belgian
ILO is busy writing down as much as possible and he forgot to make his country
report as well. Major activity : NASOC (National Social Activity). On this event,
each club + their social target group can attend. A whole day full of activities is
organized and this all for FREE. This year 32 out of 34 clubs and more than 1000
people were present !!! In Belgium there is an online directory as well. We are
anxiously waiting for a new candidate to host the international weekend after
London (2002) and Brussels (2005). Egypt might go for it and may organize it in
Sharm el Sheik.

Turkey : Major activities : Raising communication between districts + helping


people in need by collecting food packages in supermarkets.

The LEF 2008 orgateam has been elected. Turkish national convention will take
place December 1st – 3rd in Anatolia.

The restraining order that the secretary is considering for the Turkish ILO is more
actual than ever. During presentation of countries, the secretary’s shirt was torn
apart by some bushes and by the Turkish ILO as well.

The secretary is hoping to be able still to write the report of the 3rd meeting of
this LEF.

Austria : 2 new clubs were chartered and another one is about to have its
charter. Major activity : Leo service day : Collecting food in supermarkets.

The yearly Sommerball in Vienna organized by Leo Club Wien St-Stephan was
very
succesfull. 30% of the participants come from a foreign country.

Difficult communication with Lions. New Lions chairman is not Leo minded at all.
He deleted the function of responsible for communication Leo-Lions. Leos
opposed to this and the function was put back on. Because of this, the
commucation with the new Lions chairman has not improved.

Hungary : A Leo magazine (32 pages, 1000 issues) was distributed to people
that might be interested in the Leo movement. At the national convention,
Slovakian Leos were present and they were informed on international events.
They also met a Spanish guy that wants to become Leo member and may even
try to start up a club. Major activities : Helping at special Olympics + information
stand at different music festivals + Children against diabetes program. Upcoming
national action : Helping children to make a dream come true. The next national
convention will take place on October 6th – 8th.

Egypt : The Dirty Little Man is trying to bribe the entire board again with the
Egyptian candy sticks.

1/3 of Leos were lost. There is no new board at the moment and there are huge
problems with the district. Clubs themselves work fine though. Major activities :
Culture session with children (many Egyptian children don’t know their own
country) + Ramadan packs for charity (5,5 ton of food was collected).

There is no relation with Lions whatsoever. Leos are trying to build up a district
again from club level upwards, meaning that they will try to work together with
some clubs and form a new district out of this cooperation.

France : 500 Leos. Major activities : Telethon + Don’t drink and drive

2. Leo Europa Project: Updates

“Warmth to Children” : 8 countries organized something concerning “Warmth to


children”.

The next chairperson will determine a new project or theme.

In 2005, it was the first time that there was an ILO meeting at a Lions Europa
Forum (in Stuttgart, Germany). A Lions Europa Forum is a good occasion to make
Lions aware of Leos and Leomovement in general.

We need ideas for topics that can be discussed at Lions Europa Forum in
Bournemouth !!!

Lef 2006’s social activity is connecting to the Europa project “Warmth to
children”. Great activity, loads of fun for everybody in general.

3. LEO Magazine:

1st edition of Leo Magazine was a success. It was distributed through the website
and ILOgroup, but apparently not everyone got it. This is something that needs to
be worked on.

4. Europeans and Mediterranean Tee-shirt

At least 15 more new T-shirts are needed. Prize between 12-15 euros. The quality
of the shirts is good. Agi asks if it is possible to make the shirts in another country
and by doing so, make them cheaper.

7. Nr of meetings

Do we still need 4 meetings a year ? A lot of tools are on hand at the moment.

Forum, Preforum, Lions Europa Forum + national convention of some weak


country. When should we vote in which country the fourth meeting will take place
? Everyone should think of a country that might be attended. Out of the list, a
country will be chosen.

There is a God after all. Due to a tight time schedule, the dirty little man could
only savour his unanimous (and suspicious) election for 5 minutes. After that,
meeting was closed since we had to leave for “well-being activities”.

Meeting was officially closed at 12.00h.

José is in time. He was late actually, but since the meeting was postponed by half
an hour (without him knowing) he was well in time. Aziz started the meeting too
late (according to him due to technical problems).

1. ILO magazine :

Evaluation of ILO magazine :

Contents of 1st magazine did not interest many Leos. 1st issue gave an overview
of the history of the current European Leo countries.

Distribution of the magazine didn’t work out very well sometimes. Size of the file
containing the magazine was too big.

Not everyone respected the time schedule for handing in its article.

What needs to be done for ILO magazine in the future :

Interesting topics, small size and the ILO’s should write their articles in time.

It is proposed to have 4 meetings per year. Every ILO has too hand out an article
before every official ILO meeting. Should the ILO meeting be in the magazine as
well ? Maximum of 1 page per ILO. 2 people ought to be responsible for the
magazine : One for collecting the data + one responsible for publishing.

1st issue should be ready before Lions Europa Forum deadline October 1st.

2nd issue 2 weeks after Lions Europa Forum (responsable : Steffi)
3rd issue 2 weeks after Preforum (responsable : Andrea Prohaszka)
4rd issue deadline to be fixed (responsable Marion)

Topic for 1st issue : Exchanging European ideas.

The Dirty little man is speaking really fast and confuses some ILO’s in this way.
According to himself, he is hot from the wine. (????)

After having said that, he tries to influence the secretary to censor some things
he wrote down, like the remark above.

Distribution problem : Upload on German, Italian or Belgian website. Christian will


find out how accesible the German website is.

It can also be published in the German and Romanian Leo magazine. Bram will
look it up as well for Belgium.

2. Organisation of the different meetings :

We need more structure. We need to agree on the location 2 meetings in advance
(because of planning of travelling).

Next meeting will be at Lions Europa Forum (October 18th –22nd). Germany
already
organized a place to stay. Suggestion to have the meeting on Saturday. Hungary,
Luxemburg, Switserland, Italy don’t know if they can’t make it. English Leos will
inform us concerning fee, transportation and so on.

Meeting after Lions Europa Forum & Preforum : suggestions : Med workshop,
national convention of Portugal, …

3. Country reports :

Country reports : We will still use the existing format of country reports. The new
secretary will distribute it to all ILO’s. Country reports should be made before
every ILO-meeting. Soft copy will do. Hard copy of county report is not necessary.

Christian has made an Excel sheet with all tasks concerning ILO. The Dirty little
man doesn’t allow any smoking breaks anymore. In this way, for every ILO it is
very clear “what” he/she should do an “when” to do it. Well done Christian.

Eventually Aziz allowed a 10 minute break. The Belgian delegation had to make a
small preparation for tonights roomparty. José has brought some fresh made
coffee as well to keep everyone fully awake.

4. ILO Manual and Structure Book :

Manual : ILO manual + Structure Book. The Manual is part of the Structure book.
The
Manual needs to be reviewed urgently. The Dirty Little man (from now on “Fidel
Mitry”) is standing up during the rest of the meeting. Is he afraid of losing his
authority already ?

Suggestion is made to remove all unnecessary topics in order to keep it more up-
to-date. Only 2 parts will remain : A “fixed” part containing ILO manual + history
+ list of chairpersons and deputy chairpersons and a “variable” part containing
ILO contact list, country reports, minutes of meetings and twinning forms

A draft version needs to be ready before Preforum in order to present it there and
that it can be voted on the next LEF.

An ILO “kit” should be made and presented to every new ILO according to the
Cayman.

Can we have a draft version ready before next ILO meeting ? Agi, Burcu and Steffi
would like to work on this. Being the deputy chairperson, Steffi will be heading
this commission.

5. T-shirt

Burcu models the T-shirt in front of the ILO board like a professional to great
pleasure of the ILO board. Every country should ask their delegation how many T-
shirts they would like to order.

6. ILO-pins

All the rubbish, colour-losing, Egyptian made ILO-pins are still in Christelle’s
garage. Marion will be responsable for the pins and the T-shirts, in one word,
she’ll be responsible for all ILO resources.
Fidel Mitry is treatening to review the report before being spread to the LEF
secretary. 7. E-group
Not everyone is aware of the existence of the ILO-group. Past-ILO’s that are still
member of
the group will remain on the group but if they want to react, they can only do this
through
their own ILO.

Fidel Mitry will be in charge of it. Quote of Fidel Mitry “I want to play with it a bit”.
Read : “I want to control it.”

Interference by cell-phones going off and other disturbances will be fined from
now on.

We are offered the possibility to still visit Concarneau. Nobody dares to say they
want to visit this city since Fidel has taken his chair in his hands in a very
treatening way.

7. Website

New website is needed. After 3 years, we still weren’t able to find Andrew (the
responsable of the former Leonet website). Christian will check for free hosting by
Mitja”The Lumberjack” Ledowski since he is the owner of the German server. Aziz
will check on Pascal from Switserland. Bart Vandenbosch of Belgium is ready to
help as well. Dirty little man the 2nd will inform in his own club as well.

Hosting + financing are the first problems that need to be tackled.

In the survey that was made up by Fidel Mitry, there were some people that were
interested in helping out on the website. Those people will be contacted as well.

In case we should need to pay for the hosting, it is suggested that the hosting
country of LEF will pay this fee.

Fidel Mitry will make up a draft for financial responsability of the website for the
hosting LEF country.

8. Leo Europe Project

Change into “Leo International Project”. Suggestion to have a theme that is not
very common. Every ILO should think of a reasonable project and propose it
online. Fidel Mitry will send out an email concerning this.

Fidel Mitry and Christian Alff proposed to have some online “meetings” in
between as well since not every ILO can attend every meeting.

9. ILO contract

Fidel Mitry has made up a 1-year contract that every ILO should sign. In case the
ILO should not be able to fullfil his contract, the National President of the
concerning country should take appropriate measures.

Reviewing the reports, “forcing” ILO’s to sign a contract, “Playing a bit” with the
E-group, … Is the chairperson a resident of Mubarak country ??? ;-)))

Anyway, it looks like Fidel Mitry has taken control over the ILO-board like it should
be done and like we’ve known him the past years : Very driven, loads of energy,
lots of Egyptian humour and not shy of some “dirty” tactics ;-)))

10.Various

Christian asks the other ILO’s to write some “international” articles since they
want to reserve some space in their magazine for “international” articles.

Fabian is promoting the big Leo car sticker.

Since the function of ILO and DL is not well known in Italy, The Cayman suggests
to have a clear definition of ILO (which apparently already exists) and put it in the
Italian Lions magazine.

Elisabeth Ruppert informs the ILO-board that, being the ILO of Luxemburg (a
country with just 2 clubs) is not easy. For that reason she cannot take upon her
too many duties in the ILOboard.

Fidel Mitry would like to have an email list of all Leo members of each country in
order to be able to inform all Leos concerning international events.

Andrea would like to know if there’s a country to organise the Central Eastern
European Weekend. Hungary will organise it in 2007 but she would like to know
what would be a good period to organise it.

Agi asks if the international Leo logo should be used or if it’s allowed to have an
“adapted” logo as well. Since we are not “decision takers” but only
“communicators”, it is our task to inform our country on this question and report
on the reactions.

At Preforum of LEF 2007, there will also be the meeting of the national board an
their districts. In this way they can find out more about international Leo
movement.

Unofficial candidate for LEF2009 : Italy.

Belgium is no longer candidate for 2009. After financial study, it turned out to be
too expensive for Belgium to organise it. Since Lions in Belgium host the Lions
Europa Forum in 2010, they cannot grant financial support for a Leo Europa
Forum in 2009.
