AVANT-PROPOS,
La personnal des responsables
de la planification, et donc celle du
Comité dEtudes 37, est en quelque
sorte dédoublée, avec un péle tech-
rique et un autre politique. Par chan-
ce, cette situation n’a rien a voir avec
colle du Dr Jekyil et de M. Hyde, dans
laquelle esprit du mal prenait périod-
quement e contréle de celui du bien. I
sagt plutét de trouver un équiliore rai-
sonnable et honnéte entre les points
de we purement techniques et pure-
ment politiques.
Bien sOr, cette situation a toujours
existé mais, comme le prouve histo-
rique du Comité d'Etudes *Planifcation
et évolution dos réseaux’, de la
CIGRE, elle s'est accentuée au cours
des demnigres années.
‘Au début des années soixante-dix,
les activités de planification du Comité
d'Etudes 32 (qui s‘appelait & Tépoque
‘Planification et exploitation des
réseaux’) visaiont surtout concevoir
des réseaux dénergie pour un colt
minimal (Cest-&-dire moyennant les
coits dinvestissement et d'exploita-
tion), tout en satisaisant la demande
délectrcité avec la fiablité et la qualité
de service requises.
En 1976, la ctiso de énergie ot la
recherche concomitante de nouvelles
sources énergie et de progrés tech-
niques, ont entrainé la réorganisation
des activités de la CIGRE en matire
de réseaux d'énergie en trois Comités
d'Etudes : CE 31 "Réseaux de trans-
port, CE 82 “Exploitation, commande
et réglage des réseaux’, ot CE 41
transports et des réseaux
Lobjectit particulier du
Comité Etudes 41 était “c'étudier
impact des évolutions & venir —
quelles soient techniques ou pol-
tiques, réelies ou potentielles — sur
les réseaux électriques". Ce Comité
d'Etudes devait notamment siintéres-
ser aux rapports entre les politiques
Gnergétiques et les préoccupations
Scologiques (au sens large, cest-a-
dire comprenant "environnement natu-
rel et social)
Le regroupement, en 1982, des CE
31 et 41, pour former le CE 97 *Planif-
cation et évolution des réseaux" (ainsi
que la création du CE 38 "Analyse et
techniques des réseaux’) a entrainé la
fusion des aspects techniques et pol:
tiques de la planification des réseaux
‘au sein d'un seul comite.
PRINCIPALES ORIENTATIONS
La porsistance de cette double per-
sonnalié au sein du CE 37 a été ilus-
teée par les cing grands thomes propo-

organisée en 1989 & Florence. Ces
‘homes étaient les suivants

sionnaires ot la société dans son
ensemble.
2) Analyse des ulilistions de l'électri

aux environnements énergétique ot
humain,
4) Evolution vers une structure plus
eficace des réseaux de transpor.
5) Méthodes de planiication, dest
rnées notamment & évaluer les ser-
vices fournis par les réseaux do
transport.
Le premier sujet découle dela
constaation, défa mentionnée, que le
planificateur est de moins en moins
lbre de décider de nouveaux investis-
sements en fonction de critéres pi
ment techniques et économiques. Cola

pas dhier, ou & des réglementations et
obligations (qualité de le fourniture,

notamment) imposées par les mis-
sions imparties aux entreprises d'élec-
tricité vis-a-vis de la société dans son
ensemble. En effet, lo planiticateur doit
aussi prendre en compte Importance
croissante, dans de nombreux pays,
des contraintes écologiques, et notam-
ment 'hostiité du public & la construc-
tion de contrales nouvelles ou & la
pose de lignes aériennes.
(On pourrait penser que le probleme

facteurs politiques — sort du domaine
activités d'un organisme technique

Today's planners, and therefore SC
37, have to lve with a cual personality:
one technical, the other politcal. Luck
ly, however, this isnot Ike the caso of
Dr Jekyll and Mr Hyde, jn which the
spict of evil periodically cancels out
that of vite, but, rather, a mattor of
striking a reasonable and honest
balance between tho purely technical
and the purely polical viewpoint
Of course, this situation has always
existed, but it has become more mar-
ked in recent years, as is proved by
the history of CIGRE’s Planning SC.
[At tho beginning of the ‘seventies,
the main planning task of SC 32 (at
that ime “System Planning and Opera-
tion’) was that of designing power sys-
tem expansion at minimal cost (i
capital plus running expenses), while
meeting the demand for electricity with
the necessary reliability and quality of
service.
In 1976 — under the pressure of the
energy crisis and of the consequent
research on new energy sources and
new technological developments —
CIGRE’s power system activities were
reorganized into three Committees: SC
31 *System planning’, SC 32 “System
operation and control”, and SC 41
“The future of electric power transmis-
sion and systems”. SC 41's specific
‘alm was ‘to observe the Impact of futu-
re developments — whether technical
or political, real or potential — on elec-
trical energy systems". The araas to be
investigated included energy policies
and environmental concen (in the
broad sense of the natural and human
environment).
The amalgamation, in 1982, of SC
31 and SC 41 to form SC 87, "Power
System Planning and Deveiopment”
{and the creation of SC 38 "Power sys-
tem analysis and techniques") meant
the merger of the technical and polti-
cal aspects of power system planning
within one committee — SC 37.
MAIN LINES OF FUTURE ACTIVITY
‘That the “split personality” is still
present in SC 37 was shown by the
five subjects proposed as the main
lines of fuure actviy at the 1989 SC
‘meeting in Florence. These were
1) The relationship between power
planners, decision makers, and the
community
2) Analysis of electricity uses
3) Adaptation of the generating mix to
‘accord with the energy end human
environments
4) Evolution towards @ more efficient
transmission system structure
5) Planning methods, including those
for assessing the services provided
by transmission networks
‘The first subject stems from the
fact, already mentioned, that the pla
ner is becoming less and less free to
decide on new investments on the
basis of purely techrico-economical
considerations. This isnot only becau-
se of the traditional financial
constraints, of of regulations and obl-
gations (including the quality of supply)
imposed by the commitments of elec-
trety companies to society as a whole,
but also because the planner has to
take into account the growing impor-
tance, in many countries, of environ.
mental constraints, including public
hostity to new power plants or over-
head lines.
The general problem of how to
contend with these dificulies — often
created by incorrect information and by
poltical factors — may appear to be
outside the terms of reference of a
technical body such as a CIGRE SC.
However, investigations on how and
why extemal decisions came to be
taken and how best to convey to the
public and to decision-makors the sys
{ems technical needs and potential
ties, in order to secure consensus for
new installations, certainly do come
within the Committee's sphere of acti-
viy.

‘The second subject aims at helping
the planner in his traditional task of
forecasting electricity consumption, a
much more dificult task than it was 20
years ago, when the ‘electrcity-
‘consumption-doubles-every-10-years"
rule of thumb was valid in most coun-
tries. Energy conservation, demand-
‘side management, competition among
different energy sources for the same
‘end uses, co-generation (heat-and-
electricity), dispersed generation trom
renewable sources, electricity storage
techniques, a market-oriented approach
by the utilities: all are factors that may
considerably affect the future load and
therefore the extent and allocation of
future investments on power systems.
“The thied, fourth, and fith subjects
(Coptimum generating mix’, ‘more ef-
ciant system structure’, and “planning
methods’) are traditional SC planning
activities, but have nowadays to be
‘addressed in the light of new factors:
the ditfculy of geting new equipment
installed, environmental constraints,
greater uncertainty in load forecasting
and in the future cost of primary ene
gy sources. Thon there are other devo
loping trends to be taken into account
the increase in long-distance power
exchanges and wheeling; competion
for bulk supply, and the separation of
generating, transmission, and distibu-
tion missions; and increasing qualty-
ot-supply requirements. Lastly, there
are the recent developments in more
efficient and economical electrical
equipment {including that based on
power electronics), as well asin pro-
fection, communication, and. control
systems
‘SC ORGANIZATION
‘The large number of subjects to be
studied, their different aspects (polt-
cal, economic, and technical), the
need to consider the characteristics
and performance of all the various
‘components of a power system, and to
