Stats., a Class D Felony, and upon conviction may be fined not more than One Hundred Thousand Dollars ($100,000), or imprisoned not more than twenty five (25) years, ar both, And furthermore, invoking the provisions of Wisconsin Statute 973.042(2), upon conviction for a crime under 948,05 or 948.12 and the defendant is at least 18 years of age at the time of the commission of the crime, the Court shall impose a surcharge of $500.00 for each image or each copy of an image, as defined in 973,042(1), associated with the crime. The court shall determine the number of images or copies of images associated with the crime by a preponderance of the evidence and without a jury. PROBABLE CAUSE: And prays thet the defendant be dealt with according to law; that the basis for complainant's charge of such offense is: Based upon information and belief derived from the complainant's review of the investigative reports of Officer Lange of the City of Muskego Police Department whom your complainant believes to be competent and reliable. Said reports indicate on 04/25/24, Investigator Lange received Cyber Tip #192285562 from the Wisconsin Department of Criminal Investigations. The tip indicated on 04/23/24, Google reported to the National Centar for Missing and Exploited Children (NCMEC) that fifteen files were uploaded by either email craigski002@gmall.com, which was a verified email, or roraig002@live.com, with verified phone number 414-614-0810, Google classified four of the images as a “Pubescent minor engaged in a sex act’, and nine of the images as a “Pubescent minor engaged in lascivious exhibition. NCMEC categorized three of the images as “Apparent Child Pornography’, and four of the images as “Child Unclothed". Google reported the content was stored in both Google Photos and Google Drive infrastructure. Investigator Lange observed thirteen of the images. At least three of the thirteen images contained CSAM material. These imagos wore uploaded on 04/23/24 at approximately 18:45:42UTC, from IP Address 98.144,37.158, Count 1 ‘A female whose face was shown from beneath her nose to her chin, with blonde hair. She appeared to be under the age of approximately eight. One of her hands was grasping an erect male penis and her tongue was sticking out, licking the erect penis, Another image was of a female that appeared to be of late prepubescent age, completely nude, in a handstand position while doing “the splits” with her legs. The female was facing toward the camera, and had minimal breast development and did not appear to have pubic hair growth. A third image was of a female of late prepubescent age, with blonde hair, wearing only a bra. The female was posed laying on her back and pulling her underwear to the side, which exposed her vagina to the camera. Another image was of a female that was of pubescent age with dark brown hair with glasses, The female was nude from the waist up and photographed herself in a bathroom mirror. Her breasts were developed and exposed to the camera. Another image was of a female with brown hair and brown highlights and was of pubescent age. The female was posing on her knees with her hands on her hips, and was fully nude. Her vagina and her breasts, which were developed, were exposed. Another image was of a female with dark hair of pubescent age, taking a photograph of herself in a bedroom while completely naked. She was holding a camera, and her developed breasts wore oxposed. The photographs mentioned in this paragraph appeared to depict females of teen age and were possibly nearing adulthood or young adults. These images wore uploaded between 3/31/24 and 04/23/24. A proliminary suspost was identified as Ryan J. Craig, MW, DOB 08/10/86, W132 87023 Fennimore Lane, Muskego, WI 83150, 414-614-0810. On 04/25/24, Criminal Analyst Amanda Bunnell with the Wisconsin Department of Justice prepared and issued an administrative subpoena to Google for records of email craigski002@gmail.com, and for Charter Communications for subsoriber information of IP Addresses 98.144.37.158; and 173.89,138.160. The records showed the Subscriber Records for hoth 1P Addresses. IP Address 98,144.37.158 showed the Subscriber Name was Ryan Craig, W13287023 Fennimore Lane, Muskego, WI 53150, with two emails associated: rcraig002@live.com, and reraigS@wi.rr.com, 414-235- 4939, IP Address 173.89.138.160 showed the Subscriber Name was Ryan Craig, W132 $7023 Fennimore Lane, Muskego, WI 53150, 414-235-4939, with emails reraig002@livo.com, and roraigs @wi.rr.com, associated. On Friday, 08/03/24, Criminal Analyst Bunnell uploaded the response from Google. The records showed Google Subscriber Information, which showed that Ryan Craig, with email craigski002@gmall.com, was the account holder. The records also showed billing information associated to the account. Thore was a financial Visa card attached, with Account holders Ryan Craig and Jamie Craig associated. The email was created on 04/02/12. A recovery email of rcraig002@live.com, and recovery SMS number of 414-614-0810 was associaled, A postal address was associated of W132S7023 Fennimore Lane, Muskego, WI 53150. On 5/15/24 a residential search warrant was executed at the Fennimore Lane address. Ryan Craig, hereinafter referred to as the defendant was located in the residence. Electronics were seized from the residence as part of the search warrant and a forensic analysis of these devices is underway. During the search of the residence Officer Johannik located handwritten letters in @ book that referenced Jamie, who law enforcement knew was the defendant's wife. os/iera024 3MAY/17/2024/FRI 09:20 AM FAL Mo, F004 Case 2024CF000782 Document 2 Filed 05-19-2024 Page 4 of 4 STATE OF WISCONSIN - VS - Rysn J Craig ‘One letter stated “Most homy | ever saw Jamie dressed like a present, Wanted to cum, close to masturbating in basement as | watched kids.” Additionally, Investigator Lange located username and email addresses with passwords for various websites. Of those usernames/email addresses located the email addresses listed an the Cybertip af craigski002@qmail.com and rcraig002@live.com were within the documents containing usemames and passwords as were other iterations of the craigski email address and roraig002. Investigator Lange knew these email addresses and the similar usemames located were significant as it demonstrates the defendant is the user of the Google drive account that was uploading images of child sexual abuse material (o the internet. Further, based upon the IP address listing to residence of W132 $7023 Fennimore Lane, Muskego, Wi 53150 with Ryan Craig as the subscriber the defendant knowingly accessed child sexual abuse material between 3/3/24 and 4/23/24. Also within the cybertip photos that were provided to investigator Lange included a photo of what was later identified to be a female that is believed to be the defendant's wife Investigators learned that the defendant is employed through the Whitnall school district and is an 8" Grade English teacher for Whitnall Middle School, Based on the foregoing the complainant believes this complaint to be true and correct.
