THE BELOW NAMED COMPLAINANT BEING DULY SWORN, ON INFORMATION AND BELIEF
STATES THAT:

Count 1: FIRST DEGREE RECKLESS HOMICIDE

The above-named defendant on or about Sunday, April 14, 2024, at or near 1150 West Clarke Street,
in the City of Milwaukee, Milwaukee County, Wisconsin, did recklessly cause the death of TDS, another
human being, under circumstances which showed utter disregard for human life, contrary to sec.
940.02(1), 939.50(3)(b) Wis. Stats.

Upon conviction for this offense, a Class B Felony, the defendant may be sentenced to a term of
imprisonment not to exceed sixty (60) years.

Count 2: BAIL JUMPING (FELONY)

The above-named defendant on or about Sunday, April 14, 2024, at or near 1150 West Clarke Street,
in the City of Milwaukee, Milwaukee County, Wisconsin, having been charged with a felony and
released from custody under Chapter 969 of the Wisconsin Statutes, did intentionally fail to comply with
the terms of his bond, contrary to sec. 946.49(1)(b), 939.50(3)(h) Wis. Stats.

Upon conviction for this offense, a Class H Felony, the defendant may be fined not more than Ten
Thousand Dollars ($10,000), or imprisoned not more than six (6) years, or both.

Probable Cause:

CONTACT BETWEEN TDS AND DEFENDANT AT 11TH AND W. CLARKE ST.

Det. Michael Fedel reports that he recovered video from North Division High School of events occurring
on W. Clarke St. between 11th St. and 12th St. on April 14, 2024 between 7:18 PM and 8:03 PM. This
video shows a small red Dodge Avenger arrive and park on W. Clarke St. at about 7:18 PM. The timing
of this corresponds to GPS data for the victim’s/TDS vehicle a red Dodge Avenger. A very short time
later a small grey Mitsubishi Mirage arrives and parks directly behind the red Dodge Avenger. At about
7:20 PM the driver of the grey car exits his vehicle and gets into the passenger door of the red Dodge
Avenger. At about 7:59 PM there appears to be movement in the red Dodge and the driver door opens
and then closes. Noone exits the car. At about 8:01 PM the passenger door opens and closes. At
about 8:02 PM the passenger door opens, the passenger steps out and appears to reach into the
vehicle as if he is pulling something. The passenger attempts to shut the door, but an unknown object
appears to prevent the door from shutting. The passenger then walks around the back of the red

Dodge and enters the driver seat. At about 8:03 PM the car’s brake lights are activated and the red car
drives away with the passenger now in the driver seat. The original driver never exits the vehicle.

The same camera on April 15, 2024 shows a white Ford Escape arrive at about 6:21 AM and park
across from the grey car that had been left behind the prior day. A passenger gets out and gets into
the small grey car that CW, a friend of the defendants who will later be interviewed and say is a car she
is familiar with him driving. CW stated that during that morning she dropped the defendant off and he
got into that grey car.

In addition to the video from North Division High School showing the view of Clarke St. from north to
south, video was recovered by Det. Michael Braunreiter from a residence on the south side of the
street. That video shows similar times and events. That video is motion activated and came in various
clips. The videos show the red Dodge arriving at about 7:18 Am and the driver appears to be the only
person in the car. The driver is wearing what could be described as pink shirt. Shortly after the arrival
of the red Dodge a grey car pulls up and parks behind her. At 7:39 PM there is movement in the red
Dodge and can hear what sounds like arguing (individual words cannot be made out). At about 7:52
PM one can hear what sounds like a male talking loud, but words cannot be made out. By 8:02 PM the
passenger is observed walking behind the red Dodge and entering the driver seat. The windshield
wipers activate (it is not raining) and the defendant drives off in the red car. TDS is no longer visible in
the video clip.

LOCATION AND TRACKING OF JERROD STEWART

At all times relevant to this matter the defendant, Jerrod Stewart had been released from custody in a
felony domestic violence matter in which he was accused of assaulting and intimidating the victim in
this case, TDS. As part of the defendant’s bail conditions he was required to wear a GPS tracking
device.

GPS reports from Justice Point, the entity monitoring the defendant’s location through the GPS
monitoring system generally reported some of his locations as follows:

• April 14, 2024 7:18 PM: 1122 W. Clarke St., City/County Milwaukee, Wisconsin.
• April 14, 2024 7:19 PM: 2576-78 N. 12th St. (this location is essentially the intersection of N. 12th
St. and W. Clarke)
• April 14, 2024 8:03 PM: 2578 N. 12th St. (intersection of N. 12th St. and W. Clarke St.)
• April 14, 2024 8:19 PM: 3608 N. 12th St.
• April 15, 2024 6:10 AM - 13 AM: 4551 N. 28th St. (the Dodge is located on 29th St. in the same
block with the victim in it).

LOCATION AND TRACKING OF VICTIM’S RED DODGE AVENGER

City of Milwaukee Police Officer Alexander Mantay reports he made contact with the General Manager
of J.D. Byrider and confirmed that the previously mentioned red Dodge Avenger was acquired by TDS
through them and that there was a GPS device in the vehicle that recorded starting and stopping points
of the vehicle. The locations for the Dodge Avenger (hereafter “Dodge”) were determined as follows:

• April 14, 2024 7:16 PM: Drove for 1 minute and 43 seconds and parked at 1011 W. Center St.,
City/County of Milwaukee, Wisconsin. The Dodge remained at that location for 44 minutes and
7 seconds.
• April 14, 2024 8:02 PM: Drove 16 minutes and parked at 3608 N. 12th St. This was determined
to be the residence of the defendant’s mother. The Dodge remained there for 1 hour and 33
minutes.

• April 14, 2024 9:52 PM: The Dodge drove for 8 minutes and 24 seconds and arrived at 4452 N.
Hopkins where it parked there at 10:00 PM and remained there f about 8 hours and 4 minutes.
This location is the residence of CW a female friend of Jerrod Stewart, who resides there.
• April 15, 2024 6:05 AM: The Dodge is driven 5 minutes to 4556 N. 29th. St., City/County
Milwaukee, Wisconsin were it is parked and remains until located by the police on April 17,
2024.

PO Yasmine Sanders reports that a Ring doorbell camera from the 4500 block of N. 29th St. depicts a
red Dodge Avenger pulling up and parking in the street at 6:10 AM on April 15, 2024. At 6:13 AM a
white vehicle pulls off leaving the red car where it was. The owner of the Ring doorbell camera said
she had never seen the red car before.

SCENE DESCRIPTION

City of Milwaukee Detectives Jordan and Klubunde report that on April 17, 2024 they were dispatched
to 4556 N. 29th St., City/County Milwaukee, Wisconsin. At that location a red Dodge Avenger was
located. What appeared to be blood was located in the cabin of the car. The North Shore Fire
department was contacted to assist in opening the trunk. The victim, TDS, was found deceased in the
truck. The victim was wearing one (1) left shoe and the right matching shoe was found in the cabin of
the car. TDS was wearing a purple hooded sweatshirt that was soaked in blood. The victim had
numerous apparent stab wounds to her body, neck, face, chest, arms and legs and she was
pronounced dead on scene.

The front driver side tire on the Dodge was a spare tire and did not match the other tires. LJ, a relative
of TDS, advised law enforcement that TDS had a flat tire on April 14, 2024.

LJ reported that in the past the defendant had threatened to kill TDS.

INTERVIEW WITH CW

Det. Michael Fedel interviewed CW regarding this matter. CW confirmed that she knows the
defendant. She said she has known him for over 20 years. She stated that the defendant came over
“Sunday night” (April 14). CW said she was already in bed and that the defendant arrived in a small red
car. Stewart came in and got in bed with her and he appeared to be “a little drunk.”

CW denied knowing TDS.

The next morning, April 15, 2024 the defendant asked if she could give him a ride to his car. She then
followed him to N. 29th St. and Atkinson where he parked the red car (this would be the 4500 block of
N. 29th St.) and then got into her vehicle. Her vehicle is white Ford Escape. She then drove the
defendant to North Division High School where the defendant exited her vehicle and got into a small
grey car and drove off. When showed on Google Maps the area she identified as where she dropped
him off was around 12th and 13th St. W. Clarke St. She stated the vehicle he entered, the small grey
car, is one that she is familiar with him driving.

INTERVIEW OF JERROD SMITH

Detectives James Jordan and Alexander Klubunde report that on April 18, 2024 they traveled to
Minnesota to interview the defendant, Jerrod Stewart.

During that interview the defendant admitted he had contact with TDS and that he last saw her on
Monday (April 15, 2024). The defendant stated he hugged and kissed TDS on Monday which was
April 15, 2024.

The defendant admits he spent the night at CW’s residence and was there from about 10:00 PM to 6:00
AM

The defendant was asked how “many hours” they (him and TDS) were together and said “shit quite a
few.” He explained when he last saw TDS it was not quite light but getting light.

When asked about where he was at various time he said “I was hanging out with her [CW] ass at first
and my wife [TDS] came over there a little early that day.” In CW’s statement she never mentions the
presence of TDS and never mentions seeing her at all when the red Dodge was left in the 4500 block of
N. 29th St.

The defendant was shown a picture of CW’s white Ford Escape and denied knowledge of it.

AUTOPSY

An autopsy was performed by Dr. P. Douglas Kelley. Kelley stated that TDS sustained 49 stab wounds
to her head, torso, arms, hands and lower extremities. TDS also sustained blunt force trauma to her
head. Kelley concluded the cause of death was homicide from complications from multiple stab
wounds.

BAIL JUMPING BASIS

According to the records of CCAP and the Milwaukee County District Attorney’s Office at all time
relevant to this matter the defendant had been charged in Milwaukee County Case 24CF474 with
felony Strangulation - Domestic Abuse and had been released on bail with the conditions that he
commit no new crimes and that he have no contact with TDS. Conditions also included not to possess
any dangerous weapons.

As part of bail conditions the defendant was ordered be monitored by electronic monitoring (GPS).
