Dear Ma'am,
I write on behalf of Junior Chamber International Quezon City Capitol. JCI is a
non-profit, non-governmental intemational organization of young people from
18 to 40 years of age. It has 200,000 members in about 124 countries and its
members are engaged and committed to creating impact in their communities
around the world,
This year, we partnered with PLDT Smart Foundation (PSF) for the promotion
of its program in collaboration with the Central Visayan Institute Foundation
(CVIF) and Department of Education (DepEd). The program is called “CVIF-
Dynamic Learning Program” (CVIF-DLP). It aims to strengthen the
implementation of the Basic Education-Learning Continuity Plan (BE-LCP) and
to improve the Philippine educational landscape.
DepEd describes the program as “a Smart-backed teaching methodology that
promotes independent student learning to improve the academic performance
of a learner, especially in Science, Innovative Technology, Engineering, and
Mathematics.”
First established in 2002 by world-renowned theoretical physicists and Ramon
Magsaysay awardees for education, Dr. Christopher Bemnido, and Dr. Ma.
Victoria Carpio-Bernido, the program ‘works in all primary and secondary
academic levels, as well as in the Alternative Learning System (ALS), and
targets the entire spectrum of leamers, including Special Education students.”
The said innovative teaching method ‘was developed to be low budget,
because it can work even without internet access, devices, books, and
notebooks. It applies to any or a combination of DepEd modalities — print-
based, online, or even TV and radio."* As we are facing a pandemic, such
