The Site The proposed location is Churchfield Primary School, Latymer Road, Enfield, Middlesex N9 9PL. The school was originally built in the mid 1970s and was designed as separate infant and junior schools. It was amalgamated in the 1980s to form a single primary school and has grown by accretion and provision of temporary classrooms to its current size. The site is located off Latymer Road with a single narrow access shared by pedestrians and vehicles. It is bordered on the north and east boundaries by private residential property, to the west by a recreation ground and to the south by Salmons Brook. The actual site boundaries are indicated on the contract drawings and these are to be secured by the Principal Contractor and maintained as secure throughout the course of the contract. It is anticipated that access for the second stage of the works (new extension and eco classroom) will be via the private access way between 123 and 125 Latymer Road, subject to terms and conditions to be agreed between LBE and the owners. Surrounding Land Use Adjacent buildings are residential housing and will remain in occupation and use throughout the works. All Contractors vehicles must be parked to avoid obstruction at all times. Loading and offloading of materials must take place within the Principal Contractors designated site area. The works The works comprise the consolidation of pupil numbers on the site to 3 form entry, i.e. increasing from 574 to 630 pupils (Reception to Year 6). Six classes are currently housed in three double temporary (mobile) classrooms. The intention is to provide six new classrooms plus additional teaching and non teaching space. The works will provide approximately 1280m2 of new build accommodation together with some remodelling and modernisation, additional hard play area and car parking. The scheme proposes a two storey extension to the north west of the main school building and linked to it as Contract 2 and a new standalone building as an eco classroom. Contract 1 (by others) requires the extension of the main school reception and relocation of the admin offices from Easter to the end of the summer break 2011. There is expected to be some overlap between Contracts 1 and 2.

Competent persons must plan working at height. Wherever possible, risks and hazards must be eliminated. Where risks and hazards remain, all necessary control measures must be provided. Working at height operations must always be supervised by a competent person. All persons required to work at height must be competent this will include all scaffolding works, working from the scaffolding, working on the roof, lifting operations, working on the staircases and transporting materials to and from high level areas, etc. Scaffolding calculations will be required. Scaffolding will be designed by a competent Engineer, erected by competent Scaffolders and will be inspected on a weekly basis or after alteration or any bad weather conditions by a competent person. A copy of an Inspection Report for the scaffolding and any lifting appliance must be kept on site for inspection purposes. Persons working at high levels must not put themselves at risk from falling, or put persons who may be in the vicinity at risk from falling materials or equipment. Where there is the potential for persons to fall, there must be adequate prevention protection in place. There will also be adequate protection to prevent materials and debris etc., from falling. Ensure that Safe Method of Work arrangements are in place and communicated to persons who will be carrying out high level works. Ensure adequate safe access to high level works is provided. Ladders. The Work At Height Regulations 2005. HSE Guidance Safe Use of Ladders and Stepladders.
Wherever possible, ladders will be substituted for safer access equipment, such as podiums and scaffolds, etc. Working off ladders constitutes working at height, therefore competent persons will be required to plan and supervise this type of work. Ladders will be considered as access equipment only wherever possible. If persons have to use ladders as access or to work from, the ladder must be adequately secured in place at the correct angle. Wherever possible both hands should be free for adequate hand-hold, otherwise provisions such as a safety belt / fall arrest system will be utilized to prevent persons from falling off the ladder when their hands are occupied. In addition, persons using ladders should not overstretch. Carrying materials up and down ladders increases the risk of falling and therefore will be avoided wherever possible so that both hands can be used for adequate hand-hold. Small tools and materials could be clipped to tool belts etc., to keep hands free providing they do not hinder or obstruct the climb or descent from a ladder. The correct type of ladder should be used dependent upon the circumstances. The ladder will be strong enough and durable so they withstand being easily damaged. Note: Lightweight ladders have the advantage of being easily carried and manoeuvred, but the disadvantage is that they are susceptible to damage.
Med
6 cont
Any person required to use a ladder in connection with their work will be trained in the safe use of the type of ladder and any associated equipment to safeguard them from the risk of falling. Note: Persons using heavy and long ladders will require manual handling training. All persons working from ladders must be medically fit and must not suffer from medical conditions such as black-outs and dizziness. All ladders used must be in good order. They will be checked regularly to ensure they are kept in good order.

A basic pedestrian plan has been included below which will be adhered to and developed where necessary to safeguard site personnel and visitors from transport entering and leaving site. Pedestrian Plan arrangements to be followed regarding precautionary measures to protect the general public, neighbours and occupiers, etc, as follows:Determine the safest locations within the site to load and unload lorries and prepare in advance of deliveries so that vehicles will not obstruct the public right of way and can pull in off the road immediately. Determine the safe locations to store the materials on site. Check the requirements of the Local Authority with regard to permission and Licences. Ensure that the road is kept clear at all times. Ensure that the roadway and public right of way is kept in good safe condition. Display Caution Site Entrance signs for deliveries. Display Pedestrian Entrance signs indicating pedestrian site entrance at the access point to the site. Where lifting and hyab lorry operations etc., are to be carried out, ensure there are sufficient banksmen deployed to assist. Site Personnel, including delivery drivers are to be made aware of the importance and the arrangements for keeping the roadway / public right of way and the highway free from hazards before any works start and during Induction which may have an effect on the general public. This Pedestrian Plan will be reviewed and developed to ensure that pedestrian safety is maintained at all times. Ensure Danger Keep Out - No Unauthorised Persons signs are displayed on the hoarding / fencing. Ensure that accessways are demarcated clearly and are not unsafely obstructed by works/operations and that storage does not cause an obstruction. Accessways will also be kept in good condition, well illuminated during hours of darkness, firm and without surface trips and slipping hazards. Vehicle & plant movement on site. Minimise the need for site vehicle and plant manoeuvres to prevent the build-up of mud. The use of mobile cranes would minimise the use for site vehicle manoeuvres. Site vehicles and plant will be restricted to clean hard-standing areas on site wherever possible to prevent the need for wheel washing. Only essential vehicles are to be allowed on site. This will also minimise the possibility of mud etc., being transported onto the public highway and right of way. Ensure that difficult lorry manoeuvres are assisted by competent banksmen wearing fluorescent garments and that safe distances are maintained by personnel for lorry manoeuvres. Ensure that transport does not reverse out of the site. Accessways around working areas, due to the location of the works, must be kept clear of any unsafe obstructions.

Persons operating this equipment must be trained and competent. The area set aside for jet washing will be required to be concrete based with suitable drainage. The wheel washing area must not obstruct vehicle and plant access. For safety reasons the wheel washing area gradient must only be slight so that lorries can park securely without the risk of rolling or creeping occurring. This is important, particularly if it is necessary to work close to the wheels of vehicles. Persons carrying out wheel washing must wear protective wet weather gear, goggles and gloves. Vehicles being jet washed must be turned off and the handbrake applied. If necessary, wheels should be chocked. The wheel washing operatives must check with the lorry drivers that these arrangements have been met prior to starting work. The jet washing operatives are required to keep the jet washing area clean and ensure that the drains are functioning correctly. Jet washing should not be carried out where temperatures are expected to be below freezing point. As a general precaution during the winter months, excess water and mud should be cleared away on a regular basis to prevent slippery ground conditions.
