1. INTRODUCTION
Working Location FAT (Factory Acceptance Test) shall be conducted by Badr testing team
and witnessed by Customer / End User representative(s). The test
procedure is applicable for routine testing of equipment at Schneider
Electric Badr Plant.
Safety & Risks To Control Risks During FAT, the following arrangement shall be done:
All participants must have a safety induction and wear PPE.
Dangers signs will be displayed to warm people who approach the
FAT Area.
Red color flashing, warning lights will be displayed during supply of
power to the Panels under test.
Safety tools will be placed for emergency usage in the FAT area.
First aid box will be provided near the test area.
keep a proper distance from energized parts during testing.
Don't touch or deal with product unless authorized by testing
team.
Quality Assurance Routine tests are systematically carried out on our material, according to
our quality system which is qualified by certified body, ISO9001. Each
project is rigorously inspected according to the instructions and procedures
of the quality system. We propose to realize in your presence a part or all
inspections described in this document.
Routine tests occur at various stage and times during assembly (not
practical to be witnessed by a third party) and FAT is considered as
replication of part from routine tests Excluding the supplier tested
component as it supplied tested with a testing certificate or tests that
required special tools / need longer time for preparation that affects the
efficiency of FAT.
Test Condition Panels are presented as they are arranged in the switchboard as per
approved drawing as much as possible, they are not physically assembled
and not bolted together.
For testing them in their installation configuration, the frame earthing
between panels is connected by flexible connections, and inter‐panels L.V.
connections are all connected. main busbars are simulated by temporary
connection.

3. Notes on Scope of FAT:
3.1 Optional On demand tests are considered out of FAT scope and extra cost to be charged if
customer require any of it and subjected to change delivery date.
3.2 Any special test that has been required by customer and it isn’t mentioned on that document
should be submitted before FAT date by minimum one Week to study it is applicability to be
performed during FAT. Extra cost to be charged and subjected to change delivery date.
3.3 Samples are based on the below Sampling criteria

Objective:
The purpose of these specifications is to assure that all installed medium voltage
switchgear, ring main units and equipment system supplied by SEE (SCHNEIDER
ELECTRIC EGYPT & NEA) are operational and within applicable standards and
design specifications.
This document lists all site tests available for assessing the suitability for service and
reliability of the medium voltage equipment system.
As a further note, it is important to follow the recommendations contained in the
manufacturer’s instruction manuals. Many of details of complete and effective
acceptance testing procedure could be obtained only from this manual.
This procedure details must be conducted during installation, commissioning and
startup. Schneider-Electric safety regulations should be followed.
These inspections and tests procedures are listing all site tests which are necessary to
be done on medium voltage equipment during and after installation or repair or prior
to energizing, in order to confirm that:
1. The equipment has not been damaged during shipment or
installation.
2. The equipment is complying with the
design intent.
3. Documented test records that can serve as benchmarks for
future tests.

3. Medium Voltage Switchgear and ring main units
3.1 Pre-Installations Inspections
3.1.1 Used Test sheet and/or check list:

3.1.2 Procedures:
1- Inspect physical and mechanical conditions of the shipped equipment and components are
clear of damage after transportation.
2- Verify the ground leveling of the switchgear room as per installation manual.
3- Verify that floor flatness of switchgear room as per installation manual.
4- Verify that the trench layout and dimensions are suitable to the layout of the switchgear and
cable entrance plate (if any).
5- Verify that the dimensions of switchgear room including the space surround the switchgear
are as per installation manual.
6- Verify the doors of the switchgear room are suitable for the switchgear installation and
operation
7- Verify the switchgear room is suitable for environmental conditions as temp., humidity,
ventilation, altitude, dust…etc.
8- Verify that air conditioning unit or outlet is not allocated above or in face of switchgear. (if
any)
9- Review the good fixation of the metal frame to the concert (if any).
3.2 Installation Review:
3.2.1 Used Test sheet and/or check list:

3.2.2 Procedures:
1- Check that self-adhesive inter cubicle gasket installed between the switchgear panels as per
installation manual (If any).
2- Review that all interior screws between panels are tightened.
3- Verify that panels are fixed to the ground by using suitable fasteners as per the installation
manual.
4- Verify the alignment of the panels in the three dimensions.
5- Verify that the supporting iron is not bended.
6- Verify that the main Busbars are connected using suitable fasteners for each busbar rated
current as per installation manual instructions.
7- Check that main earthing Busbars are connected between panels.
8- Verify the tightening torque for the main Busbars and main earthing Busbars according to
manufacturer’s published data. In the absence of manufacturer’s published data use Table 1
9- Verify that the connections isolating covers are used and installed properly (If any).
10- Verify the layout arrangement of the panels is done in accordance to the drawings.
11- Verify that the interconnections wire is protected against any sharp edges.

12- Check that the cable glands are cutting according to the number and diameter of cables.
13- Check that the main earthing bar of the switchgear is connected to the earthing system of
the switchgear room.
14- Verify that all internal earthing cables are connected to the earthing busbars for each panel.
15- Verify installation of the IPX1 or IPX2 roofs as per installation manual instructions (if
available).
16- Verify installation of the anti-arc tunnel as per installation manual instructions (if available).
3.3 Pre-commissioning
3.3.1 Used Test sheet and/or check list:

3.3.2 Procedure:
1- Review as Manufacture drawings.
2- Review routine test certificates of all. main apparatus components (C.Bs. L.B.S, Vacuum
Contactor, Capacitor Bank Protection relay, C.Ts, V.Ts.)/installation manual.
3- Inspect physical and mechanical conditions of equipment and all components for clear
damage.
4- Verify that equipment name plates are according to the corresponding drawings.
5- Verify that fuses and/or circuit breakers size and type correspond to drawings.
6- Verify visually current and potential transformers ratios correspond to drawings.
7- Verify appropriate anchorage of the panels, required area clearances, and correct alignment
in three directions.
8- Verify that main Busbars are connected between the cells.
9- Verify that main earth Busbar is connected between the cells and connected to the main
earth.
10- Verify the tightness of bolted electrical connections of main Busbars using the calibrated
torque-wrench method in accordance with manufacturer’s published data. In the absence of
manufacturer’s published data ,use Table 1
11- Verify that all the interconnection control wires between the cells have been made correctly
reference to the control drawings.
12- Verify that customer connections to remote power, operators, interlocks, and indicators have
been made correctly.
13- Verify that the barriers and shutters are installed and operating correctly.
14- Verify that filters (if any) are in place and all ventilation openings are clear from any kind of
obstacles.
15- Inspect all doors, panels, and sections for paint, dents, scratches, fit, and missing hardware.
16- Verify the moving of all doors in closing and opening positions.
17- Inspect insulators for evidence of physical damage or contaminated surfaces.
18- Verify using appropriate contact lubricant on moving current carrying parts. (electrical
lubricant)
19- Verify appropriate lubrication on moving and sliding surface. (mechanical lubricant)

20- Verify that the screen braids of the cables go through the triode before connection to main
earthing bars of switchgear (in case of using triode).
21- Make sure that cables (Inc/Out) are centered inside the triode (if found) and the triode
direction and connection are according to the catalogue.
22- Check that the cables are supported by using suitable cable supports (cables supporting
shall not depend on the cable connections).
23- Inspect all mechanical indicating devices for correct operation (if available).
24- Verify key exchange with devices operated in off- normal position.
25- Serial number of each circuit breaker/ contactor to be record.
26- Check the auxiliary supply is according to control voltage of the switchgear and it is
connected to the panel (if any).
27- Review the C.B truck quantity and type (If any).
3.4 Commissioning Tests
3.4.1 Dielectric test on the main A.C path and main D.C path
3.4.1.1 Used Test sheet and/or check list:

3.4.1.2 Procedure:
-Carry out power frequency voltage withstand test of 1 kV A.C on main D.C path and main
A.C path between panels for 1 sec taken in consideration the following precautions.
- All control MCBs and /or fuses are in off positions.
-The Outgoing C.Bs in battery charger to be in off position.
Acceptance criteria:
The test shall be considered successfully passed if no flashover occurred.
3.4.2 Functional Tests:

1- Operation test for each circuit breakers or switches in accordance to functional test of the
C.Bs “Section 3.5 —MV C.B”.
2- Test protective relays in accordance with “Section 3.6—Protective Relays”.

“Section 3.8 Current Transformers “
4- Test measuring apparatus (Ammeter- Voltmeter- Power Meter) in accordance with “Section

5- Verify the correct operation of each sensing devices, alarms, and indicating devices.
6- Perform function operation test to prove correct operation of the control circuit.

ii. Verify the mechanical interlocks of the earthing switches and the C.Bs.
iii.Verify the mechanical interlocks of the withdrawal C.Bs (if available) with the position of

3.4.3 Insulation Resistance Test:

1- Perform insulation-resistance tests (Megger Test) on each bus section, phase-to-phase and

2- All circuit breaker to be in service position and switched ON
3- Record the resistances value.
Notice:
i- If the resistance is lower than the recommended values in Table 2, visually inspect the equipment for
cleanliness and other potential causes. If the visual inspection does not reveal the causes, clean the
equipment well using a soft, dry, lint-free cloth (cleaning processes that involve spraying a
pressurized insulating solvent and using degreaser aerosols are absolutely forbidden) then re-
measure. If cleaning does not reveal the causes, dry the equipment for a minimum of 4 hours using
heat and fans. Then re-measure.
ii- Make sure that the connected cables are removed and have a safe distance to avoid spark.
iii- This test shall be done before and after the High voltage power frequency test (Hi-Pot)
iv- The test results values of test after High voltage power frequency test (Hi-Pot) should be compared
with the measured test results values before the High voltage power frequency test (Hi-Pot).

transformers, bushings and insulators. The C.B (Inc/Out) shall be in service position and
switched ON.

4. Discharge the C.B manually to make sure it is not charged.
5. Protection relay settings must be reset to approve protection setting values.
6. After rack in the C.B, switch ON the motor charging MCB.
7. After energizing the C.B and everything is stable, re-adjust the protection relay settings to be
according to customer/ study values.
3.11.2 For outgoing C.B:
3.11.2.1 Procedures
1. All outgoing C.B’s must be in TEST position.
2. All earthing switches must be OFF.
3. All motor charging MCB must be switched OFF.
4. Discharge the C.B manually to make sure it is not charged.

17. Verify that fuse and/or circuit breaker size and type correspond to drawings.
18. Verify that current and potential transformer ratios correspond to drawings.
19. Verify that all the interconnection control wires between the cells have been made correctly

20. Verify that customer connections to remote power, operators, interlocks, and indicators have
been made.
5.2 Commissioning:
5.2.1 Functional test:
5.2.1.1 Used Test sheet and/or check list:

5.2.1.2 Procedures
1. Check the availability of the required auxiliary supply for control operation.
2. Make sure that cables are centered inside the triode (if found) and the triode direction and
connection are according to the catalogue.
3. Perform insulation-resistance tests (Megger Test) at the DC test voltage appropriate for control
wiring in accordance with Table 2.
4. Perform a control wiring performance test by applying control voltage and Verify that the
equipment operates as intended.
5. Perform function operation test to prove correct interaction of all sensing, processing and
protecting devices also proves that the control/auxiliary supply is connected properly and alarms
and indications are appearing correctly.
6. Test individual circuit breakers or switches in accordance “Section 3.5—MV C.B”.
7. Test protective relays in accordance with “Section 3.6—Protective Relays”.
8. Tests instrument transformers in accordance with “Section 3.8: Current Transformers “and
“Section 3.7: Voltage Transformers”
9. Perform functional interlock test to prove the proper operation and indications of interlock
scheme (electrical / mechanical)
10. Test the anti-condensation heaters by connecting the power supply and measure the consumed
current using clamp meter and check the settings of the thermostat.
11. Check ventilation fans operation.
12. Measure resistance of power fuses (if any)
13. Energize contactor using an auxiliary source. Adjust armature to minimize operating vibration
where applicable.
5.2.2 Insulation Resistance Test
5.2.2.1 Used Test sheet and/or check list:

5.2.2.2 Procedures:
1- Perform insulation-resistance tests (Megger Test) on the circuit breaker / contactor phase-
to-phase and phase to ground at the DC test voltage appropriate for the equipment’s
maximum rated voltage in accordance with Table 2.and record the insulation resistances
value.

2- Perform insulation-resistance tests (Megger Test) on the circuit breaker across open poles
at the DC test voltage appropriate for the equipment’s maximum rated voltage in
accordance with Table 2.and record the insulation resistances value.
Notice:
1- Insulation-resistance tests (Megger Test) to be performed BEFORE and AFTER the HI-POT test.
2- Make sure that the connected cables are removed and have a safe distance to avoid spark.
5.2.3 High Voltage Power Frequency Test (Hi-Pot)
5.2.3.1 Used Test sheet and/or check list:

5.2.3.2 Procedures:
1- Perform dielectric test (Hi-Pot) on each section.
2- C.B and or contactor in service and closing position.
3- Test voltage shall be 80% of the values indicated in table 4.
Notice:
1- Megger Test and HI-POT test to be performed directly (with in the same day/max 24 hours)
before startup (Energizing). If the startup phase will not follow the comm. phase (there will be time
gap in between), these tests will be delayed to be performed directly before Energizing.
2- Megger test and HI-POT test will be performed along with the switchgear (As a part of the
switchgear at the same time unless the feeder is supplied separately)
3- Don’t carry out HI-pot test on contactor equipped by power fuse, it should be replaced by Dummy
fuse
4- Make sure that the connected cables are removed and have a safe distance to avoid spark.
5.3 Pre-Energization Checks:
5.3.1 Used Test sheet and/or check list:

5.3.2 Procedures
1. Check that Panels has been appropriately cleaned.
2. Review checklist and test sheets of Pre-commissioning and commissioning phase
3. Verify all power cables are connected inside the switchgear.
4. Check that lubricants have been applied to the recommended places.
5. Check that Barriers, covers and shutters are installed in its place.
6. Check that P.T fuses are installed correctly.
7. Ensure that all C.B /load break switch in off position.
8. Check that all earthing switches are in off position
9. Incoming cables to the panels are connected with the right phase sequence.
10. Verify that there is no loose metal parts (washers, screws... etc) inside the panel.
11. Check that all hand tools are complete and nothing is missing inside the switchgear.
12. Verify that the protection settings are in accordance to approved protection settings.
13. Ensure that all control MCB or fuses are in off positions.

test. In addition, insulation resistance tests are performed to establish a trending pattern and a

8. Safety precautions of testing and inspection of Medium Voltage
Components:
1- Complete the safety documents “Risk Assessment, LOTO checklist & written
work permit”
to identify site hazards and control measures before starting work.
2- Ensure safe manual handling of medium voltage components and use
“mechanical gloves” while handling sharp edges.
3- Ensure that you are working in safe site condition with good ventilation and
sufficient
lighting.
4- Avoid working while other contractors are working above your working area to
avoid fall
of object that may cause injury to Schneider’s employee or damage to
equipment.
5- During insulation resistance test, Dielectric test and phase sequence test:
Never touch the test piece body till ensuring the disconnection of power of
electrical testing equipment (e.g.: Megger) using appropriate PPE.
6- Ensure that you are using the electrical testing equipment in a safe position.
7- Use appropriate Personal Protective Equipment (PPE) such as: Helmet,
electrical insulated gloves, mechanical gloves, safety shoes, safety glasses,
ear plug, dust mask, full body harness, arc rated face shield, arc rated coverall,
…. etc.) and any other PPE required according to site condition.
8- Use arc flash PPE in energizing the switchgear by qualified persons only and
keep others away from working area.
9- Ensure that the site condition is safe and if it is not safe, don’t do it.
