mining and mine closure plan has been prepared under rule WBMMCR, 2016 issued by the
Present Mine plan is prepared for the excavation of brick earth. The brick kilns an owner has
been excavated brick earth from his owned land and no need to agreement for excavation of

3. 0 Geology and exploration
BIRBHUM lies between 23°38’ and 24°32’ North latitudes and 87°05’ and 87°56’ East
longitudes. The geographical area of the district is 4545 km². It is the westernmost district
of West Bengal. It has a sub tropical climate and Temperature is varies from 2.8°C in winter
to 42°C in summer.

rock types found in Manbazar while Proterozic soft, flaky phyllite and mica schist belonging to
the Singhbhum Group, composed of quartz, muscovite and biotite mica, are the dominant
rocks in Banduan area. Due to undulated topography mainly 50% of rainfall flow away as
runoff. A considering part of the district is covered by Residual soil formed by weathering of
bed rocks.
The soil of BIRBHUM district is undulating tract of high ridges and low valleys. The major
part of the district is plain. The alluvial areas are found in very narrow strips
along the rivers. The valleys are steep along the rivers. Alluvial fans are found in the
fringe areas of Ajodhya hills. The soils of the district are mostly sedentary in nature.
Colluvial soil is found only in valley bottom. Soils of undulated uplands are shallow,
gravelly, coarse having low water holding capacity. These lands are either severely

3.3 Local Geology:
The area is plain/level agriculture land. The PP has his owned plot for excavation of Brick
Earth up to 2.0m depth for a period of 5 years. The area will be leveled after The end of period

Normally mining will be done by manual method but in case of need excavators may be

4.0 Reserves and yearly excavation:
a) Give estimates of geological reserves along with grade under proved, probable and

Geological reserves area 14130 cum insitu- calculations are based on the area of each Plot of
land X 1.80m depth of excavation from surface. For Brick Earth, excavation up to 1.80m from

Development and production program—
Methodology of Mining:/Proposed Mining Method:
Manual open pit mining will be carried out. Depth of the excavation will be limited to 2.0m
from surface. A 7.5m wide strip of land along the periphery of each plot of land will be left
intact for safety of mining operations and saving the nearby agriculture fields from
inadvertent encroachment while carrying out mining.

5.5 Conceptual Mine plan—
At the end of mine life and the before expiry of the agreement with landlord, the area
of each plot of land will be leveled and topsoil spread over it. The edges along the
periphery will be mildly rounded off for making the land suitable for entering the

1. Material Procurement: The clay is mined and stored in the open. This makes the
clay soft and removes unwanted oxides.
2. Tempering: This clay is then mixed with water to get the right consistency for
moulding. Mixing is done manually with hands and feet. Sometimes and in certain
areas, animal driven pug mills are use.
3. Moulding: A lump of mix is taken, rolled in sand and slapped into the mould.
Initially moulds were made of wood, now metal moulds are used. Sand is used so the
brick does not stick to the mould.
4. Drying: The mould is emptied onto the drying area, where the bricks are arranged
in a herring bone pattern to dry in the sun. Every two days they are turned over to
facilitate uniform drying and prevent warping. After two weeks they are ready to be
burnt.
5. Firing: The green bricks are arranged in a kiln and insulation is provided with a
mud pack. Fire holes left to ignite the kiln are later sealed to keep the heat inside.
This is maintained for a week. Firing like other operations also depends on the
knowledge and experience of the brick maker.

6. Sorting: After the kiln is disassembled. The bricks are sorted according to colour.
The Colour is an indication of the level of burning. Over burnt bricks are used for
paving or covering the kiln while slightly under burnt bricks are used for building
considering the local soil and climatic conditions. In different areas, different soil
types are used with respect to local situation. The three general approaches for firing

7.0 Reclamation plan—
Total area available for mining in the 2 plots of land is 0.3294 ha assuming that 0.2m
of topsoil exists; a total quantity 658.84 cum topsoil may be scraped and kept for
future use on the peripheral strip of land. At the end of mine life and the before
expiry of the agreement with landlord, the area of each plot of land will be leveled

8.0 Strategy for production of river course, Nallas, Water tanks, Villages,
Important monuments, if any
No river course, Nallas, Water tanks, Villages, Important monuments exist near the 2
plots of land allotted for carrying out excavation of Brick Earth and therefore no
strategy is required to be framed.

PP is required to comply with the direction as per MoEF & MINE'S act 1952 & rules
(i) A 7.5m, wide strip of land along the periphery of each plot will be left intact
(iv) The excavation will not alter or obstruct any natural drainage.
(v) As a welfare measure, PP will arrange adequate supply of potable water for
all the workers, first aid facilities and personal protective equipments like,
water proof safety shoes, hand gloves, nose masks, helmets and goggles.

10.1 Conclusion—
This mining area is small and in the agricultural fields. Mostly local peoples are
employed in this activity. There will be minimum adverse affect of this activity on the
drainage system.
A brick is a block made of clay burnt in a kiln. It is one of the primary building
materials known to mankind. Over time, bricks have appeared, gained prominence,
lost importance and then come to the forefront again with various styles of
architecture. Burnt bricks were used in ancient Indian civilizations. They are still
being used as filler materials for framework structures as well as to construct load
bearing structures.
Besides to generate a number of direct employments, indirect employment will also
be generated in this area by this activity. This is also a source to generate revenue to
the Government. It can be concluded from the above facts that the mining of brick
earth from this area will not have any adverse impacts but would help in improving
the socioeconomic condition of the surrounding villages. Hence this mining plan may
kindly be approved at earliest.

4.2. Water Quality Management:
Mining will be carried out up to 2.0m depth from the surface and will not intersect ground
water table. There is no river nalla pond in the mine pit area therefore water quality will not
get effected.

Manual operations/insignificant dust. AAQ quality will not get affected.

No solid waste will be generated and no disposal is needed.

In accordance with Notification No. SO.141 (E), New Delhi, dated 15th January, 2016 made by
MoEF, New Delhi, it has become mandatory to obtain prior environmental clearance for mining
of minor minerals irrespective of the area of mining lease. Hence necessary environmental
clearance is required to this project considering is as B2 category project.

The project is meant for manufacturing brick. The brick earth will be Semi Mechanized
excavated from the area and molded into unburned brick for finally burning into a nearby kiln.
The brick will be used for civil construction purpose.
2.4 NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR REGION
Project is needed for manufacturing brick to meet the demand of the brick for civil construction
purpose. It is required in rural as well as urban areas. It will provide direct and indirect
employment opportunity to the nearby residents.
With the development of the locality, the region as well as the country will also develop. With
increasing population of the country there is continues demand for new houses.
There is more demand and less supply and therefore the production of bricks by Project
Proponent will bridge the gap between demand and supply upto a certain extent.
The proposed digging / excavation activity is for obtaining ‘Brick Earth’ for manufacturing
ofbrick by burning in Brick Kiln. Being not a costly material its export is not economically
feasible.
Local laborers shall be engaged from the nearby villages for digging / excavation of earth and
loading / handling of Brick earth. In addition indirect employment will be given to the owners
of local shops, tea stalls etc.
Man Power —

The lease area is 0.6960hectare. 1185.72 m3 of ‘Brick Earth’ per annum is proposes to be
excavated Semi Mechanized for manufacturing Pakkabricks. The project is interlinked with a
brick kiln which manufactures Pakka bricks after burning the kaccha bricks prepared at mine
site.
3.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION, AND PROJECT BOUNDARY &
PROJECT SITE LAYOUT) WITH COORDINATES.
3.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE,
PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED
Since these is a mining project dependent of availability of minerals, it can not be shifted at
will. The site is suitable for excavation of brick earth because after excavation the land will
become suitable for agricultural purpose. As a result of mining of brick earth, practically there
will be no adverse impact on the environment of the area. No drilling/ blasting is required for
these type of mining.
It is proposed to excavate 1185.72 m3of ‘Brick Earth’ per annum from a total lease area of
0.7850 hectare for the purpose of manufacturing Pakka brick.
3.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM/FLOW CHART SHOWING
THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD BE GIVEN).
3.6 RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA
OF FINAL PRODUCT/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT
Since, it is a Brick Earth mining project, no raw materials are required carrying out mining
operations. The excavated brick earth will itself be used as raw material for manufacturing
Pakka brick after burning. The brick will be transported by road with tractor-trolleys.
It will be ensured that full use is made of the excavated brick earth. After completion of
extraction of brick earth the excavated portion will be leveled up and top soil stacked earlier
will be re-laid so that used again for agriculture purpose.
3.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY / BENGAL REQUIREMENT AND SOURCE
For Human consumption ground water will be used Ground water. For other purpose, the rain
water stored in worked out pits will be used.
3.9 QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FORMANAGEMENT/
DISPOSAL
There will be no generation of solid waste in the course of mining. However the top soil layer
will be removed separately and stacked for re-using or the purpose of reclamation of the
excavated land.
4.1 CONNECTIVITY
The Village HIRAPUR is situated at distance of about 37.1 Kms from District Headquarter
Birbhum via Suri Roadand the field is situated 1 Kms away from village.
The area is plain land. The PP has signed an agreement with each of the 2 Plots owners of land
for excavation of Brick Earth upto 1.8 m (5.9 feet) depth for a period of 5 years. The area will
be leveled after the end of agreement period and land will become suitable thereafter for
normal activity.
4.3 Topography
The lease area has some undulations and The highest elevation is 40 m AMSL.
The entire area of lease is non agricultural land. The information regarding the distance of the
project from Forests, National parks, Water Bodies etc have been furnished in Form-1 M. The
project is not located within the notified industrial area.
The Village HIRAPUR is situated at distance of about 37.1 Kmsfrom District Headquarter
Birbhum via Suri NH 14and the field is situated 2.6 Kms away from village.
The climate, especially in the upland tracts to the west, is much drier than in eastern or
southern Bengal. From the beginning of March to early June, when the monsoon sets in, hot
westerly winds prevail, the thermometer in the shade rising to around 45 °C (113 °F). The
westerly winds die down around sunset and allow cool winds to blow from the south. The
monsoon months, June to September, are comparatively pleasant, as the weather is not as
sultry as in other parts of Bengal. The total average rainfall is 1,400 millimeters (55 in), the
bulk of the rain coming in the months of June to September. Winters are pleasant with
temperatures dropping down to below 27 °C (81 °F) in December.
5.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC) TOWN AND
COUNTRY PLANNING/DEVELOPMENT.
It is very small unit meant for manufacturing Pakka bricks. The area is not covered under any
town planning or development authority scheme.
Since only local people will be employed at the mine, except for supervision purpose, there is
no likelihood of increase in the population of the area as a result of coming up of the project.
5.3 LAND USE PLANNING (BREAK UP ALONG WITH GREEN BELT ETC.).

The kiln is already connected to the main road through a fair weather road. Fair weather
roads for connecting the mining sites to the brick kiln will have to be constructed. Practically
there will no requirement of social infrastructure.
5.5 AMENITIES/FACILITIES.
Since the local people will be employed at the mine, there will be no need of providing
residential facility.
The mining site will be c connected to the brick kiln site by constructing unmetalled roads.
Since there will be no residential area within the lease hold there will be no requirement of
developing sewerage system. The liquid effluent coming out of the toilets at the mining site
will be taken to soaking pits.
7.1 POLICY to be adopted (Central/State) in respect of the project affected persons including
home oustees, land oustees and landless laborers (a brief outline to be given)
There will be no requirement of rehabilitation and resettlement because not even a single
person will be required to move out of his/her residence.
The mine will open after getting environmental clearance. It will be possible to work the mine
only during the period from November to May every year. The estimated cost of the project is
9.0 Lacs.
(i) Financial and social benefits with special emphasis on the benefit to the local people
including tribal population, if any, in the area.
The project will provide employment to the people of the area in which available job
opportunities are less.
As a result of these the socio-economic status of the people will increase. Moreover the land
which is presently not suitable for agriculture purposes will be converted into land suitable
for agricultural purposes. This will be a great advantage to the land owners.
