LICENSING The Construction Industry Authority of
the Philippines (CIAP) is a government

WHAT IS AN ENVIRONMENTAL COMPLIANCE
CERTIFICATE (ECC)
What is an ECC?
It's a document that allows a proponent to
undertake or operate a proposed project
that is declared environmentally critical. It
signifies that the project has been
assessed for its potential environmental
impacts and that the proponent has
committed to implementing measures to
mitigate these impacts.
The Environmental Compliance Certificate (ECC) is issued by the
Environmental Management Bureau (EMB) of the Department of
Environment and Natural Resources (DENR) in the Philippines.
ENVIRONMENTAL COMPLIANCE CERTIFICATE -
DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES
(ECC-DENR)
The Environmental Compliance Certificate (ECC) is a document
issued by the DENR/EMB after a thorough review of an ECC
application. It certifies that, based on the proponent's
representations, the proposed project or activity will not result in
significant negative environmental impacts. The ECC also
confirms that the proponent has met all the requirements of the
Environmental Impact Statement (EIS) System and has
committed to implementing the approved Environmental
Management Plan. Additionally, the ECC outlines specific
measures and conditions that the proponent must follow both
before and during the project’s operation, and, in some cases,
during the abandonment phase, to mitigate potential
environmental impacts.
WHO IS REQUIRED TO APPLY FOR THE DENR’S ENVIRONMENTAL
COMPLIANCE CERTIFICATE (ECC)?
Any proposed projects classified as Environmentally Critical Projects (ECPs) or located in Environmentally Critical Areas (ECAs),
and that are expected to have significant environmental impacts, must obtain an Environmental Compliance Certificate (ECC)
from the DENR.
DENR-EMB ECC REQUIREMENTS
Below are some of the requirements to obtain an ECC, depending on the nature of the project:
Letter of request addressed to DENR-EMB declaring intent to receive ECC
Authorization from LGU confirming the suitability of the proposed project to the existing land use plan
Geo-tagged photos of the proposed project site
Map of the project area and affected areas, displaying a minimum of 1 km from the project boundaries
Staffing requirements
Project description, including raw materials that will be used and the type of technology to be used
Type and volume of products and discharges
Schematic diagram of the air pollution control facility
Schematic diagram of the wastewater treatment facility

LAGUNA LAKE DEVELOPMENT AUTHORITY
The ECC process under the Laguna Lake Development Authority (LLDA) refers to the procedure for securing an
Environmental Compliance Certificate (ECC) for projects or businesses operating within the jurisdiction of the
LLDA. This process ensures that projects comply with environmental regulations and minimize their
environmental impact.
IMPORTANCE LLDA CLEARANCE APPLICATION
1. Application form, duly accomplished, signed, and notarized.

Process for Obtaining an ECC for HLURB/DHSUD Projects
1. Determine ECC Applicability Not all real estate projects require an ECC. Small-scale projects (e.g., less than 1 hectare or fewer than
10 units) may be exempt. Large-scale projects (e.g., subdivisions, condominiums, housing developments) require an ECC.
2. Prepare Required Documents
