1. Purpose

The purpose of this method statement is to identify hazards, a safe system of


work and methodology for over pumping works. Over pumping is required to
maintain the existing sewer flows and house connections during the proposed
utility construction works. It is required to isolate the sewer flow from existing
manhole 5/M12/A to 5/M10.

2. Scope

This method statement is intended to outline the activities and the methods
used for working on the existing sewer line and storm water line services to
facilitate excavation works and construct temporary over pumping and
temporary diversions.

3. Permit / Licenses

The Contractor will ensure compliance with all legal requirements with regards
to permits and licenses from the Authorities prior to start of any activities on
site as per table below.

4. Health and Safety

 No specific hazards identified outside the scope of Construction Health


and Safety Plan. Regular compliance inspections by the Site Engineer and
Safety Department will take place throughout the works. Site Specific Risk
Assessment attached.

 Care must be exercised when working in or near live sewers and tests
must be made to verify that no methane or other toxic gases are
present before anyone enters an existing manhole or confined space

 Appropriate safety equipment will be provided and every person that enters
into a confined space will be given a briefing relating to the specific hazards
of the work and the control measures required and detailed in the task
specific risk assessment.

5. Environmental

No specific environmental hazards identified outside the scope of the


Construction Environmental Plan.

6. Quality

The inspection and test plan (____) for the over pumping works
summarizes various characteristics to be checked. The concerned Site
Engineer will be responsible to ensure stage wise compliance for these
operations, and the QA/QC Engineer will carry out quality control checks
and report the inspection results. All tests will be carried out by approved
testing laboratory. Notice of work will be given to the client 24 hours in
advance. The inspection reports will be the verification documents for
meeting the requirements of the project.

7. Responsibilities

The Site Engineer and Foreman/Supervisor are responsible for the control
of the works and for ensuring all method statements and health & safety
requirements and control measures are known to all personnel prior to
starting the construction activities and are implemented throughout the
construction site.

8. Sequence of Works

8.1 Traffic Management

 Local residents and businesses were informed by letter I posters of the works
that was intended within the vicinity.

 Traffic Management plan will be produced to delineate areas of work and traffic
with all the necessary signs compliant with QWZTMG.

 Existing access to businesses and pedestrian access will be maintained


where possible with signage for pedestrian routes.

 Plastic barriers will be placed to remove parking areas to prevent vehicles


from parking to allow for the working area.

 Existing 2 way traffic flow will be altered to a 1 way flow outside the shops with
diversion signs in place.

Control Measures:

 Provide signage at site entrance to warn road users and pedestrians.

 Install fencing and barriers to protect pedestrians and site staff working within
the working zone.

 Concrete barriers will be located on the side of traffic where excavation is


taking place.

 A separate pedestrian route will be provided, which will also be signed and
separated from live traffic.

 Traffic route will be properly maintained and the 1 way flow width to be
restricted to 3.3m.

 All working equipment will be within the barricaded areas.

 All site operatives shall wear high-visibility clothing and appropriate PPE.

 Traffic flasher lights to be maintained and operation thought the duration for
night time warning visibility

Description of hazards:

 Pedestrian safety from live traffic and site vehicles.

8.2 Testing
 Manhole covers will be kept open for 60 minutes to exhaust any gases
accumulated in manholes.

 Before entering any confined space, the atmosphere shall be checked for
the presence of toxic gases, flammable gases, and oxygen level. Sufficient
calibrated gas monitors shall be provided to continually monitor the
atmosphere in all confined spaces and all areas adjacent to sewage where
men are working.

 The inlet manhole gases concentration is tested and verified to be within the
allowable limits for man access as per the HSE procedures and risk
assessments.

8.3 Installation

 Precautions must be taken before entry into a manhole, chamber or other


confined space listed on the Qatar Construction Standards 2010.Section
8.Part 1.General.

 Work will commence only after receipt of permit from ASHGHAL 0 & M.

 Number of 6" diesel Sykes pumps, 90 liters/sec. capacity (duty + standby)


will be installed at existing sewer manhole.

 Temporary over pumping arrangement for pumping of existing sewer flows


from existing sewer manhole to manhole will be installed. Existing house
connections connected with manhole will be diverted to other operational
manhole as shown in the drawing. Secondary emergency over pumping
arrangement will be kept ready.

 When the flow in a sewer line is plugged, pumped and bypassed or


diverted sufficient precautions must be taken to protect the sewer lines
from damage that might result from sewer surcharging. Further,
precautions must be taken to ensure that sewer flow control operations do
not cause flooding or damage to public or private property being served by
the sewers involved.

 Stoppers shall be suitable for the sizes and classes of pipe in which they
are used and must not cause damage to existing pipes. Stoppers must be
able to withstand the maximum possible differential head at each location

and shall be fully restrained in accordance with the manufacturer's


recommendations.

 Entry into the manholes will be avoided wherever possible. However, if persons
are required to enter into a confined space, they will wear a full body rescue
harness that is attached to a rescue tripod outside the confined space.

 Over pumping will be then carried out pumping the existing flow from
manhole to manhole. Temporary plugs will be installed at upstream end of
manhole and downstream end of manhole to avoid any flow of sewage
between manholes.

 Over pumping is maintained until completion of new proposed storm and


sewer manholes. Duration required is 6 months.

 Existing manholes used for over pumping shall be covered temporarily by


steel plate 25 mm thick.

8.4 Flow and Pump Requirement Calculation

 Expected flow in the existing line is calculated as below:

Capacity of pump provided = 90 I/sec.


Pipe Diameter = 250 mm
Pipe Area = 0.049m2

Maximum Flow = 0,049 x 1000 x 0.66 = 32.3 I/sec.

8.5 Maintenance and Over Pumping Hours

 The over pumping network will be supervised and monitored 24 hours / 7


days a week and daily log sheets will be kept, further, contractor shall be
responsible for pumps regular maintenance in coordination with PWA O&M, as
required.

 Sufficient lighting, warning sign boards & barricades will be maintained at all
times and operators, watchman will be stationed at location to monitor the
works throughout the duration of over pumping.

 All Night work will comply with HSE Construction Plan. A light meter shall be
provided and controlled by the HSE Department to check illumination levels.
The minimum Illumination of the work area to be provided is shown in the table
below.

Tower lighting shall be placed in locations that will illuminate all work areas
designated for Night Shift Work.

8.6 Noise Mitigation

 Exposure to high noise and vibration levels whilst at work can cause harm to
personnel. Controls must be introduced to mitigate the potential damage. Silent
type of Pumps and Generators shall be used.

 Maximum allowed noise limits as per guidelines of SCENR Qatar (Supreme


Council of Environment & Natural Resources) is 45 dB at night time.

8.7 Pipe Protection


 Over pumping line will be protected by steel plates in road crossing.
Alternatively duct embedded inside ground and the hose will be passed through
the ducts.

8.8 Removal
 Upon completion of works, demobilize all plant and equipment that have been
used. Clearing and reinstatement of the area shall be completed.
