CCLE RUBBER FZE

HEALTH, SAFETY & ENVIRONMENT (HSE) EMERGENCY RESPONSE PLAN


Location: CCLE Rubber FZE, Lekki Free Trade Zone, Akodo, off Coastal Road, Ibeju-Lekki,
Lagos, Nigeria

1. PURPOSE
The purpose of this Emergency Response Plan (ERP) is to establish a clear, coordinated, and
effective procedure for responding to emergencies at CCLE Rubber FZE to minimize injury, loss
of life, property damage, and environmental impact.

2. SCOPE
This plan applies to all employees, contractors, visitors, and operations at CCLE Rubber FZE's
facilities, including production areas, warehouses, offices, and surrounding premises.

3. EMERGENCY TYPES COVERED


• Fire Outbreak
• Chemical Spill/Leak
• Workplace Accident/Injury
• Explosion
• Natural Disasters (e.g., Flood, Storm)
• Medical Emergencies
• Security Threats (e.g., intrusion, violence)

4. EMERGENCY RESPONSE TEAM (ERT)


An Emergency Response Team (ERT) has been designated with the following roles:

5. EMERGENCY PROCEDURES
5.1. General Guidelines

• Remain calm and do not panic.


• Immediately report the emergency to the nearest supervisor or call the Emergency
Coordinator.
• Follow instructions given by the Emergency Response Team.
• Assist any injured or disabled persons if it is safe to do so.

5.2. Fire Emergency

• Activate the nearest fire alarm or shout “FIRE! FIRE! FIRE!”


• Evacuate the area using the nearest safe exit.
• Assemble at the designated Muster/Assembly Point.
• Fire Warden to ensure area is cleared and assist fire responders.

5.3. Chemical Spill/Leak

• Alert nearby personnel and evacuate the area if necessary.


• If safe, contain the spill using spill kits.
• Report immediately to the HSE Officer.
• Specialized personnel will handle chemical neutralization and clean-up.

5.4. Workplace Accident/Injury

• Alert First Aid Officer immediately.


• Administer first aid if trained to do so.
• Do not move the injured person unless necessary for their safety.
• Incident to be reported and documented promptly.

5.5. Natural Disaster

• Follow public announcements and Emergency Coordinator instructions.


• Shelter in place or evacuate as directed.
• Avoid windows, heavy machinery, and unstable structures.
5.6. Medical Emergency

• Call designated first aid responders.


• Call hospital or ambulance if situation requires.
• Provide all necessary information (location, nature of emergency).

5.7. Security Threat

• Notify Security Lead immediately (CSO).


• Avoid confrontation.
• Secure your area if safe to do so.
• Follow lockdown or evacuation instructions.

6. COMMUNICATION PLAN
• All emergencies must be immediately reported to the Emergency Coordinator/Factory
Foreman.
• Internal communication through radio channel, alarms, and public address systems.
• External communication to emergency services: Fire Service, Medical Services, Police.

7. TRAINING AND DRILLS


• Regular training on emergency response procedures for all staff.
• Conduct emergency evacuation drills at least quarterly.
• First Aid and Fire Fighting Training for key personnel twice a month.

8. POST-EMERGENCY ACTIONS
• Conduct a headcount at the Muster/Assembly Point.
• Provide medical aid if necessary.
• Complete an Incident Report Form within 48 hours.
• Conduct an investigation and root cause analysis.
• Review and update emergency procedures if necessary.

9. EMERGENCY EQUIPMENT
• Fire extinguishers
• First aid kits
• Spill containment kits
• Emergency alarms
• Personal protective equipment (PPE)

10. REVIEW AND REVISION


This Emergency Response Plan shall be reviewed annually or after any major incident to ensure
relevance and effectiveness.
