Subject: PKG#190 - Lack of Progress/Manpower

Dear Sir,

This letter serves as a formal notice of the Contract Administrator's


dissatisfaction with the current rate of progress and the inadequate
manpower allocated to the Works. The Contract Administrator observes that
this delay raises serious concerns regarding timely completion.

The Contractor is obligated to carry out and complete the Works within the
Time for Completion. The Contract Administrator notes that the current pace
of work does not demonstrate a commitment to fulfilling this obligation
within the stipulated timeframe. Pursuant to Sub-Clause 6.1 (General
Obligations), Sub-Clause 6.2 (Performance) of the Conditions of Contract

The Contract Administrator observes that the number of workers currently


deployed on-site appears insufficient to execute the Works in accordance
with the agreed-upon timeline. This inadequate manpower allocation has
resulted in a noticeable lack of progress across the Project.

The Contractor is hereby instructed, pursuant to Sub-Clause 17.7 (Rate of


Progress) of the Conditions of Contract, to take immediate and effective
steps to rectify the number of workers on-site to be sufficient to ensure that
the Works proceed at a pace that guarantees completion within the
stipulated timeframe.

The Contract Administrator will continue to closely monitor the progress of


the Works and expects to see significant improvement in the coming weeks.
Failure to demonstrate a satisfactory rectification in manpower and progress
may necessitate further action in accordance with the provisions of the
Contract.
