SPECIFIC RULES FOR DEBATE

(Junior & Senior categories)

RULES :

a) The Competition will be conducted in TWO Categories.


i) Juniors ( Students of IX & X)
ii) Seniors (Students of XI & XII)
b) Each school should send only TWO students in each category, who shall constitute
a team. One participant shall speak in favour of the motion and the other against it.
This will be decided on the spot by draw of lots, right before the debate. However, the
speakers who initiate both the motions of the debate will get two extra minutes for each,
at the end, after all the participants have spoken.
c) The format of the Debate will be same as “Frank Anthony Memorial Debate” of the
Council. Each speaker will be given 4 minutes. At the end of 3rd minute, a warning
bell will be given. The final bell will be sounded at the end of the 4th minute.
d) Speaking less than 3 minutes and more than 4 minutes will entail a deduction of 5
Marks by each Judge.
e) Timer will start as soon as the participants start speaking.
f) Participants will be given the topic on the spot and One hour is allotted for
preparation.
g) The use of Internet / any electronic gadgets during preparation time is not permitted
h) The speakers will address the chair only.
i) Reading from previously prepared script, paper or aid will attract minus marks.
j) Un-parliamentary language should not be used. No personal comments or observation
should be made against any religion, caste, community, political party or individual. The
matter should be limited / related to the topic only.
k) A lively rebuttal / refutation for two minutes can follow each speech.
l) Speakers will be adjudged for content, diction, delivery, manner, demeanor, language,
and argument / rebuttal.
m) Participants are not allowed to wear their school uniform; they are to be dressed
in formal wear. Participants are to produce school ID Card at the time of
registration.
n) Points awarded by individual judges will be added for each speaker and then for each
team.
