Execution Approach Overview Project Kick-Off, Chartering, Interactive Planning The nature of the project delivery execution mandates

that there will be mutual understanding between all project team members. The meeting with EMAL, SNC lavalin representatives and Tecton EPC project team will outline the project scope, objectives, deliverables, management expectations and areas of individual responsibilities. As soon as we are notified to proceed, we will schedule a project kick-off chartering meeting to be attended by key personnel assigned to the project. The kick-off meeting will be the time to set the tone and the track of the project. Closely following the kick-off meeting will be an interactive planning session for key stakeholders and EPC personnel, during which we, as a team, will identify and agree upon key planning, process and project execution issues. We will identify key milestones, both in terms of timing and responsibility, noted on a schedule milestone tag and attached to the schedule. The completed schedule, with buy-in from all parties, will be converted into an electronic schedule. Project Procedures/Information Flow Communication between all disciplines is essential to the successful completion of the project. Our Project Manager is responsible for ensuring that information flows to the correct people in both organizations. To this end, we have systems established in our Project Delivery System that outline the requirements for all correspondence and systems to support project execution, such as: Project Delivery Plan Project Quality Plan Project Procedures Manual Project Coordination Meetings Project Notes Monthly Progress Reports Telephone Confirmations & Letters Client Approvals & Client Surveys Transmittals & Project Close-out Report

Design Phase During design phase tecton has conducted the case studies of site conditions, all the design site parameters can studied and analyzed completely in order to do a comprehensive Basic engineering package. The phase includes the study and analyse the well intake system, All piping route studies, HSE study, Site surveying, Electrical integration points, Control system integration and so on. The Basic engineering package includes design of all electromechanical equipments based on the client requirements and site studies which related to the project .It includes the submission of detailed process and instrumentation diagram, plant layouts, Submission of all process related calculations. After the approval of the basic engineering package. Upon the 14 days period of review and approval from the client Tecton is Furthur precedence of engineering. Engineering phase After the approval of basic engineering package, Tecton has Furthur precedence of detailed design which is stated below, but not limited to the following. Hydraulics studies, Detailed PID (Including mechanical, electrical, instrumentation and control),Detailed general arrangement layouts,Detailed Piping Layout,Detailed wiring & trenching Layout and, Control System interlocking documents, Coordination with vendors for collection detailed equipment datasheet and all other related documents and drawings, Review and issue of equipment data sheets for quote/purchase ,Review of vendor prints, Submittal the Detailed engineering documents to the client. As the design develops, we will use a risk and opportunity matrix tracking system. This will document the risks and opportunities as they develop in design and review meetings in a living document. Controls reviews will be

undertaken formally by a facilitator independent of the design team.Separate value engineering and risk management workshops will be required during the development of specific packages. Outcomes from these workshops will be documented and acted upon by the design team. Engineering Plan Engineering will be executed consistent with the work process, procedures and specifications established for the Project. The Engineering Manager will lead the engineering effort and will work with all groups to obtain a common understanding of interfaces and how each group functions in relation to the overall team. The Discipline project Engineer is responsible for the planning, execution of the engineering design, including identification and compliance to EMAL technical requirements, scheduling, resource planning, Co-ordination with other groups, and technical content of deliverables. The engineering team will also be supported by off-project technical specialists who will provide design verification support. We will conduct weekly project coordination meetings to review technical issues, address action items, review progress and discuss open items. The chartered team, which includes key operations staff, will work together on the detailed design in the integrated project/design office. All involved disciplines and parties will be encouraged to add input to the design to achieve innovation, value, and cost and time-saving solutions. Timely participation and effective communications will produce the best possible results, with the least rework. We will develop an agreement on design review protocols with Engineers and invite them to participate in detailed design development teams. Erection supervision staff will also participate in the review process to ensure that all constructability issues are properly considered in development of the final design; including issues such as procurement and subcontractor packaging, scheduling and future upgrade allowances. Personnel will be issued with a design report that provides sufficient detail to convey the full design intent and procurement decisions and provide a basis for effective value engineering and controls reviews. Value Engineering Value engineering workshops will be required during the development of specific packages. Value engineering will be most advantageously employed during design development and prior to preparation of construction and erection documentation. The value engineering function is to ensure the capital, operational and constructability issues are encompassed in the engineered solution while addressing functionality, risk mitigation, sequencing, and procurement and contracting strategies. Piping and Mechanical The piping and mechanical designers will be responsible for overall plant layout, specification, material requisition, bid evaluation and technical support of the procurement activities to ensure delivery of technically compliant equipment in the shortest possible time. At project commencement, enquiries will be sent to vendors of the major pipe, valve and equipment suppliers to confirm availability of materials and equipment. Long-lead items will be procured without delay to ensure timely completion. Vendor documents will be reviewed for fitness for purpose, conformance with the purchase order, and compliance with project requirements. The vendor print review cycle will follow a project specific procedure. Instrumentation The instrumentation engineers are responsible for specifying and requisitioning all required instrumentation and control materials, contributing to the development of P&IDs, developing wiring/loop diagrams, reviewing equipment MRs, and preparing instrument location plans and installation drawings. The instrument index will be prepared and updated, and each component will have a brief service description, references to the P&ID, and system designation. Our team will issue a listing of input/output type and quantity requirements from the instrument index once the P&IDs have been issued. The following summary list of activities will be carried out by the instrumentation group: P&ID development assistance, Flow element calculations, Data sheets and instrument MRs, Instrument index, I/O schedules, Loop diagrams, Instrumentation cable schedules, Junction box drawings, Control schematic diagrams, Installation details, Review of vendor prints.

Control Systems The control systems group is responsible for producing the scope of work and managing the activities of the controls system integrator, selection of the control software and Control Console graphics, and contributing to the development of P&IDs. The following summarizes the planned activities for the group: P&ID development assistance, Review and approval of system integrator deliverables, Control Console graphics review, Control software development and testing, Connection of new control into the existing control, I/O testing, Factory acceptance testing, Commissioning verification and site acceptance testing. Electrical The electrical group is responsible for specifying and requisitioning all required electrical tagged or bulk materials, developing single line diagrams, layout of electrical equipment, producing elementary drawings and cable schedules, reviewing equipment MRs and preparing lighting plans. The coordination of tie-in will be supported by the electrical group. The following is a summary list of planned activities for the group: Single line diagrams ,Electrical equipment specification ,Electrical equipment layout drawings ,Cable tray layout drawings, Cable and panel schedules, Electrical installation detail drawings, Motor starter drawings, Inter connection drawings. Schedule Hierarchy The schedule hierarchy is the top-down, logical structuring of the project scope that defines and provides the means to display in the schedules all of the work to be performed in accomplishing the project objectives. The schedule hierarchy will be tiered so that any level of detail can be easily and completely rolled up to the next higher level. Project Summary Schedule The project summary schedule will be used by management to summarise the substance of the project schedule in an executive overview format. This produced through summarization of each areas milestones and identification of other key activities such as permitting, contractual deliverables, and the sequencing of activities to mechanical completion, commissioning, start-up and commercial operations. Area Milestone Summary Schedule The schedule will provide an integrated engineering, procurement and erection schedule reflecting major work activities, key engineering releases, long lead and critical material deliveries, mechanical completion dates, interim and overall contractual completion dates, and other key information as applicable. This schedule will establish the duration boundaries for the lower level schedules. The summarization, or roll-up, of this more detailed schedule will be facilitated by the schedule hierarchy and Primavera / MS Project activity coding structure. Area Detailed Schedule The detailed schedule will be developed using a work breakdown structure and a phased approach (meaning that as the specific scope is identified and quantified, additional activities will be added to the detailed schedules). Details will be continually mapped to the schedule and where necessary workarounds will be planned. This schedule will be developed within the first month of contract award. It will include the following: Length and milestones for design activities Milestones for critical design decisions: i.e. approval of P&IDs, layouts, etc. Third party review and approval requirements as applicable Durations for process equipment vendor development, manufacturing schedule and critical delivery dates

Regulatory approval scheduling Phased implementation/erection sequencing Erection and commissioning activity durations The detailed schedules will be resource loaded and leveled. An early and late-start engineering, procurement and erection percent-complete curve will be established for the project, and percent completes used for monitoring progress. The schedules will be monitored and updated manually on a weekly basis, and captured electronically monthly. Additional tools will be developed, such as drawing production (issued for design and erection), material requisitions, and purchase orders (issued and placed), and others as needed. Detail Monitoring Control Tools Material detailed scheduling will be performed by the procurement section using a procurement tracking system. Site need dates will be provided for use in these tools by erection based on the schedule and, if applicable, based on work package requirements. During erection, on a weekly basis we will provide a four-week look-ahead of the works to ensure the project team has maximum visibility of the proposed works. Project drawings showing layouts of the intended works will also be regularly posted in relevant areas. Critical Activities/Tie-ins As the project develops, there will be a requirement for tie-in bypasses. These windows will be coordinated, planned and agreed with the EMAL Engineer well in advance of the actual cut-in to provide safe execution and minimum disruption to the existing plant. An hourly tie-in schedule will be produced to plan the activities and manage the resources. All relevant tie-in drawings and material will be tracked well in advance to eliminate any risk of shortage. Procurement & delivery Upon the approval all the documents from 14days after submission, Our Procurement Plan will identify and incorporate (where relevant) the following: Identified supplier alliances or single-source suppliers Equipment packages required for project completion Specification responsibility Preparation and inquiry issuance responsibility Technical/commercial bid analysis responsibility Purchase order/subcontract issuance responsibility Vendor/subcontract technical drawing review responsibility Expediting responsibility Equipment inspection responsibility (none expected) Procurement requirements Early identification of and planning for items of equipment with projected long lead times Acquisition of adequate and accurate pricing and delivery information to support the cost estimate.

Tecton will use a materials management tracking system to electronically track the progress of all materials for the project. The system will track materials from requisition stage, through issue, to erection at the project site. Bid Receipt and Bid Summaries Tecton will commercially evaluate each vendor proposal on: Acceptance of terms and conditions Delivery schedule Price and cost extras to achieve equality between bids based on life-cycle cost analysis Firm prices versus escalation Payment terms and currency Budget Financial capability Warranties Spare parts Start-up and commissioning rates.

Finally all the equipments package according to the Packing procedure and sent same to the site as per the project plan. Erection Management Supervision of installation Administration Phase Activities The various activities planned during the Supervision of installation administration phase are summarised as: Participate in erection meetings on-site focused on safety, schedule and quality. Participate in weekly team meetings on-site. Manage erection to observe the quality of work and adherence to the design documentation and intent, and rectify observed defective work. Evaluate substitute materials and equipment for acceptability. Suggest requirements for special inspection or testing of the work, and review certificates of Inspections and tests for conformance to codes and ordinances. Hand over completed works in a systematic manner. A handover plan will be developed through the design phase. Generate record drawings based on contractor-provided as-built drawings approved by the Site Manager.

A strategy for managing logistics and space during erection will be developed based on the Constructability reviews carried out during the project. Quality Assurance Our work will be performed in accordance with our quality systems. A Project Quality Plan will be prepared and issued highlighting the project procedures. Specific contractual requirements will be documented in project specific procedures. All project work will be subject to internal audits. Discipline leads will have a primary responsibility to ensure that all aspects of the above system are fully applied by engineers and designers working on the project. All of the major equipment suppliers and contractors will prepare and work to approved quality plans. Hold points will be determined and reviewed by the Project Team. We have identified critical items of equipment that will require witnessed inspections.
