2. Prohibit all kinds of vehicles from parking on the streets at the Central Blood Bank to the exit in front of the Siam Commercial Bank, Kon Kaen University branch and on the parking lots of the Siam Commercial Bank from 6:00 a.m. to 1:00 p.m. or until HRH entourage leaves the event. 4. Prohibit all kinds of vehicles from parking on the motorcycle parking lots and on the parking lots at the entering-exiting routes of the College of Dentistry, southeastern direction of SW1 building from 6:00 a.m. to 1:00 p.m. or until HRH entourage leaves the event. 5. For the ambulances or vehicles carrying the patients from accidents and emergency situations, they can load and unload the patients at the Outpatients and Emergency wards on a normal routine, EXCEPT during or near the visiting time of ROYAL ENTOURAGE. NO ONE WILL BE PERMITTED TO USE THE SAME PATHWAYS AND SHOULD BE STOPPED AND WAITED. IF NECESSARY, THE PATIENTS SHOULD BE TREATED FIRST AT ANY NEARBY MEDICAL FACILITIES, THAT THE ADMINISTRATION HAD ALREADY PREVIOUSLY COORDINATED (and MADE THE ARRANGEMENTS), BEFORE SENDING THEM BACK TO THE SRINAKARIN HOSPITAL. The Hospital and medical services, in almost every corner of the world, should be 24x7x365. Even though the disaster struck in some areas, the concepts of hospital are to remain opened for public, to save lives and to provide medical treatments. According to this memorandum, the Administration requested any outpatients to be transferred to other hospitals or asked other hospitals to perform the similar services. Do you think the nearby hospitals can perform the quality services as well as the main hospital? There are things to be considered, such as patients' records; advanced medical tools and equipment; hospitals' infrastructures, technologies and intricacies; previous analysis and prognosis from Srinakarin's hospital; familiarization with the patients' behaviors and conditions, etc. However, the main important question is regarding to the "emergency". I could not imagine how challenging to maneuvers these vehicles, or even the ambulances, might be for the drivers because they will definitely encounter a lot of obstacles due to the familiarization within the vicinity. Every minute means to gamble the life and death of the potential Thai patient. To close down and to interrupt any medical services in order to welcome the Royal Entourage should be registered in the World Guinness Book of Records as the strangest welcome (mal)practice. I do wonder what will happen to the people who reside at the nearby Srinakarin hospital who might be needing the medical services during that period. Emergency can occur at any given moments. If someone lives only a few minutes away from this hospital, or has a few minutes to spare for his/her life, does it mean he/she needs to be transported to some medical facilities NEARBY? (I do not know how many kilometers or how long it will take a potential patient to arrive at these selected Nearby facilities.) I am unable to answer myself of what I would do if I have an emergency situation to

the person whom I love, such as anyone in my family member, who will be requiring a life-saving professional treatment from a nearby facility. If during that time, that nearby facility is closed because of this type of visit and I am required to travel for further kilometers, what will be the chance of his/her survival? "Let it be" ? Yes, it is easier being said than done. Anyone can argue that it is just a "what if" or "hypothetical" scenario. However, if it does really happen, as we know all the facts, that valuable life can be lost at anytime and anywhere. However, is it better to beat that "dead-odds" by having the services from the hospital nearby, if it happens to a loved one, isn't it? That prompts me to remember a powerful quote in Thailand, stating that "if you do not see the coffin, you will not shed the tears." Doungchampa Spencer
