BID QUALIFICATION CRITERIA (BQC)
1. Technical Criteria:
1.1 The bidder shall have successfully executed, at least one work order for similar job i.e.
Conducting AC/DC Interference Study through Software Modelling of any buried
Hydrocarbon Pipeline having Cathodic protection length minimum 50 KMs, an
overhead HT / LT Power line crossing, running parallel/bisectional, foreign structures
like pipelines, Railway crossing, power generating, storage & distribution system etc. in
the Hydrocarbon Pipeline right of way/use, etc. during last 7 years reckoned from the
date of this NIT.
1.2 Bidder shall have valid ISO: 9001-2015 Quality Management System certification.
2. Financial Criteria
2.1 Net Worth: Bidder shall have positive net worth as per audited accounts as on
31.03.2024, i.e. FY 2023-24. In case the Bidder is a company, Net Worth shall be Paid
up share capital plus Free Reserves & Surplus less accumulated losses, deferred
expenditure and miscellaneous expenditure not written off, if any. In case the Bidder is
a sole proprietorship firm or a partnership firm, the net worth shall be considered as the
sum of the proprietor’s capital or partners’ capital and reserve and surpluses. In case of
sole proprietorship, the net worth shall be based on all of proprietor's business assets
and liabilities.
Documents required:
• Certificate from a Chartered Accountant/ Statutory Auditor of the Company with UDIN, shall
also be submitted to this effect.
• Audited Annual Reports for last three (3) financial years.
2.2 Bidder must have valid GST & PAN. (for Indian Bidders)
3. OTHER REQUIREMENTS:
3.1 Consortium / Joint Venture bids are not acceptable. Experience as a member of
consortium /Joint Venture will not be considered.
3.2 The bidder shall not be an entity or person, black listed/ put on holiday by GIGL /
GSPL /GSPC (or any of its group companies). Bidder shall submit self-declaration
certificate in this regard. If declaration found false, the bid shall be rejected and EMD

shall be forfeited or Contract shall be terminated without any notice period and PBG &
SD (as may be applicable) shall be forfeited.
3.3 Bidder shall not be under insolvency, liquidation, court receivership or similar
proceedings. Bidder shall submit self declaration certificate in this regard.
3.4 Bidder who have initiated legal action/litigation against GIGL/GSPL/GITL shall not
be considered eligible for bidding. Further, Bidder against whom GIGL/GSPL/GITL
has legal action/litigation shall not be considered eligible for bidding. Bidder shall
submit self-declaration certificate in this regard.
Notes:
• The failure to meet the above qualifying criteria(s) above shall render the bid to be
summarily rejected.
• Experience of only the bidding entity shall be considered. In-house work
experience (where for the past experience referred for qualification, the sub-
contractor and the owner belong to the same organization) shall not be considered
as valid experience for the purpose of qualification.
• The documentary proof in the form of work order (including scope of work) &
completion certificate from client/ principal agency/ Owner’s authorized
representative has to be submitted along with the bid.
• Bidder shall own a valid license of software for modelling & simulation
studies. Bidder shall submit relevant details as per Exhibit-1 to BQC.
• Bidder may visit our website - www.gspcgroup.com for list of GSPC group
companies.
