be able to rule a country efficiently , most governments work at different levels the national level ,the state or regional level &the local level. In India ,the government rules the country at the national level,the state governments rule at the state level& panchayati raj takes care of government at the local level . More than half of indias population lives in villages . But since independence there 1/24/13

2020 , more than 40% of the population is expected to be living in cities . All people , whether in villages , towns or cities , have certain basc needs in common. Everyone needs access to safe drinking water , health care , education , electricity &sanitation . These are requirments which are specific to each area or locality . understand the needs , requirments & problems of the people better than people sitting in the central or state governments would. india , the needs & problems faced by people living in villages are very different from those faced by people living in towns &cities. So , separate systems of local government have been developed for both areas.

face all kinds of problems in their day-to-day lives- a powerful landlord may have forcibly taken away a poor farmers land , the village handpump might have run dry , someones cattle might be eating someone elses crop, the roof of the panchayati school might have fallen in, or there might be no doctor in the local health centre.

country being so vast , it is so impossible for the central or the state governments to look into these issues. Therefore there is a need to have a system of local government that will take care of the requirements & implement policies designed for the rural population. We call this system PANCHAYATI RAJ.

was Mahatma Gandhi s firm belief that Independence must begin at the bottom. Thus every village will be a republic or panchayat having full powers . It follows therefore that every village has to be self sustained & capable of managing affairs even to the extent of defending itself against the whole world
