Introduction
18 kilometer expressway that connects to the heart of Toronto Consists of a surface area of about 300,000 square meters. 30% of that consist of ramps both off and on Large portions of the expressway run above ground, suspended by large steel and concrete pillars Construction initiated in 1955, completed in 1966 to the standards set back then

Over the years, the Gardiner has taken a beating due to heavy traffic loads, harsh weather and corrosion due to the salt used in winter Several areas have started to chip and wear away, raising several safety hazards One place was so bad that the only option was to demolish The city of Toronto has decided to implement a plan to repair the road, in segments every year

Lifespan

For the time being, a 10 year project has been set Future plans are needed, but have not been decided yet First Phase replacement of the deck from Cherry to Don roadway from 2013-2014 Second Phase replacement of the deck from Parliament to Cherry from 2015-2016 Third Phase replacement of the deck from Jarvis to Parliament from 2017-2018 Future Phases replacement of the deck from Strachan Avenue to Rees (TBD)

Defined Objective
Smart

Repairing the Gardiner Expressway such that there are no critical areas of danger
Measurable

Phases have been implemented to maintain progress at a steady rate. Budget has been set
Assignable

Each phase can be assigned. Different companies can obtain the phase if available. Project managers from each company are assigned for their respective phase.
Realistic

In accordance to the budget, it is within a realistic range

Time Related

Each phase is given 1-2 years to work on, a acceptable amount given the length of road in each phase

People From Multiple Disciplines

Project Development is done through the government Construction will be carried out by individual construction companies Project Managers will come from each respective construction company

Project Life Cycle

Defining Stage
Objective established Idea was pitched to city council Responsibilities and phases were created

Planning Stage

Phases were assigned to construction companies Project Managers were selected amongst companies Plan constraints were identified

Accept

Enhance

Strategic relevance
Maintaining the Gardiner Expressway is paramount Several cracks and chipping have caused safety hazards especially in places where the Gardiner is elevated The repairing of the Gardiner is cheaper than its demolition. And ignoring the Gardiner is no longer an option A good repair will prevent problems in the future

Cultural Factors

Team Emphasis
Because the project is broken down and

handled by different companies, it is crucial that there is communication between them. Miscommunication could be disastrous

Risk Tolerance
The city must realize the amount of traffic

strain these projects will cause. Reaching downtown will be significantly harder, which could be an issue for those who work there

Scope

Project Objective
To repair the Gardiner Expressway to a state

that is acceptable to safety standards created today

Deliverables
Smooth, safe roads Repainted lanes

Reduced road chipping

Roads more resistant to corrosion from salt

Milestones
May 16, 2012 Idea for Gardiner repair was pitched August 29, 2012 Construction companies were

selected for each phase through bidding January 16 Plan was approved by city council with a budget of 505 million

Technical requirements
Ability to transport heavy levels of traffic throughout

the year Be able to withstand harsh winter climates, including regular salting and corrosion through melted snow and salt getting into the concrete Prevent any chipping from falling and damaging people under the expressway

Limits and exclusions

The construction may be limited to being done

during certain times during the day. This must be considered in planning the project. There is a budget to be follow. Though it is not set in concrete, maintaining within it would be optimal.

Reviews with customers

Many people have noticed the Gardiner literally

falling apart. Several complaints have been filed, including a case where cement has fallen on a park; this cannot be ignored any longer

Resources
The construction companies are local All of the money for the project will be from the citys transportation budget

The Nature of Risks

There are always risks posed when doing construction Repairing an already deteriorating highway can be dangerous, one must keep an eye on falling debris Bad weather may cause the project to fall behind schedule Risk of the project going over budget is an issue

Key to Success
Performing a quality repair that will prevent the expressway from needing extra maintenance for a long period of time Good communication between the construction companies to allow timely completion Being able to complete the project as quick as possible, as to allow the Gardiner to be re opened
