PASTEUR4OA

OA Policy Alignment Strategies for European Union Research

Louis Pasteur 1822-1895

Science knows no country, because knowledge belongs to humanity, and is the torch that illuminates the world

PASTEUR4OA project objectives

Create a Europe-wide network of expert organisations, one in each country (Knowledge Net)

Modelled on Knowledge Exchange (5 countries)

This network will take OA forward after the end of the project Update ROARMAP Develop and use a methodology to measure policy effectiveness Engage policymakers across Europe (research and infrastructure funders and institutional managers) Catalyse OA policymaking, and alignment of policies with H2020

H2020 policy development

Years in the making (Commission) July 2012: policy announced (Commission) Rules for Participation:

Amendments by Parliament Amendments by Council Lots of discussion!

December 2013: Grant Agreement defines final, practical responsibilities for authors:

Immediate deposit If embargoed, open at end of embargo period Permitted embargoes: 6 months STM, 12 months HASS Aim to deposit research data

H2020 and Open Access

Mandatory for peer-reviewed publications Green OA mandate (repositories)

Publish as normal in subscription-based journals Place authors copy in OA repository

Permits payments from grants for OA journal publication: Gold OA Mute on monographs, but may be quite progressive on this in practice

Definite on data, announcing an open data pilot for H2020

FP7 >> H2020

FP7 H2020

Green policy: make best efforts Gold payments eligible Covers 20% of research (selected fields) 6/12 month embargoes Mute on monographs Nothing on Open Data

Green mandate (obligatory) Gold payments eligible Covers 100% of research (all fields) 6/12 month embargoes Mute on monographs Open Data pilot

Recommendation to MS

Member States develop policies on OA Consistency between H2020 policy and those of MS Coordination of MS at EU level Reporting at MS and EU level Multi-stakeholder dialogue to be established

Policy alignment

Irons out dissonances for researchers working in interdisciplinary areas or on international teams Supports EU harmonisation agenda for ERA (research conditions, researcher mobility, etc) Key issue in changing author practices and norms Allows generic infrastructural services to be established in support of policy

Already +/- aligned in the ERA

Austria (Austrian Research Council, 2006) Belgium (Flanders, 2007) Belgium (Wallonia, 2013) Denmark (the 5 research councils, 2012) Hungary (Hungarian Research Fund, 2009) Ireland (the 4 research funders + research organisations, 2012) Italy (Ministry of Education, Universities and Research, 2014)) Norway (Norwegian Research Council, 2009) Spain (National Government policy 2011) Sweden (the 2 research councils, 2009, 2010) Switzerland (Swiss National Science Foundation, 2007) UK (Higher Education funding councils 2014 but not RCUK)

Update ROARMAP

Comprehensive (fill the gaps) Accurate (record current details of policies Develop a policy typology

A policy typology

Criteria that significantly affect the success of a policy

Mandatory

The effect of a mandatory policy

A policy typology

Criteria that significantly affect the success of a policy

Mandatory Time of deposit Where to deposit (institutional repository or any repository) Waiver permitted? Length of permitted embargo Author retains copyright?

Set of criteria by which outcome can be statistically analysed

Measure policy effectiveness

Develop a methodology to measure policy effectiveness Use this to measure effectiveness of policies Report on best practice

Policymaker engagement

Member States develop policies on OA Consistency between H2020 policy and those of MS Series of regional meetings 5 European regions (NW, SW, SE, Eastern, Nordic) Two meetings in each region:

Research funders University managers

2015 Policy support materials:

Effectiveness of policy types Best practice guide

Catalyse development of new policies

We will be coming to a location near you!

Two workshops in Eastern Europe Precise location to be decided One for research funders One for university administrators
