Chikapar, a village of 400-500

families, forcefully evicted to
acquire land for some project or
another in consecutive three
times
without
providing
rehabilitation
and
compensation.

WHO?

The residents of Chikapar village.

The C.M, of Orissa, Mr. Biju Patnaik.
MES (Military Engineering Service.)
HAL (Hindustan Aeronautic Ltd.)
NALCO
(National
Aluminium
Company Ltd.)

WHAT?
Tragedy of the Chikapar residents.

The villagers displaced 3 times for

some or other development projects.

WHEN?
The entire Chikapar was 1st evicted in
1968 to make room for MiG fighter
project.
They were evicted again in 1987 for
the Upper Kolab irrigation and power
project and naval ammunition depot.
In 1993, again, they were evicted
from Chikapar-3 so that Military
Engineering Service could be
established there.

WHY?
Part of the tragedy is that the media
paid no attention to the illegal land
grabs of these mainly illiterate tribal
people. The main reason for their
illiteracy is that the state refuses to
fund schools for them. Ownership of
the land was never recognized on
Govt. records. For this reason they
have no rights, no residence
certificate. Not even cast certificates.

WHERE

The tragedy happened in Chikapar

Village of KORAPUT district of Orissa

HOW?
The villagers were evicted in the name
of various Development projects.
For the Upper Kolab irrigation and
power project and naval ammunition
depot.
To make room for MiG fighter project.
The Machkund hydro-electric project.
