Project Selection using AHP matrix


Based on the six parameters given in the AHP matrix we can see that Project 4 (DAE) came
out to be most suitable project for Simplexo Infratech

About the Client


The Department of Atomic Energy (DAE) came into being on August 3, 1954 under the direct
charge of the Prime Minister through a Presidential Order. According to the Resolution constituting
the AEC, the Secretary to the Government of India in the Department of Atomic Energy is ex-officio
Chairman of the Atomic Energy Commission.
DAE has been engaged in the development of nuclear power technology, applications of radiation
technologies in the fields of agriculture, medicine, industry and basic research.
DAE comprises five research centers, three industrial organizations, five public sector undertakings
and three service organizations. It has under its aegis two boards for promoting and funding extramural research in nuclear and allied fields, mathematics and a national institute (deemed
university).
It also supports eight institutes of international repute engaged in research in basic sciences,
astronomy, astrophysics, cancer research and education. It also has in its fold an educational
society that provides educational facilities for children of DAE employee

Project Background:

The DAE Learning and Development Academy would be small campus


containing a Guest House, Park, Swimming Pool and 4 class rooms where
DAE employees would be given training of the Leadership and Technical
Skills. The project is to plan and design the entire campus with the focus on
green and sustainable technology and best in class facilities to deliver quality
lectures and a peaceful abode for learning and development.

Purpose/Business Need:
Due to increasing awareness of corporate to inculcate leadership skills and
provide technical training the project was passed to build a standalone
campus of learning in Chennai.

Project Objectives
To design and plan DAE Learning and Development Academy having small
campus containing a of Ground + Two (2) floors of Guest House, Park, Recreation
Centre and 4 class rooms within 18 months and under the total cost of 864.72
Lakhs where DAE employees would be given training of the Leadership and
Technical Skills
In technicaltermsthe LDA endeavours to:
Provide an example of good building practice.
Showcase the use of renewable energy and sustainable practices.
Be a bespoke centre where materials, products and equipment for the
building, construction and building services industries are displayed.
Include a library for manufacturers and suppliers literature and products and
equipment both from the UK and abroad.
Have a comprehensive information retrieval system based on the latest
information technology techniques for the research and location of materials.

Project Responsibilities and Resources:


A pro-forma is to be kept where the project status and responsibilities shall be
indicated and the date added. The pro-forma may be amended where
appropriate
The project manager supported by his staff: an assistant, a document controller
and a secretary will be based on site in the site office
Each shall be provided with a computer, a desk and a chair. Two of the
computers will have additional software such as Autocad and MS Project while
the remaining two will have the standard software for general office work
A telephone network with four telephones will be provided along with an A0/A1
and an A3 printer, a fax machine, a digital camera and a scanner. Stationary
will also be provided
A male and female toilet will be provided and a small fridge, a toaster and a
kettle will also be provided along with 4 mugs, 4 plates and 4 side plates. A set
of teaspoons and a table are also to be provided

Foreseeable difficulties and constraints

Inexcusabledelays: Can be divided into compensable delays, where the


contractor may recover damages for the extra costs it incurs as a result of the
delay, and noncompensable delays, where the contractor is entitled to time but
no money

Excusabledelays: An extension of the time for performance is justified, and, in


some cases, the contractor may be entitled to recover delay damages from the
owner

Compensabledelays: A delay that is compensable to a contractor is one that


was not anticipated when the contract was made and is due to some inaction or
action for which the owner or those working under him or her are responsible

Concurrentdelays: A concurrent delay occurs when two or more unrelated


delays affect the work at the same time

Liquidateddamages: Due to the difficulty of calculating damages at the time of


contracting, contracts frequently include a provision for pre-set or liquidated
damages, which are established on a per-day basis for each day the project is
not completed on schedule

Social Costs:

TrafficDelays: Traffic delay costs are due to the increased time spent traveling
and these are based on the value of time to users

VehicularOperatingCosts: Costs such as fuel as well as maintenance and


costs due to wear and tear of the vehicles passing through the construction
sites

PedestrianDelays: Cause the traveler to extend the commute which leads to


reduction in productivity time

ParkingLosses: Travelers are forced to park farther away and spend more
time walking and time being productive. Loss of parking ticket fines and
parking meter revenues affect local government budgets, especially in smaller
municipalities that rely on the on these forms of revenue.

NoisePollution: It not only affects the productivity of the people at work but
also the happiness of people at leisure but also the lower housing and property
values

Social Costs:

DirtPollution: Dust and dirt pollution can lead to increased cleaning fees
or a less acceptable environment which should be cleaned

AirPollution: Air pollution is increased with the use of heavy machinery for
digging and trucks for hauling bedding materials when less environmentally
intrusive methods could be used

Accidents:

Productive years of the injured: the compensation of an injured worker for the
case of permanent total incapacity and the case of permanent partial incapacity,
with reference to earnings, age and the extent of loss of earning capacity of the
injured worker

Limitations

The limitations were primarily in the area of expansion. The new techniques as
explained above can although have impact on cost reduction but
simultaneously reduce the scope for future expansion above the lecture halls.

Budgeting for the intermittent tendering (eg. Electricity fittings, Plumbing and
other hardware requirements) will be facilitated by Simplex but the final call will
to be made by the Department of Atomic Energy on the final tender
requirements and selection

Intermittent Tendering will be done in order to have the compatible equipments


in place as required by the client i.e. Department of Atomic Energy to have the
best in class equipment at the feasible rates

Future Scope of Work

Building Information Modeling can be a very valuable tool and process in building
construction

Value Engineering is the process that includes developing and evaluating


alternative construction methods and techniques to add value to a project. It can
be theoretically added through a cost savings and reduction of Potable water use
in the operation of the building

Alternative Exterior Wall Assemblies were explored and two options were
developed to compare to the original system. The recommendation of the Metal
Stud Crete system was made

Through Building information modeling alternative designs and options can be


explored quickly and efficiently, allowing more opportunities and options to be
explored
