Purpose of Working Group on


COE
By its resolution 50/222 of 11 April 1996, the General
Assembly authorized the implementation of new
procedures for reimbursement to Member States for
COE. The COE system is reviewed and updated
periodically through a Working Group on COE that is
facilitated by the Secretariat but managed by the
Member States.
Working Group on COE meets every three years, for a
comprehensive review of reimbursement rates.
Changes to the COE system are done through various
issue papers submitted by both the Member States and
the Secretariat to the Working Group.

2014 Working Group on COE


Pursuant to the resolution 54/19B dated 14
July 2002, the next COE Working Group will be
held from 20 - 31 January 2014 to
conduct the triennial review of the
reimbursement rates and the COE system.
All Member States are invited to the 2014
Working Group on COE. All troop/police
contributors are encouraged to be present.

Proposed Actions with timeline


for 2014 WG on COE
May 2013: deadline for Member States to
submit national cost data.
November 2013: Secretariat forwards
agenda, final consolidated data + issue
papers to Member States.
20-31 January 2014: Working Group meets
in New York.

Member States Responsibility


Submit National Cost Data or complete the Form to Elect
to Use COE Manual data by the deadline 31 May 2013;
Submit all issue papers by 31 August 2013;
Volunteer or recommend Chairperson, Vice Chairperson
and Rapporteur of the Working Group and Sub Working
Groups by 31 August 2013;
Attend the COE Working Group from 20 -31 January 2014;
Write the 2014 COE WG report.

Briefing to Member States prior to


COE Working Group
After consolidation of national cost data
and issue papers, the Secretariat will
brief the Member States.
At the briefing, the focus will be on
issue papers received from both the
Secretariat and Member States.

Summary of WG Process
Day 1: Elect Chairperson, Vice-Chairperson
and Rapporteur. Adopt agenda. Form three
main sub-working groups: Major Equipment;
Self-sustainment; and Medical Support
Services;
Day 2 to 8: Sub-working groups review issue
papers and COE reimbursement rates in their
respective areas and report to the plenary on a
daily basis;
Day 9 to 10: The plenary meeting discusses
recommendations of sub-working groups and
makes recommendations. A Report of COE WG
will be drafted and will include all

By February 2014, the Chairperson and
Rapporteur will finalize the COE WG report.
By March 2014, the Secretary-General will
finalize a report on COE WG.
Both reports will be submitted to the General
Assembly (ACABQ and the 5Th Committee) for
review and approval. After the GAs approval,
COE Manual is revised accordingly.

COE REIMBURSEMENT RATES ANALYSIS
FOR 2014 WORKING GROUP
December 2011: National Cost Data forms /
templates were sent to Member States for
completion for the 2014 COE Working Group.
2012 is the base year for the collection of
rates.
Equipment purchased before/after the base year
should be adjusted using national inflation/deflation
rate to reflect 2012 cost.

The National cost data is submitted to the
Secretariat, consolidated without prejudice or
analysis, and is presented to delegates at the COE
Working Group in order to establish an average
change in cost for all troop contributors since the
last review.
Maximum knowledge sharing is encouraged. The
more National Cost Data received from TCCs, the
more robust the set of data that is presented to the
WG.

COE REIMBURSEMENT RATES ANALYSIS
FOR 2014 WORKING GROUP
Member States are requested to complete all fields
in the National Cost data spreadsheets / templates.
N/A can be used to indicate if equipment is not in
national inventory.
If Member States are satisfied with the current rates
and standards as shown in Chapter 3 of the 2011
COE Manual, they are asked to complete and submit
the Form to Elect to Use or Not Use COE Manual
Rates.

When Member States have not


provided National Cost Data for all
categories, the Form to Elect to
Use or Not Use COE Manual Rates
should be completed to indicate
whether data from Chapter 8 of
the COE Manual should be used
where no national cost data was
provided. This should be done by
31 August 2013.

Column (e) National Purchase Price plus upgrades
Please enter the initial purchase price of the
equipment plus the cost of any major capital
improvements.
Column (f) National Price Adjustment Please
indicate the national inflation adjustment, if any,
as well as discounts for any prior usage (e.g.
depreciation for each year that the equipment is
used for national service);
Column (g) National Market Value The total value
of Columns (e) and (f) or the replacement value
of the equipment, whichever is less (page 21 of

Column (f) National Market Value The total value of Columns
(d) and (e) or the replacement value of the equipment,
whichever is less
Columns (h) and (i) apply to vehicles only and represent the
average monthly cost of maintenance and POL. Normally
the United Nations provides POL in the mission area.
Please indicate the basis of monthly maintenance cost: (a) by
kilometre or (b) by hour.
Column (j) applies to all non-vehicle equipment with a
monthly maintenance rate.

Notes to previous slide on Self-sustainment
1. For consistency and comparability, the basis for
determination of cost should be a battalion of 700
personnel comprised of three infantry companies
and one HQ and Support Company operating out of
three locations.
2. Similar calculations need to be made for each
of the self-sustainment categories.

Equipment

Appendix 1: The Clinic (Level I) and Hospital (Levels


II & III) worksheets specify the equipment
requirements as approved by the 2011 Working
Group. Each facility has been divided into functional
components to reflect a medical capability and
allow for potential modular configuration.
There is provision within the worksheets for Member
States to indicate multiple functionalities/modules
within a facility and to provide costs for similar or
substitute items. A Miscellaneous Worksheet is
included to allow Member States to provide the cost
of any additional capabilities which may be
available.

DDD - (Defined Daily Doses) or Qty depending on


national practice.
Appendix 2: A list of basic pharmaceutical products is
provided. Member States may wish to compile a
pharmaceutical list for six months for each medical
facility: Levels I, II and III.
If Member States have provided additional items,
please add the pharmaceuticals by class to Appendix
2. The total cost in Appendix 2 should be used to
provide the national cost of the pharmaceuticals per
person per month in various levels of medical facilities
in United Nations peacekeeping missions in Appendix
