The Foreign Policy in

the European Union


EUs foreign policy
The responsible for the EUs foreign policy is the High
Representative (H.R.) of the Union for Foreign
Affairs and Security Policy .This is the post of EU
Foreign Minister (Since 2014 Federica Mogherini)

He/She is responsible
for the Common Foreign Policy
for the Security Policy
for the negotiating on behalf of the member states.
for representing the EU in international affairs

However, although the High Representative may prepare initiatives,


decisions will still have to be taken by the member states in
Council. The High Representative would also have to report to
Parliament.

EUs foreign policy
1. The European Council, acting by a qualified majority,
with the agreement of the President of the
Commission, shall appoint the High Representative of
the Union for Foreign Affairs and Security Policy. The
European Council may end his term of office by the
same procedure.

2. The High Representative shall conduct the Union's


common foreign and security policy. He shall
contribute by his proposals to the development of that
policy, which he shall carry out as mandated by the
Council. The same shall apply to the common security
and defence policy.

3. The High Representative shall preside over the


Foreign Affairs Council.

4. The High Representative shall be one of the
Vice-Presidents of the Commission. He shall
ensure the consistency of the Union's external
action.
He shall be responsible within the Commission
for responsibilities incumbent on it in external
relations and for coordinating other aspects of
the Union's external action.
In exercising these responsibilities within the
Commission, and only for these responsibilities,
the High Representative shall be bound by
Commission procedures to the extent that this
is consistent with paragraphs 2 and 3.(p.9.)

According to the Maastricht Treaty
exists (1987) the Common Foreign
and Security Policy (CFSP)
The goal of CFSP :
To represent the EUs interests
International cooperation
Respect human rights,
democracy, rule of law.
EUs foreign policy
The coordinator and representative of the CFSP
within the EU is the
High Representative of the Union for Foreign Affairs
and Security Policy
who speaks on behalf of the EU in foreign policy
and defence matters, and has the task of
articulating the positions expressed by the member
states on these fields of policy into a common
alignment.
The High Representative heads up the
European External Action Service (EEAS), a unique
EU departmentthat has been officially
implemented and operational since 1 December
2010 on the occasion of the first anniversary of the
entry into force of theTreaty of Lisbon.
The EEAS will serve as a foreign ministry and
diplomatic corpsfor the European Union. (European

The EU participated in international affairs e.g.:
Kosovo War and humanitarian aids, peace
keeping operations

Problems:
The EU should have (or not) a capaticy for
autonomous action?
Should the EU have an independent army or
using NATO forces in the military affairs? (From
the 28 EU members 22 countries are the
members of the NATO)
Should the EU become European United States
or remain an alliance of independent states ?
