Policy(United Airlines)

What is Policy?

A course or principle of action adopted or proposed by an

organization or individual (Oxford, 2017).
4 types of Policies
Distributive policies - policy concern with goods and services within an organization
Regulatory policies - prescribe dos and dont for different group to prevent problem
Constituent policies - newly introduced department with internal rules and policy
Redistributive policies - Collection of funds from Group A and provide it to Group B for
the sake of equality
United Airlines
It will now require commuting staff and crew members to
check into flights 60 minutes prior to departure
Policy change
Preventing a fiasco
Problems
The policy change comes in the wake of a highly publicized incident on
April 9 at Chicago in which a paying customer who had already boarded
was violently dragged off the aircraft by law enforcement officers
Was a computer program really to blame?
Dr. David Dao
The plane had no empty seats, and four crew members headed to
Louisville needed to get on the plane
Those crew weren't holding paid tickets
Solution
United will not ask law enforcement officers to remove
passengers from our flights unless it is a matter of safety and
security
Review of policies on crew movement, incentivizing volunteers in
these situations, how airlines handle oversold situations and
local law enforcement
Fully review and improve UA training programs to ensure UA
employees are prepared and empowered to put their customers
first
Benefits
Creating confidence and reduce bias in decision-making
Help staff to initiate actions and take responsibility without
constant reference to management.
Helping staff to make decisions more efficiently .
Providing instruction on how to do tasks
Protecting staff from acting in a manner that might endanger
their employment.

Standards (Aviation)
What are standards?
Documents providing rules/guidelines to achieve order in a
given context (ETSI, 2017).

3 types of standards
International
Regional
National
ARP4761
Describes guidelines and methods of performing safety assessment
for certification of civil aircraft (SAE 1996)
Assurance of the safety of an aircraft
Defines the modelling techniques for assessing the safety of a
system being put together
Functional Hazard Assessment (FHA)
Fault Tree Analysis (FTA)
Failure Mode and Effects Analysis (FMEA)
Benefits
Reduce system development time and cost
Increase user satisfaction
Improve company image and competitiveness
Reduce the possibility of same kind of failure in future
Collect information to reduce future failures, capture
engineering knowledge
Problems
In October 2011, a plane bound for Great Barrier Island, with 13 on board,
overshot the airstrip at Pauanui and crashed through a safety fence. The pilot
applied full power for take off, but when the Trislander aircraft did not lift, she
slammed on its brakes. The plane crashed through the wooden fence at the
end of the runway, and stopped in a garden just three metres short of a public
footpath.
TAIC found the main reasons for the crash were that the aeroplane's centre of
gravity (balance) was "significantly outside the permissible limits", and the
aeroplane was too heavy for the runway length (FHA,FTA)
Solution
The airline temporary grounded the aircraft
Investigations were made towards the maintenance logs of the
aircraft (FMEA)
