Law Enforcement Officer Training Guide
Classroom/Demonstration Guide
Start up a job or invite only freemode and invite the person
being trained and go through this with them, this part is
mostly reading and teaching, engage in active questions
etc. Make sure they take notes if needed and they are
paying attention after this training is the Hands-On training.
Before Training
Start Training Job or get together equipment shown below:
Police Vehicle (x2) per department

Pump Shotgun

Combat Pistol

Flare Gun

Nightstick

Carbine Rifle (If doing Assault Rifle certification.)

Flashlight

If you have ANY questions at any time during the course of the training, feel free
to ask.
Chain of Command
Always follow Chain of Command via your department's SOP/COC.

Any rank above Sergeant is considered a Supervisor, and will handle and
concerns you have.

If you feel you are being mistreated by a Sergeant or other Staff, notifying the
next person up in your COC, is the correct way to handle it.
Stages of Self Defense
1. Verbal Commands: Warn the suspect, advise them to comply with all
commands for safety.

2. Hand to hand combat: CQC techniques may be required if verbal


commands fail.

3. Impact weapon: Baton should be utilized if the suspect resists arrest with
physical aggression.

4. Chemical agent/Non-Lethal force: Taser is best if a suspect resists arrest


with a weapon.

5. Lethal force: Firearms are ONLY utilized when Lethal Force is authorized.

Lethal Force
Lethal Force: Intent to inflict severe bodily injury or death.

The use of deadly force is automatically authorized when a person poses a


significant threat to a law enforcement officer or the public, no request is
necessary in most situations.

The use of lethal force without authorization may result in a 10-93 (Removal
from game.) Only dispatchers and Supervisors may authorize lethal force.

Example: A suspect brandishing (waving around, displaying) a firearm in a mall


without regard to public safety refusing to negotiate.

Explore all options before taking action.


Code 1, 2, 3, 4, 5, and 99 Show Demonstration
Code 1: Non-emergency response. No lights or siren, follow all roadway laws.

Code 2: Non-life-threatening emergency response. Must follow all traffic laws.


Lights should be used to indicate an emergency response. Using lights and
siren to clear intersections are allowed.

Code 3: Life-Threatening emergency response. Lights and sirens on and are


required in order to achieve quick response. Thus allowing responding unit to
ignore jurisdictional traffic laws, as long as unit is continuing to keep public
safety.

Code 4: Situation All Clear/Under Control. EMS, Fire, or any staging units can
move in.

Code 5: Felony Stop/High Risk. If you feel your life is at risk with justification.
Intersection Clearing
When clearing an intersection going Code 2 or 3, public safety is #1.

Especially if the light is red you need to slow down, and stop if needed.
Change your siren tone, and move through the intersection when clear.

Even if the light is green you should still slow down and clear the intersection
before proceeding through.

10 codes are vital to the smooth operation of T-SES and helps everyone
communicate quickly and smoothly.

Bad Example: Show me on scene of that vehicle accident. Active shots fired in
the area. Send my back up

Correct Example: Show me 10-23 on the 10-50, Active 10-13s, send 10-32s.
Radio Traffic
RTO - Radio Traffic Only: Keep all traffic 10 codes and short descriptions only.

When not calling in to the Radio Traffic, your mic MUST BE MUTED.

When calling into the Radio Traffic, remain calm, do not yell or laugh even in
stressful situations.

Take a moment before calling in to think about what you want to say.

Keep radio traffic to a minimum, leave 5-10 seconds between broadcasts.

Keep all chat RP related, even in game chat.

When talking on the Radio, do not talk over Officers or Dispatchers.

If you feel dispatch didnt hear you, dont yell, be patient the dispatcher may be

If you hear ANY unit calling in Priority Traffic, hold your traffic.

If one priority callout is already taking place, disregard any other priorities that
take place during your patrol until the first priority is over. ONE AT A TIME.

If you are in an emergency and you need to ensure your traffic is clear. Call in a
Priority:
1-Adam-1 to Dispatch, Priority.

During priority traffic, make sure to advise dispatch of:


Your location

What is happening (10 code situation, 10-13, 10-50 etc)


Self Dispatching
Self Dispatching: Attaching to a call without dispatcher or supervisor approval.
Example: 1-Adam-1 to Dispatch; Show me responding to that 10-80 in progress.

To avoid self dispatching, wait to be dispatched to a call; then respond.

When calling into dispatch, if you say, 1-Adam-1 dispatch traffic without waiting
for dispatch to respond before saying your traffic, that is considered Self
Dispatching. To avoid this, wait for dispatch to respond.

Asking to attach to a call is also considered self dispatching.


Example: 1-Adam-1 to Dispatch, that 10-80 just went past shall I attach?

If caught self dispatching, you will receive a 10-90 (in-game warning).


Enroute & Arriving on Scene
When dispatched to a call, notify dispatch that you are 10-97 (Enroute) Code 1,
2, 3, or 99 so that dispatch knows the ETA.

When arriving on scene make sure to notify dispatch you are 10-23 (On Scene),
then make contact.

If the location of the situation changes be sure to notify dispatch.

If you are apart of a call, and need EMS/Fire call it in right away DO NOT wait
until scene is Code 4, dispatch will have them stage.
Civilian Stalking/Interactions
Give civilians room and time to create scenarios, rushed scenarios can often not
end well.

Do not follow or circle the area near the civilian. Maps and player names
should be disabled.

Do not forget to remain in character, avoid laughing, giggling, or other breaks of


RTO. Mute your microphone if you need to.

Allow dispatch to determine any warrants or priors.

Do not create evidence or make up offenses.

If you get the civilians ID, confirm the name on it to call into dispatch.
Minor Scenarios
Officers are allowed to create their own simple scenarios with AI or themselves
as long as it isnt a priority.

A list of 10 Code calls can be utilized:


10-10 (Fight), 10-11 (Traffic Stop), 10-17 (Suspicious Person), or 10-25 (Domestic Dispute).

Remember that not all roleplay has to be Law Enforcement situated.


You could get gas for your car, stretch your legs, file paperwork, get donut and coffee etc.

Traffic Stop (10-11)
When pulling a vehicle over, display your lights and sirens behind the vehicle
until it pulls over to the right side of the roadway.

Make sure to turn off your siren once vehicle is stopped.

Do not leave your vehicle until you have notified dispatch of the following:
Location; Vehicle Description; Occupants; and if you need backup.

Angle your vehicle in the, Policemans alley technique:


Position your vehicle's right headlight aligned with the suspects vehicles left taillight.

Policemans alley helps you protect yourself from any dangerous situations from behind you or in
front of you.

Once Traffic stop is over, make sure to call into dispatch:


Felony/High Risk Traffic Stop (Code 5)
You should never attempt to conduct a Code 5 stop alone.
If you must conduct the stop alone proceed with extreme caution.

When calling a 10-32, ensure they know its for a Code 5. If backup is in route
stay in your car until backup arrives.

Draw sidearm, stay behind door for cover, and give clear verbal commands.
Stay calm. Think before you speak.

Make sure you can see both hands at all times, and order subject out of the
vehicle, facing away from you.

Make the suspect walk backwards towards your voice, and STOP.

Once suspect is in custody, call to dispatch, once they respond update them:
Vehicle Pursuits - Primary Unit Perform a Demonstration/Hands-On with
Student
The primary officers role is to maintain visual with the suspect and update 10-20s, for responding
units, and advise if any additional units are needed at any point.
You must react quickly and inform dispatch of the 10-80 .
Example: Active 10-80, <location>, <direction>, <vehicle>.
Update dispatch on the location as it changes, the speed and behavior of the suspect, or any accidents
that occur; until secondary unit arrives.
A State Patrol unit should always take primary, on highways.
A PD unit should always take primary, a TSU unit if available, if in the city.
A Sheriffs Office unit should always take primary on county roads.
Do not risk your life or put public safety at risk just to maintain visual on a suspect. Avoid leaving paved
or dirt roadways at all costs. Walkways, open fields, jumps.
Maintain a minimum of 2-3 car lengths to ensure sufficient safe distance to avoid collisions, unplanned
maneuvers, or a need to emergency brake for obstructions.
After 5 min into the pursuit you must request authorization from the highest ranking officer in the
pursuit before any attempts to execute a PIT.
Example: 1-Adam-1 to (unit #) direct; (Wait for response.) Requesting PIT: (Weather Conditions -
Vehicle Pursuit - Backup (10-32)
As Secondary officer in pursuit, it is your duty to take over radio communication to update dispatch on
updates of location, and situation. (Suspects speed, and if driving erratically.)
Additional units between 3rd and last should remain in their respective positions and maintain proper
distance and visual on the unit ahead.
The lead unit or supervisor may make use of additional units, so listen for orders.
The Last unit in the pursuit should be an State unit when possible, for traffic breaks as necessary.
If insufficient State units available on interstate pursuits, taking primary position is priority.
If you are dispatched to assist an officer in a pursuit, you should update dispatch of your position when
you catch up to the pursuit.
Example: 1-Adam-1; Show me secondary in that pursuit.
Do not risk your life or put public safety at risk just to maintain visual on a suspect. Avoid leaving paved
or dirt roadways at all costs. Walkways, open fields, jumps.
Perform a Demonstration/Hands-On with Student
Vehicle Pursuit Safety
Maintain safe spacing between other units in the pursuit, in the event the suspect or a civilian makes an unplanned
maneuver, or another officer needs to emergency brake for an obstruction, or dangerous environmental hazard.
Stay in position, do not attempt to pass other officers unless an incident occurs. Overtaking another officer in a pursuit is
dangerous, and often results in a 10-50.
In the rare case you need to pass another unit, call directly to them to advise of overtake, pass on the left side, and
proceed with caution.
Example: State unit taking over a pursuit on the Interstate.
If another unit is requesting to pass, assess the safety of the situation and advise accordingly, then move as close to the
right shoulder as possible to allow safe passage of the other unit.
If you 10-50 into anything, whether you are in a pursuit or not, or if the suspect strikes your vehicle, you are required to
go 10-7 to inspect damages and request 10-51 & 10-52 if required. (EMS and Towing)

If you spin out, miss the turn, or have to come to an emergency stop due to any reason, allow other units to pass you,
before rejoining the pursuit.
P.I.T. Maneuver
The PIT begins when the primary unit requests permission for PIT from the highest ranking officer in the
pursuit.
(If you are the highest ranking, advise dispatch & other units of the conditions and attempt.)
If a State Patrol unit is available to take last, a traffic break should be initiated, to prevent a traffic
collision after or during a PIT.
The primary unit pulls alongside the suspect so their front fender is aligned with the suspects rear
fender, gently making contact with the vehicle, steering sharply into the target.
The primary unit must then accelerate into the PIT until the suspect's rear tires lose traction and start to
skid, the primary unit continues to turn in the same direction to follow through, pulling clear.
The secondary unit will pin the suspects front end with the front right fender of their cruiser, keeping
their door facing away from the suspect.
(If suspects continue to try and evade, third unit should pin the rear bumper.)
All other units will follow the primary unit and pass safely on both sides if able, preventing escape, and
assume the Code 5 position.
Perform a Demonstration/Hands-On with Student
Foot Pursuit (10-70)
The primary role in a foot pursuit, is the same. Keep eyes on, and update dispatch.
You must call in and notify dispatch of the updated status, now a 10-70.
You must give a description of the subject and direction of travel.
You must not lose sight of the subject.
You must attempt to avoid unnecessary risks.
You must update dispatch of any change in the current situation.
You must remain aware of your surroundings, always have a place to seek cover.
You must determine the best way to end the pursuit with as few casualties possible.
The conclusion will be a test of your Stages of Self Defense training.
(Your FTO will test you in one of many different ways, ranging from melee, knife, gun, etc.)
