Different PA,PB parameter setting will influence the available Rs power and PDSCH power, which will impact the network performance

RS is transmitted in all cells , and when the network load is light , the interference of RS received by PDSCH RBs is lower,
while the RS with higher power will interfere data transmission, so PA,PB=(0,0) setting is better;
When the network load is heavy, then its necessary to ensure RS reliability by boosting RS power with 3dB, so PA,PB=(-
3,1) setting is better in heavy network;
PA,PB=(0,0) setting is better in light network while PA,PB=(-3,1) setting is better in heavy network
