of collective bargaining
- designated and appointed by the
majority of employees

- may at any time present grievances to
their employer
- has the right to participate in policy and
decision-making processes of the
establishment where they are employed
- insofar as said processes will directly
affect their rights, benefits and welfare
- may form labor-management councils
