• 2 micro forms which require a different tackling strategy, may be added


to the above types mentioned in the NACS:
 EPISODIC: Honest behaviour is the norm, corruption is an exception and
dishonest public servant is disciplined when detected.
 SYSTEMIC: Corruption channels extend upwards and system depends on
bribes for survival .

• NEED OF THE HOUR: Transformation from a Punitive


approach to a Holistic, Preventive and Participatory Approach.

• Following slides will cover some additional recommendations


and amendments to those prescribed in the NACS.
• The generalized anti-corruption strategy should cover the following
paradigms:

 NACS Proposal: More safeguards for ‘Whistle-Blowers’
 A DIFFERENT ANGLE- Excessive safeguards may result in false
reporting or complaints to settle personal scores.
 Authentication of ‘Whistle-Blowers’ required.

 NACS Proposal: Tax Agreements to curb evasion.
 ADDITION To the Proposal: Issue requires Parliament support.
 Rationale: Issue raised in General Elections 2009, Result- No
Importance.

 NACS Proposal: More attention to ‘Benami’ Transactions
 ADDITION To the Proposal: Indirect channelling of lands and
gifts must be under strict vigil.

conspirators.

 NEW PROPOSAL: Hike salaries of CBI, CVC officials.
 Step shall reduce corruption within such bodies
 Enhanced job satisfaction among employees.
 Need to attract young talent.

 NACS Proposal: A better regulation of the Electoral Funding.
 ADDITION To the Proposal: Individual donations over Institutional
donations.
 Simplification in Source Identification.
 UID numbers to compliment proposal.

 Rewards- IT rebates, promotions, or national awards.
 ‘National Anti-Corruption Award Ceremonies’
 Morale boost for ethical individuals.

 Common man’s grievances to be addressed by top rank officials
 Use of teleconferencing and other hi-tech facilities.
 Scheme to bridge the trust deficit in citizens and enhance transparency.

 NACS Proposal: Inclusion of E-Governance in the system.
 ADDITION To the Proposal: M-Governance (Mobile-Governance)
 More than 15 Million new cell-phone connections every month in India.
 Efficient way of spreading awareness among citizens in rural areas and
elsewhere.

 NEW PROPOSAL(A): Install CCTVs at Public offices like RTO, Customs, etc.
 Step to enhance credibility and curb misbehaviour.

 NEW PROPOSAL(B): Time bound delivery of products like passport, driving


license, etc.
 Penalization in case of defaulters
 Step to ensure speedy delivery, public satisfaction and curtail bribery.

 NEW PROPOSAL: Special anti-corruption squads to tackle disasters.
 Disasters - Lucrative opportunities for favouritism and bribery.
 Step would ensure transparent transfer of relief resources during catastrophes
and calamities.

 NACS Proposal: Amendments in the Extradition Act, 1962 to involve more
countries.
 ADDITION To the Proposal: Anti-corruption treaties with big investors,
FIIs.
 Enhanced liabilities to increase credibility.

 NACS Proposal: Binding information exchange pacts between India and
other countries.
 A NEW DIMENSION: Binding agreements of information exchange need
caution.
 Presence of notorious state actors in India’s neighbourhood.
 Security concerns to be the first priority.
• Issue #1
 NEW PROPOSAL: Autonomous anti-corruption cells like the CII, FICCI, etc.
 Monitor, Report but not Enforce.
 Companies to be graded on the basis of their ethical practices and values.
 Step to enhance credibility of the private sector and nurture healthy competition.

• Issue #2
 NEW PROPOSAL: Media and NGOs under strict vigil.
 Media elements and five star activists have shown signs of prejudice for
financial gains.
 A unique board of Editors may club together to prevent such practices.
• Issue #1
 NEW PROPOSAL: Grass-root anti-corruption campaign, supported by the CVC.
 Formation of a ‘Vigilance Net’, which shall constitute of volunteer groups.
 Such a net would act as a liaison between the regulatory body and the citizens.
 Vigilance Net to conduct sting operations and identify corrupt practices during
elections.

• Issue #2
 NEW PROPOSAL: Awareness campaign spearheaded by community organizations
 Portrayal of corruption as a sin.
 Campaigns to socially isolate those caught in corruption.
 Spiritual and social motivation.
 Value of a healthy social life over monetary pleasures needs to be inculcated in the
hearts and minds of people.
• The Corruption Equation needs a transformation:
HIGH PROFIT + LOW RISK LOW PROFIT + HIGH RISK
• The Anti-Corruption bodies and the Government need to bridge the
trust deficit among the citizens and at least fix the following cases at the
earliest for some damage control:
 The QUATTROCHI Case,
Case,
 The SATYENDRA DUBEY Case
 The SATYAM Scam
 IPL CORRUPTION Scandal
 The CWG Corruption Fiasco

• INDIA needs an out of the box approach to curb corruption,


formation of the NACS is a positive step in this direction.
• The Citizens of India need to act, and act wilfully to further curb
the ‘ERUPTION of CORRUPTION’
