INCLUSIVE GROWTH
i Inclusive growth by its very definition implies an
equitable allocation of resources with benefits
accruing to every section of society.
i And for inclusive growth we need to develop the
rural India and from that to the underdeveloped
states of our nation.
i One such state is Bihar, with 85% population living in
villages.
i Bihar is 12th largest state in terms of geographical
size and 3rd largest by population.

i The Economist magazine in 2004 stated that
i Bihar byword is worst state of India with widespread
poverty, corrupt politicians indistinguishable from
mafia-dons when Lalu was in power.
i In 2005, the World Bank believed that issues faced
by the state was "enormous" because of "persistent
poverty, complex social stratification, unsatisfactory
infrastructure and weak governance͞.
i But after Nitish Kumar coming into power ,Bihar has
actually seen more positive growth.

i Women͛s literacy has increased from 4.22% at the
time of independence to 33.57% at present.
i It is a pleasant surprise to find that in spite of the
meagre investment on education in Bihar, specially
compared to other Indian states, the students have
done very well.
i Famed national institutes of learning such as IITs,
IIMs, NITs and AIIMS have always have had a good
representation from Bihar which is usually higher
than their proportion of the population.

i Bihar leads the country as far as empowering women
is concerned.
i This has been possible due to the initiatives taken up
by the government.

i The girls, particularly those from rural areas, often
discontinue their studies beyond the primary or
middle schools.
i Most of them are often married at an early age,
which leave them with fewer opportunities to
contribute their mite towards economic development
of society
i The dropout rate of students in general and the
schoolgirls in particular was also the reason for the
scheme to be launched.
i It was in 2006 that CM decided to give away bicycles
to all the schoolgirls of classes VIII, IX and X studying
in government schools.
i This was to encourage girls to get educated.

i This scheme was implemented in 2007.
i Under this scheme, a schoolgirl gets a cheque of Rs
2,000 upon passing class VIII to buy a bicycle so that
she can go to school every day.
i The department promptly invited tenders from the
companies and the lowest quoted price was Rs 1,840
for each bicycle.
i The officials of the department advocated for bulk
purchase of bicycles and their distribution through
official machinery.
i They also suggested that each bicycle bear the
insignia of the Bihar government.
i But CM refused and thought that purchase of
bicycles through tenders might give rise to
corruption in future.
i Instead, he handed over money through cheques
directly to the beneficiaries.
i This step was taken not only to make the process
simple but also the scheme transparent.
i Therefore, Rs 160 was added to the lowest quoted
price for each bicycle and the project was launched
straightaway.

± The objective is to encourage and make the girl
students aware of the importance of :-
Xeducation,
Xlessen gender bias,
Xenhance the quality of education,
Xdropouts coupled with ensuring educational parity
and
Xthereby empowering them.

i Under this yojna, the government will provide all girl
students in Class 6 to 8, the fund for school uniform
and pair of shoes.
i For purchasing two uniform and one pair of shoes to
all regular girl students of class 6 to 8, Rs. 700 will be
provided.
i Vidhyalaya Shiksha Sammittee will open accounts in
the banks of all regular students and the money will
be deposited in their names.
i Vidhyalaya Shiksha Sammittee would execute this
programme and the local panchayat would monitor
it.
