Scope and limitations
Scope of the study
 The functions and structure of HPCL plants at the national level
being similar, training module suggested suggestions can be applied
to plants in any of the four zones of HPCL ( North, South , East or
West)

 The suggested method of training is flexible and is responsive and


accommodative of any change

 Since primary data collection was through questionnaire, possibility

 Respondents: A,B,C level employees of plants ,North Zone
Findings: Set 1
 78.8% of the respondents felt that for a topic like statutory compliance 3-4 hours or even more than 4
hours duration was ideal

 48.9% of the respondents preferred trainings that are long but interspersed with games and breaks,
38.3% of the respondents preferred long training programs with break.

 85.1% of the respondents had a favorable disposition towards interacting with fellow trainees during the
training session

 40.4% of the respondents preferred activity based learning while 31.9% preferred experience sharing by
seniors

 It was inferred that 42.6% of the respondents felt that measuring compliances and non-compliances
within 6 months pre and post training was ideal for measuring the effectiveness of training. 40.4% felt
that a combination of methods like quiz, test and measuring non compliance was ideal for measuring

Findings: Set 2
• 70.2% of the respondents had absolutely no or very little exposure to
statutory compliance in their past academic profile

• 34% of the respondents felt that lack of complete awareness of the


statutes was the major hurdle in maintaining statutory compliance

• 63.8% of the respondents had not attended any training program on


Statutory Compliance in the past one year

• It was inferred that grade of the employee and responsibility in


maintaining statutory compliance had a significant relationship

Findings: Set 3
• It was inferred that that 80.9% felt that the topics specified in the
questionnaire were sufficient while 19.1% felt that topics specified were
not sufficient.
• When asked to chose the main Acts respondents dealt with factories Act,
Contract labour Act and EPF Act scored high with 25%,17% and 14%
respectively.
• Delhi shops and Establishment Act was chosen only by 2% of the
respondents .
• Among the 21.3% who responded that other Acts needed to be included,
60% mentioned Minimum wages Act hence content of training module
was changed accordingly

• It is inferred that 34% of the respondents felt that lack of complete
awareness on the various statutes were the major hurdle in ensuring
statutory compliance.

• 17% of the respondents felt difficulty in understanding legal language is a


major hurdle.

• 14.9% felt that remembering deadlines were a hurdle.

Suggestions

• A combination of activity based training and experience sharing by seniors


were suggested.

• The content suggested by the management was altered based on the input
from respondents.

• Major hurdles faced by the respondents were identified. A participant’s guide


containing check lists on statutory compliance and dead lines in simple
language for trainees was proposed.

• For evaluation, the Kirk Patrick model of learning evaluation was suggested
Conclusion
• A scenario based business simulation game was designed
for the training purpose

• Eleven senior managers (each with around 20 years of


experience in handling Statutory Compliance) of HPCL
were interviewed with the aid of an open ended
questionnaire

• the responses were compiled.
