IMPLEMENTING GUIDELINES ON THE RELEASE
AND USE OF FUNDS FOR FISCAL YEAR 2018
(DepEd Order 16 s. 2018)

Rationale
• to provide guidance on the policies, rules
and regulations on the release, use and
monitoring of funds for FY 2018.
• ensure timely, effective, efficient utilization
of resources, synchronize fund release
with the implementation of DepEd’s
P/A/Ps, and to institute mechanisms for
transparency and accountability across the
different DepEd offices nationwide.

Policy Statement
• The issuance of the implementing
guidelines is based on Republic Act No.
10964 or the 2018 GAA and on the DBM’s
NBC No. 573 dated January 3, 2018 or
“Guidelines on the Release of Funds for
FY 2018”.
• These guidelines consider the shift from a
multi-year obligation-based budget to an
annual cash-based budget in 2019.

Scope
• This DepEd Order covers the release and
use of funds for nationwide
implementation in the
– DepEd Central Office (CO),
– Regional Offices (ROs),
– Schools Division Offices (SDOs), and
– Schools

DepEd Plan Implementation Documents

Two modes of plan execution, depending on the


compliance of proposed plans/activities to the
approved WFP:
• Activity Request (AR) - If the proposed
activity is in accordance with the approved
WFP or the approved revised WFP of the
office
• Authority to Conduct (ATC) - If the
proposed activity is not included in the
approved WFP

With Major Deviations

If the proposed activity is included in the


approved WFP, but has major deviations
(increase in budget requirement for the
activity amounting to at least 10% of the
approved activity budget reflected in the
WFP for the field offices) from the original
plan, an ATC must be secured prior to plan
execution.

Bump-off
If there is any increase in the requested
amount from the approved amount in the
WFP, whether through AR or ATC, the office
must identify other activities in the WFP
which will be reprogrammed or deferred
for implementation, to give way for the
requested activity.

Adjustment of Plans
• The Office may revise their WFPs and
corresponding PPMP once every quarter
after the conduct of the PIR.
• After which, the offices shall be given ten
(10) working days to revised their WFPs
and PPMPs.
