• Basis/foundation of baggage tracing
• Is used to create an on-hand baggage file
• This transaction should be used whenever
there is an unclaimed bag at your station
• Only one bag can be entered per OHD
transaction

• The FD element should reflect the flight and
date on which the bag arrive
• When more than one item per element exists,
separate by using a slash ( / )
• When completing the FD element in an OHD,
if an airline and flight number is unknown,
enter the code YY and the date the bag was
received at your station (YY/20SEP)

• If the date in the FD element is more than 20
days in the past or more than 2 days in the
future, the system will accept the entry and
will respond: “ACCEPTED – CHECK DATE IN
FD” this will alert you to a possible error in the
date input
• The routing element (RT) should show the city
code where the bag is found

• Most information elements allow more than
one line. To enter subsequent lines, place the
continuation character ( - ) at the beginning of
the line
• The following entries are not permitted as
entries in the NM element and will result in an
error: NN, UNK, NIL, UNKNOWN, NONAME. If
you do not know the name, leave it blank

• RECOMMENDED PRACTICES:
• All surplus bags must be listed in the
Unclaimed Baggage Report (UBR)
• All bags must be stored at the Interline
Baggage Room

details in the UBR
• Interline Baggage Room will maintain a copy
of the UBR, keep a copy for our reference
• The UBR will serve as our manual record in
case there will be system outage (Worldtracer)

• WORLDTRACER OPTIONS:
• QUICK ON-HAND (QOH) – Is a direct entry to register
maximum of 10 tag numbers in the Worldtracer
system. No file reference number will be given by the
system. QOH will stay in the system for 48 hours
• Baggage On Hand Multiple Mask (BOM) – Is used to
create maximum of 5 OHD files for a passenger in a
single entry. Separate file reference numbers will be
assigned.

• There are several non-mandatory elements
which can also be completed
• It is suggested that where information is
available for non-mandatory elements, that
information must be included at the time of
file creation

• The more information available in the
mishandled baggage file, the greater system
opportunity for matching and locating the bag
• In a multi-bag file, if you are encoding more
than one BI, the BI element identifier must be
repeated for each brand entered into the file

• When a file reference if produced, the
information entered is formatted and
transmitted to the appropriate tracing systems
• If the non-tracing indictor is included in the
file type (AHL/N), the tracing information is
not transmitted to the tracing system

• If the suspend tracing indicator is included in
the file type (AHL/S), the file is created in the
Worldtracer tracing and it is automatically
suspended
• If the HC element is included in the mask and
entered as HC Y, a copy of the file is then sent
to the teletype address listed in the handled
airline user record

•AHL files created on-behalf of Worldtracer
users are maintained in the active data base
for 180 days from creation date or 60 days
from closure whichever comes first

•Retired files are maintained for a period of 3


years from creation date

is created within the Worldtracer
Management System and it is also
automatically sent to Worldtracer Tracing

• RECOMMENDED PRACTICES:

• Ask for the passenger’s travel documents


(passport, ticket and baggage claim check).
Identify the specific baggage claim number
which is missing

• Initiate “Local Baggage Search” (double check


surplus bags, asks Ramp Supervisor to check
containers/baggage cart specially if missing
piece is a special or small bag, check with
Cargo if box sent to them by mistake, check
arrival area in case of bag switch)

• Extract accurate tracing information from the
passenger (explain to the passenger unique
characteristic of each bag type, get
combination of colors for multi-colored bags,
unique contents)

• Ask for specific details (did the passenger
check-in early, last minute check-in, did the
passenger pay excess bag, was the bag gate
intercepted, is it an oversize/odd bag
• Get the passengers contact details including
phone numbers, email address, mobile
numbers, delivery address

• Note baggage restoration arrangements with
the passenger
• All bags will undergo Philippine government
regulations requirements

• Baggage delivery is free of charge. But we
have to obtain the following from the
passenger: photo-copy of passport (bio page,
arrival stamp and date of last departure page),
completed Customs Declaration form and
signed Authorization Letter. Get keys to lock or
combination lock numbers

• If the passenger opted to collect the bag upon
arrival, it is important to get his/her contact
numbers. Give complete details such as flight
number, ETA bag is expected to arrive,
carousel assignment is available
• If bag will be collected by a representative,
remind passenger to prepare needed
documents by Philippine government
authorities (notarized authorization letter, copy
of the report, IDs)

• Give instructions on how the passenger can
collect the bag at the Interline Baggage Room.
Indicate IBR operating days/hours in the
passenger’s PIR
• If the passenger is entitled to delayed baggage
compensation, deliver the appropriate
customer recovery scheme

• Do not forget to give our contact numbers,
contact person/s and operating hours to the
passenger
• Repeat all arrangements made with the
passenger before he/she leaves the baggage
claim hall
• Endorse important information/details to the
next LL shift

• WORLDTRACER OPTIONS:
• You may initiate a Tag Number Trace (TNT). A
successful TNT will give you the following:
OHD file reference number or QOH, FWD
advise or existing AHL file reference number
• If TNT yielded an OHD file reference number,
complete the AHL mask and immediately
Request On-Hand (ROH)

• If TNT yielded FWD advise, complete the AHL
mask and immediately transfer the forward
details from the action file to the AHL file
• If TNT yielded existing AHL file, double check if
it is the same passenger
• If TNT yielded nothing, complete the AHL
mask

• Do an ROF entry for the port the passenger
travelled, pay particular attention to tag-off
entries as well
• Send a “TRACER MESSAGE” to the station of
origin and transit point using the completed AHL
mask. Insert FF remarks and ask the station of
origin & transit points if the bag is uplifted, ask for
the container number and if bag is seen for
transfer

• Transfer the passengers check-in baggage
record (DCS) and ticket record (PNR) into the
passenger’s AHL file
• If a match is found (OHD/FWD) and passenger is
not aware, inform the passenger by calling
him/her. If unable to contact passenger, send a
text message (SMS), email message (SEA) or
combination of text and email message (SSE) to
the passenger

• Send follow up message by teletype (TTY) or
action file (PXF) if necessary, specially for bags
needed badly by the passenger
• Insert all arrangements/transactions made
with the passenger in the AHL file (FF remarks)
• Endorse delivery documents for Customs
notary to the delivery courier
• Clear bags for delivery at the IBR

the “FIRST INFORMATIVE” call to the passenger.
Even if we have not received any FWD advise.
Get additional tracing information and/or ask

• As with OHD & AHL files, DPR files can by
displayed, amended and closed. You can not
suspend a DPR file since it does not contain
tracing elements
• The RL Code identifies the DPR file that is
created
• RL 80/90 are the only acceptable codes in a
DPR transaction

• RL Codes do not establish proof of
responsibility for mishandling and are not
used for proration purposes
• Data is collected and distributed to managers
reflecting controllable mishandled baggage
results
• The correct reporting of faults by accurately
using the RL Codes assist in improving
baggage methods & systems

• The lost property element (LP) is mandatory
when RL 90 is used
• The CD element is used if there are damaged
contents inside the bag
• Always check if the baggage claim check
attached to the bag is a limited released tag
(LT)
• Creating station is the fault station in DPR files

• The retention period for DPR files varies
depending on the requirements set by the
user with SITA
• DPR files are retained for 180 days in the
system from date of creation or 45 days from
closing whichever comes first
• If missing contents are reported from the
passenger’s baggage, airline security must be
informed

Determine the age of the bag and percentage to use from the depreciation
scale
Compute the value for use of the bag
The amount of use received, is the amount we ask the customer to
contribute

• RECOMMENDED PRACTICES:
• The first option is to have the bag repaired to the
passengers satisfaction & is free of charge
• Always consider the age of the bag if we have to
replace the damaged bag
• If the passenger is amenable, we will give
him/her monetary payment instead of an actual
bag replacement
• Passenger has to sign Receipt and Discharge (Quit
Claim)

• If the mask is transmitted without completing the


mandatory elements, an error message will
appear
• If information is not available to complete a non-
mandatory element, it should be left blank

• The originating station/airline is required on
the top line of the input i.e. your station and
airline or the handled airline that you
represent when sending the FWD message
• TN is the original tag number; XT is the
rush/expedite tag number; both must be
included in every FWD
• NM is the name on the bag (maximum of 10
names)

• FO is the new flight and date the bag will be

• SI element can take up to 2 lines of free form text
(58 characters per line; second line must
commenced with a dash before the actual
message)
• TX is used for the full SITA address of any
department other than an LL that you wish to
receive a copy of the FWD message; the LL telex
address is the default telex address for Baggage
Services; the LL office included in the FW element
will automatically get a copy of the FWD message

• Upon acceptance of a completed FWD mask,
the system will return an OK response
• On receipt of a FWD entry, the system will
date and time stamp the FWD input and store
TN in the FWD index
• The system will send a copy of the FWD to
Worldtracer Tracing

The FWD will be replaced in the station’s FW area of the station’s Action File
The FWD will be sent to the TTY addresses as specified by the station’s HQ
The FWD will be sent to the LL office of the station/airline specified
The system will retain FWD entry for 10 days, no file reference number is assigned
If you know the AHL file reference number of a bag being forwarded, you can place
that information on the second line of the FWD mask, the system will automatically
place a copy of the FWD in the AHL file

• Remind Check-in Counter Supervisor not to
accept Expedite/Rush Tags without FWD
message for security reasons
• If original flight details is available, double
check the passenger check-in record,
investigate why the bag was left behind prior
to making the FWD message (bag seen after
flight departed with original tag attached)

• No need to register left behind bags unless it
is found tag-off
• Use the FOH (Forward On Hand) for an ROH
(Request On Hand) received by your station

• Action File Principles:
• Messages are placed automatically in the Action
File by the system. The Action File is split into
Days and Areas.
• Messages are stored for seven (7) days in the
system. Day 1 is always “TODAY”, Day 2 is
yesterday and so on. System will automatically
move messages within day at a preset time.
• If there are messages on Day 7, all remaining
messages will be printed by a user defined TTY

• The Station Action File:
Each station will have one Action File
There are 10 areas for a standard Action File, 28 areas for an
Expanded Action File. Each area can hold a maximum 999 messages
per day (except WM/World Match which can hold up to 1500 and
an EM/Extended Matches which can hold up to 3000 per day)
If the maximum number is reached, the oldest 100 is sent
automatically to a predefined teletype address of that station.
The areas of the Action File will appear on the left most side of the
screen under the heading “AREA”. While each area is identified by a
two letter code.

• Action File Areas:
FW FORWARD MESSAGES are placed in this area as a result of a
FWD input of a WORLDTRACER member.
ACTION MESSGES there are four types of messages that could
be seen in this area:
A. Request for an OHD bag held at this station
AA B. Tag Number matches as a result of a TNT entry
C. Forward OHD Bag advising the forwarding of bag to the
station (FOH)
D. Forward AHL Bag advising the station of a bag being sent
for delivery to the passenger.
WM WORLD MATCHES messages related to WORLDTRACER tracing
files for the 1st ten days (Initial Tracing Days).
EM EXTENDED MATCHES match message generated beyond the
initial tracing days after file creation. This enable the user to
control and allocate the workload efficiently.
