Pakistan – Import Tariffs
• Pakistan uses the Harmonized System to classify goods.
• Pakistan’s overall average applied tariff in 2016 was 12.71 percent.
• In the 2017 budget, the government reduced the maximum general tariff rate
from 25 percent to 20 percent (except for vehicles) & simplified the tariff
structure by reducing the number of duty brackets from seven to six.
• Other than customs duty, the government charges 17.0 percent sales tax on
the duty paid value of a variety of goods produced in or imported into the
country.

Pakistan – Trade Barriers Pakistan – Import Requirements &

• Pakistan’s 2016 Import Policy Order bans the import of 43 categories of
products, mostly on religious, environmental, security, & health grounds.

The following documents are required for imports & exports:

Harmonized System code
In this document, our purpose was to identify the
commodities / items which contribute the highest
value to the export bill of 2017. From which we were
able to highlight 74 commodities / items combines to Example for PCT/HS Codes
70% of the export bill 2017. The data was collected
from sources like Pakistan Bureau of Statistics & PCT/HS Codes Example
international trade center, website
(www.trademap.org).

To understand the document the reader must be

understand how the global trade data is collected
across the global. Harmonized Commodity Description
& Coding System known as HS-codes is an
internationally standardized system of names &
numbers to classify traded products. It came into effect
in 1988 & has since been developed & maintained by
the World Customs Organization (WCO) (formerly the
Customs Co-operation Council), an independent
intergovernmental organization based in Brussels,
Belgium, with over 200-member countries.

The HS is organized logically by economic activity or

component material. For example, animals & animal
products are found in one section of the HS, while
machinery & mechanical appliances are found in
another. The HS is organized into 21 sections, which
are subdivided into 97 chapters.
The 97 HS chapters are further subdivided into approximately 5,000 headings & subheadings.
Section & Chapter titles describe broad categories of goods, while headings & subheadings describe products in
more detail. Generally, HS sections & chapters are arranged in order of a product’s degree of manufacture or in terms
of its technological complexity. Natural commodities, such as live animals & vegetables, for example, are described in
the early sections of the HS, whereas more evolved goods such as machinery & precision instruments are described
in later sections. Chapters within the individual sections are also usually organized in order of complexity or degree of
manufacture. For example, within Section X (Pulp of wood or of other fibrous cellulosic material; Recovered (waste &
scrap) paper or paperboard; Paper & paperboard & articles thereof), Chapter 47 provides for pulp of wood or of
other fibrous cellulosic materials, whereas Chapter 49 covers printed books, newspapers, & other printed matter.
Finally, the headings within individual Chapters follow a similar order. For example, the first heading in Chapter 50
(Silk) provides for silk worm cocoons while articles made of silk are covered by the chapter's later headings.
