Key Requirements of Energy Management Systems
Examples extracted from EN 16001 and drafts of ISO 50001

► Establish, implement and maintain an energy policy with commitment for achieving energy
performance (energy efficiency & use of renewable sources)

► Define priorities and set appropriate objectives and targets using energy performance indicators
and have in place an energy metering plan

► Conduct an initial diagnosis of energy consumption for all activities (including past, present and
future energy consumption)

► Identify the main factors that have an influence on energy consumption

► Establish the relationships between energy consumption and energy factors

► Build a periodic forecast of energy consumption and identify opportunities of energy savings

► Consider energy consumption in the decision process for design and procurement of all equipment,
raw materials or services

► Identify applicable regulation and/or other requirements (such as clients’ specifications)

► Management review of activities to ensure that the policy is implemented and that the EnMS remains
appropriate.

Audits on EnMS requirements will enable to raise some improvement of the energy
efficiency policy and enable potential savings

What is an Energy Management audit ?

► An investigation based on documents, interviews and facts that the organization has fully
implemented the requirements of the standard in its practices

► Some of the elements reviewed :


 The definition of scope, objectives and targets of the Energy efficiency policy
 The identification and review of significant energy aspects and related factors
 The understanding of the relationship between the energy consumption and its related
factors
 The review of energy consumption forecast
 The Treatment of “consumption accident”
 The definition of the metering plan
 Awareness, training and competence for energy management
 Identification of legal obligations and other requirements
 Completeness of Management Reviews
 Consideration of legislation, regulation, standards and corporate agreements

► At the end of the audit, the lead auditor delivers a report listing potential non-conformities
to the requirements of the standard as well as opportunities for improvement

Our Action in USA for Energy Management Systems

► ISO 50001 – Organization Management System for Energy Efficiency

 Bureau Veritas is part of the US TAG committee for Energy Management, writing ISO 50001

 Bureau Veritas will also participate for the related standard on auditor competence and audit
process (ISO 50003)

► Superior Energy Performance Program – Site specific measurement and verification of


energy efficiency.

 This standard provides a framework for fostering energy efficiency at the plant level and a
methodology for measuring and validating energy efficiency/performance improvements.

 This program is spearheaded by DOE and will be centered around ISO 50001 + specific
results on energy efficiency quantified improvements.

 The program will follow a tiered approach similair to the “LEED” program with Silver, Gold
and Platinum Ratings

• April 7th - Energy Forum in Houston participants in


the Alpha pilot of the SEP program were recognized
for their achievements

• Currently 22 additional organizations are in the


Beta pilot of the SEPP program work with
representatives from DOE to achieve recognition in
the SEP Program

• March 31st was the last day for additional


applications to the Beta Pilot for SEPP Bureau Veritas is part of the
1st training and certification
providers
• DOE is also in the process of selecting a SEPP
administrator to oversee SEP Program and ensure
it is a self sustaining program by 2016

known as Plan-Do-Check-Act (PDCA). It
can be briefly described as follows:
