Introduction
What is Hydropower Plant?
Hydropower is a form of renewable energy that uses
the water stored in dams, as well as flowing in rivers
to create electricity in hydropower plants.

Mekong Region
• Potential of hydropower is about 53,000MW
• 26 projects located in the mainstream
• 126 projects are in the tributaries

Overview of NT2 project


• NT2 is a largest hydropower project in Lao PDR located on the Nam Theun
River
• NT2 is jointly implemented by the Nam Theun 2 Power Company and the
Government and financed by 27 parties
• It located in Khammouane Province,
Center of Laos.

• NT2 project is structured as a BOT project
• A concession period of 31 years, of which the operating period is 25 years
• The construction began in
2005 and fully operated in
March 2010.

Technical Feature
• NT2 Hydropower plant has an installed capacity of 1070MW.
• It can generate 6000 GWh of electricity per year.
• A 39-m high gravity dam

• Reservoir capacity = 3.9 billion m3 with the surface area of 450Km2
• Water head = 350m
• Catchment Area = 4039 Km2
• Power Station uses four 250MW

• About 95% of the power, 995MW, are exported to Thailand through
transmission Lines.
• 138-Km double-circuit 500kV is used to
deliver the electricity generated from the
Power Station to the Lao-Thai border.
• 160-Km 500kV line is used to deliver the
power from the border to Thai substation

Project Cost and Financing


• 3 shareholders including:
Electricité de France: 40%
Electricity Generating Public Company Limited: 35%
Lao Holding State Enterprise: 25%

Project Cost and Financing


• This NT2 project cost 1.3 billion USD.
• It is financed through equity, loans and guarantees
from 26 financial institutions including:
4 multilateral development banks: World Bank group, ADB,
EIB, and the Nordic Investment Bank

Environmental and social impact
More importantly, the project impacts on resettlement,
downstream, biodiversity and forests, and reservoir sedimentation.

 Resettlement:
 About 6,300 people from 17 villages have to moved their house
 Livelihood restoration/improvement, based on
 Forestry
 Agriculture
 Water quality
 Infrastructure includes irrigation, domestic water, electricity,
schools, community facilities
 Long term health program

 Downstream impacts in Xe Bang Fai
 over 110,000 people living in 71 riverside villages and 101 hinterland villages along
the Xe Bang Fai River have been affected by changes to the river ecosystem.
 Villagers have suffered poor water quality and decreased in fishing.
 Flood could be occurred in rainy season.

 Aquatic biodiversity has been destroyed
 The forest was cleared
 The habitat of wildlife was changed

Sedimentation
 The fish living in the river can suffer damages on their gills from the sediments in the
water, and in the worst case lead to fish deaths.
 Rocky habitat could be lost by sediment, and fish living depends on rocky. So the fish
will be decreased.
 Bank erosion

Conclusion
• This Nam Theun 2 Project provides 6,000 GWh for exporting and
domestic use in Lao PDR.
• 2 billion USD is expected to generate in government revenue over the
25 years concession period.
