Failures of Education System
o Government of Sindh missed MDG target by 88% !
o The literacy rate in rural areas and in female population is low
indicating prevalence of regional and Gender Disparity
o Out of 6.2 million children between 4-9 years, only 3.1 million
are enrolled in Schools, High level of gender and rural/urban
disparity
o 5500 Schools were Closed
o Poorly trained teachers
o Inadequate School supplies

POOR GOVERNANCE IN SINDH
Lack of transparency in procurement, appointments and transfers.
The key challenges to Health sector include governance challenges
such as weak monitoring, evaluation and accountability
Shortage of specialists and female staff in rural areas.

Transitional issues of devolution service delivery challenges such as


high rate of children under-nutrition (Stunting at 48%), low
contraceptive prevalence rate (33%)

Less than encouraging rate of immunization (57%), less coverage by


lady health workers (around 41%) and shortage of nurses, paramedic
and pharmacists.

• 92% of province water is not safe for consumption

• Nonfunctional R/O Plants, More than 60% of R/O Plants in the


province are nonfunctional

• Famine in Tharparkar with a population of more than 1.2 million

• 385 children died in Tharparkar this year due to Famine

• High rate of crime and inconsistent law and order situation in the
province

• Increase incidents of street crimes and snatchings

• Out of 10000 cameras for safe city project only 1000 cameras are
working

Economy of Sindh
• Sindh is the second largest province, with 24 percent of the total population and
17.7 percent of total land area of Pakistan.

• As an industrial, commercial and financial hub of Pakistan, Sindh plays a pivotal


role in the national economic and development agenda.

• Endowed with coastal access, Sindh is a major center of economic activity in


Pakistan and has a highly diversified economy, ranging from heavy industry,
manufacturing, services sector and agriculture.

• The most of growth in the provincial economy can be attributed to the services
sector, followed by the industry.

• 48% of Sindh’s citizens live in rural areas and around 38% of them derive their
livelihood from agriculture, livestock forestry and fishing.

• 52% of the Sindh’s population in the urban areas of Sindh. Karachi houses almost
45% of Sindh’s population and is almost exclusively employed in the manufacturing
and services sector.

• Almost three in every 10 people of working age in Sindh are engaged in formal employment.
• 39% is employed in agriculture whereas 34% is in the informal sector
• With labor force participation of 43% more than half of the population is not participating in
the labor force
• Low female participation of only around 28%
• Sindh’s share in the national GDP is estimated to be around at 30%, 95% contributed by
Karachi.
• Handles 90% of international trade
• Of the total large scale manufacturing (LSM) Industries 34% are in Sindh.
• In Manufacturing sector’s Sindh contribute 43% to GDP, gone down from 45% 2 decades ago
• The contribution of Agriculture, Industry and Service sectors towards Gross Provincial
Product (GPP) of the province stands 17%, 36% and 47% respectively
• The province contributes 60 percent to the overall Federal Revenue with 65 percent in the
Sales Tax, 84 percent in the Custom Duties, 51% in Income Tax and 35 percent in Central
Excise Duty.
• Out of the total Gas produced in the Country 48% produced from Sindh. 39% of Country’s
electricity generated in Sindh

prove its credentials at good governance.

• PTI budget focuses on improving human
development indicators.

• Our priorities include rise in literacy level,
improved health indicators, adequate access to
safe drinking water and sanitation.

• Besides that, poverty alleviation, addressing


hunger, overcoming regional, gender and
income disparities, characterize our budget for
improved social and economic development.

• Will create job opportunities with the aim of


maximum employment.

MEASURES PROPOSED | EDUCATION

• Schools in Urban areas will have double shifts


minimum 2 shifts in primary and secondary schools
• To encourage students enrollment bus services will
be provided to schools at a radius of 10kms for
schools that are not viable due to low enrollment
• Quality of Education will be improved by addressing
shortage of teachers especially in rural areas
• Electronic Devices will be installed for that
Investment will be made via development budgets
• Tapped lectures will be introduced in different
languages for different subjects in order to lessen
the burden on teachers

• Difficult Area Allowance will be introduced for teachers
to encourage them to teach students in less developed
area and distant areas of rural Sindh
• Buses on Contract will be provided to schools to ensure
better transport facilities for school going children.
Minimum 2 school buses for each school in rural areas
• Multimedia enable schools will be initiated throughout
the province.
• Schools coverage will be improved wherever it is
needed
• Government will encourage government schools for free
adoption
• No profit fee structures in such schools if parents are
desiring to pay fees
• Improve standards both education as well as
infrastructure to improve enrollment.

Expenditures to Improve Law and Order Situation
• Policemen per capita will be improved by hiring
additional policemen force
• Completion of Safe city projects
• Installation and regular maintained of security cameras
• Police Per Capita will be matched with other provinces
and ultimately it will be bought at par with the regions
• Procurement of latest equipment and armored vehicles
• Regular maintenance of current fleet in order to improve
efficiency of law enforcement agencies.

• Saaf pani will be provided to every person living in
province Sindh in next 5 years
• Sewerage facilities will be laid across the province to
prevent diseases and ensure better quality of life
• In Urban areas sewage water will be treated where
population is 1000 persons living per sq./km
• In Urban and Rural areas where TDS matches standards
and water is sweet filter plants will be installed to ensure

• Special allocations will be made for water for Karachi
• Karachi water sewerage board will be run professionally
and right persons for the right job will be hired

Healthy Sindh - Strong Pakistan
• Safe Pregnancy Program, through trained midwives, target is to cover all
pregnancies safely 100% coverage in 5 years.
Growth Rate: 2.4%
Pregnancies in Pakistan: 1.2 %
Average cost: Rs 15000, expected budgetary cost will be (32.631 x 15000 = Rs
489,465,000)
We will need 1,796 trained midwives working dealing 5 births daily.

• All Taluka hospitals to have gynecologists, surgeons with fully equipped


labor rooms and neonatal ICUs as per the WHO standards.
• Safe Births Program, advising the community for healthy family planning
programs for safe mothers safe families.

• Immunizations programs to achieve 100% coverage in 5 years


• Thalassemia Free Sindh

• SBCA would have to approve as per regions
• It is proposed to have 4 building controlling authorities in
Sindh
• All plans will be approved within a specified time of second
submission
• It is proposed all approvals will be made within 60 days after
first submission
• All land records will be maintained electronically and will be
controlled by software and mobile applications
• Dealing with the permits government will ensure reduce
delays and procedures by online one window facility
• Government will reduce the time of registration of property

INFRASTRUCTURE
• Density of Population will be linked to the infrastructure
development
• 60% of infrastructure development in urban areas followed
by farm to market areas in order to ensure easy access to
markets from farms
• Areas with the density of 2000 people in 5sq/m roads will be
carpeted and roads will be pothole free
• Electricity will be provided at farms to enable processing
storage and preservation of perishable commodities
• Prevention of Katchi Abadi
• Rehabilitation of Katchi Abadi
• Safety of humans living in katchi Abadis

Industrial & Business Sector
• Lands will be given for industries where industries will be
setup in special zones
• If industry is setup in 2 years after land allotment land
cost will be paid in 10 year installments
• All land in katcha areas where one crop per year is
feasible 10 Acres of land will be given to youth on lease
• To promote entrepreneurship and small scale business
easy loans will be provided between 100,000 to 500,000
• This scheme will ensure small startup business.
• Land will be given for training institutions for high human
skill force and skills development

WOMEN EMPOWERMENT
• 20% quota in all government schemes
• 25% government employees in all departments in
next 5 years
• Women hostel with a capacity of 50 women in all
districts
• Women hostel with a capacity of 20 in all
towns/taluqas
• Tax free incentives for working women
• Interest free loans for Small and Medium Enterprises

Agriculture /
Irrigation/Livestock
• Government will encourage corporate and mechanized
farming which will lead to agro industry
• Government will help in enhancing agricultural, dairy
and fisheries production
• Will encourage formal sources agricultural credit and will
ensure organized credit facility to small farmers.
• Productivity gaps between large and small farmers will
be reduced with easier access to the resources inputs.
• Penalties on absentee landowners who have large tracts
of land in their possession but are not bringing them
under cultivation

• Non Utilization fees will be imposed

• Ensure Availability of seeds pesticides modern


equipment to improve yield per acre.

• Public Private Partnership will be encouraged for


quality seed production and increasing job
opportunities in seed, fertilizer, pesticides, value
addition, and marketing of products.

• The government will give utmost significance to


rehabilitation of all old irrigation network systems.

Article 140-A of the constitution of
Pakistan requires provincial governments
to devolve “financial responsibility and
authority to elected representatives of
local governments”.

• The Provincial Finance Commission (PFC) of Sindh has
to finalize a new formula based on population,
backwardness and fiscal performance

• Sindh government has failed to Award a PFC even after


promulgation of Sindh local government act in 2013.

• Objective of PFC is devising a formula for the


distribution of resources among the Sindh districts to
ensure smooth functioning of local governments and
minimize poverty and income inequality.

• The proposed formula should take care of population at


district level. Greater emphasis should be on
backwardness.

• The PFC would also decide the criteria and formula for
the vertical distribution of resources between the
provincial and local government, i.e. determination of
provincial retained and allocable amounts.

• It would also decide a fiscal distribution criteria or


formula and mechanisms for the horizontal distribution
between the local councils of the allocable amount.

• There is Karachi Metropolitan Corporation (KMC), 28


District Municipal Corporations, 108 Tehsil Councils and
1,128 Union Councils in Sindh.

• Pakistan People’s Party government in the province had


not given PFC award money during its 11-year tenure..

• PFC shall be made a true representative of elected local
bodies’ by taking fresh steps on the pattern of local body
system in Khyber Pakhtunkhwa,

• The formula for distribution of allocable amount is


proposed as under:
o Population 50%
o Backwardness 20%
o Infrastructure Needs 15%
o Area 5%
o Performance 10%

• It is need of the hour to provide share of NFC to grass


root level in Sindh
